HomeMy WebLinkAboutRES NO 73-87RESOLUTION NO. 73-87 RESOiLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD APPROVING STREET NAME CHANGES RESULTING FROM THE UNION AVENUE SEPARATION OF GRADE PROJECT. WHEREAS, the Planning Commission of the City of Bakersfield held a public hearing on April 16, 1987, on the pro- posed street name changes set forth below, notice of the time and place of that hearing having been given at least ten (10) calen- dar days before by publication in the Bakersfield ~]~for~an, a local newspaper of general circulation; and WHEREAS, such street name changes, resulting from the Union Avenue Separation of Grade Project. are as follows: Designate the new alignment of Union Avenue between 21st Street and Monterey Street be a part of the existing Union Avenue and named as such, "Union Avenue." Name that segment of ~ew street which extends north- westerly from existing Sumner Street at Sacramento Street to the new alignment of Union Avenue to "Sumner Street." Rename that portion of 24th Street located between the oid alignment of Union Avenue and the Southern Pacific Railroad (S.P.R.R.) tracks to "Hopper Court." o Desisolate the circular street resulting from the Union Avenue Overhead Project as "Union Avenue Loop," which may further be called "East Loop" and "West Loop" in respect to their location with the new alignment of Union Avenue. WHEREAS, the above-described street name changes will not result in any physical change in the environment and it is therefore determined that the proposal is not a project as defined by California Environmental Quality (CEQA) Guidelines (Section ~5378) and it is exempted from the requirements of CEQA. WHEREAS, the Planning Commission, at the conclusion of the above-referenced hearing on April 16, 7987, adopted its Resolution No. 14-B7, recommending approval of the proposed name changes described above. NOW, THEREFORE, BE IT RESOLVED as follows: 1. The above recitals, incorporated herein, are true and correct. The proposal is supported by the East Bakersfield Business Association and affected property owners. 3. The proposal will improve the efficiency of the 911 Emergency Response System in the area. 4. Approval of the project will not have any cant fiscal impact upon affected property or ten, ants. signifi- owners The proposed street name changes, with the exception of matters continued as described in Paragraph 6 below~ are hereby approved, effective 30 days from the date of adoption of this Resolution. The City Clerk is directed to forward a copy of this resolution to the Board of Supervisors of the County of Kern as required by Government Code Section 34092. Consideration of the related renaming of' both (a) that portion of 23rd Street located between Golden State Avenue and the old alignment of Union Avenue and (b) the new street on same alignment extended easterly to the new alignment of Union Avenue to "West Sumner Street" is hereby deferred pendi~]g receipt of a report and recommendation from the Planning Commission. .......... 000 ..........
