A RESOLUTION OF THE COUNCIL OF THE
CITY OF BAKERSFIELD RECOGNIZING THE
NEED TO TARGET JOB CREATING EFFORTS
AS THEY RELATE TO THE "ENTERPRISE
ZONE".
WHEREAS, the City of Bakersfield has long realized the need
for economic development efforts in the metro area; and
WHEREAS, that realization has resulted in many actions
designed to encourage economic development; and
WHEREAS, action by the City of Bakersfield and County of Kern
has resulted in designation of a portion of Metro Bakersfield as an
"enterprise zone"; and
WHEREAS, as a major goal of this designation is to create
employment opportunities for a targeted population; and
WHEREAS, an area was originally designated by the City and
County as a target area for employment opportunities; and
WHEREAS, that initial area was substantially enlarged in
order to insure a sufficient labor pool to attract industries; and
WHEREAS, some consideration should be given to the needs of
the originally designated area;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAKERSFIELD
DOES HEREBY RESOLVE AS FOLLOWS:
1. Priority be given to residents of the initial area
targeted for employment opportunities in the hiring practices of firms
locating in the "enterprise zone" area.
2. Determination of a priority rating for the initial area
be forwarded to Employers Training Resources, the GAIN Program and the
State Employment Development Department offices which are the
offices/programs referring and training potential employees for firms
locating in the "enterprise zone".
I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular meeting
thereof held on 25th day of March , 1987, by the following vote:
