A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD INITIATING PROCEEDINGS FOR THE
ANNEXATION OF TERRITORY TO THE CITY OF BAKERSFIELD
IDENTIFIED AS PROCEEDING NO. 920, ANNEXATION NO.
311, IN ACCORDANCE WITH LAFCO RESOLUTION ~4AKING
DETERMINATION (PANAMA NO. 7).
WHEREAS, a proposal was submitted to the Local Agency
Formation Commission of Kern County ("Commission") for the annex-
ation of territory to the City of Bakersfield designated as
Annexation No. 311 (Panama No. 7);
and

WHEREAS, following said public hearing the Commission,
on February 24, 1987, adopted its Resolution Making
Determination, being Resolution No. 87-7, recorded in Minute Book
34 of said Commission.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
1. Preliminary proceedings for annexation of territory
to the City of Bakersfield designated as Annexation No. 311
(Panama No. 7) were authorized 0y the City Council of the City of
Bakersfield by action at a regular meeting thereof held on
November 5, 1986; Application for Annexation dated November 5,
1986, was transmitted to LAFCO; the Certificate of Filing
of the Executive Officer of the Commission shows that the pro-
posal was filed by him on the 15th day of January, 1987.
2. The distinctive short form designation assigned by
the Commission to the territory proposed to b{~ annexed is: "City
of Bakersfield Annexation No. 311 (Panama No. 7)."
3. The description of the exterior boundaries of the
territory proposed to be annexed is contained in Exhibit "A",
attached hereto, and incorporated in this Resolution as though
fully set forth herein.
4. The territory proposed to be annexed is uninhabited
as determined by the Commission in its Resolution Making
Determination.
5. The reasons for the proposed annexation as set forth
in the proposal thereof submitted to the Commission are that the
owners of the affected territory desire to receive tax revenues
for benefits given and to be given to the territory proposed to
be annexed.
6. BE IT FURTHER RESOLVED, that Wednesday, the 8th day
of April, 1987, at the hour of 7 p.m. (or as soon thereafter as
the matter may be heard) in the Council Chambers of the City
Hall, 1501 Truxtun Avenue, Bakersfield, California, is hereby
fixed as the time, date and place of hearing on the proposed
annexation where any owner of land within, or any registered
voter residing within, the said described territory may appear
before the Council of the City of Bakersfield and show cause why
such territory should not be annexed. Any owner of land within,
or any registered voter residing within, the described territory
may file a written protest against the annexation with the City
Clerk of the City of Bakersfield at 1501 Truxtun Avenue at any
time prior to the conclusion of the hearing on the proposed
annexation.
7. That the City of Bakersfield, as lead agency, has
completed an environmental assessment and a Negative Declaration
was adopted by the Planning Commission after a public hearing
thereon and this Council hereby approves and adopts the Negative
Declaration. The project will not have a significant effect on
the environment.
8. The land and improvements within the territory to be
annexed shall be liable for the general indebtedness of the City
existing at the time of annexation.
9. A certified copy of the Resolution shall forthwith
be transmitted to the Executive Director of LAFCO.

ANNEXATION NO. 311
A parcel of land situated in the County of Kern, State of California, being a
portion of Sections 19 and 30, Township 30 South, Range 28 East, M.D.M. more
particularly described as follows:
Beginning at the point of intersection of the West right of way line South Union
Avenue and the North line of the Southeast 1/4 of the Northeast quarter of said
Section 19, also being the North line of lot 9 as shown on Sales Map No. 1 of
lands of J. B. Haggin, Section 19, Township 30 South, Range 28 East, M.D.B.&M.,
Kern County, California filed May 3, 1889, in Book "M" of maps at page 5 in the
Office of the Kern County Recorder. Said point of intersection being on the
existing corporate boundary of the City of Bakersfield and is the point of
beginning for this description;
Thence (I) South on and along said South Union Avenue West right of way line and
southerly projection thereof, a distance of 1321.30 feet to a point on the
center line of Fairview Road;
Thence (2) continuing South on and along said West right of way line and projec-
tions thereof, a distance of 2672.60 feet to a point on the South right of way
line of Panama Lane (60.00 foot wide road) also being the South line of the
North 30.00 feet of said Section 30;
Thence (3) West on and along said South right of way line, a distance of 1262.25
feet to a point on the southerly projection of the West line of the East 1/2 of
the Southeast 1/4 of said Section 19;
Thence (4) North along said West line and projection thereof a distance of
2672.72 feet to a point on the center line of Fairview Road;
Thence (5) North along the West line of the Southeast 1/4 of the Northeast 1/4
of said Section 19, a distance of 1321.36 feet to a point on the existing
Corporate Boundary of the City of Bakersfield;
Thence (6) East on and along the last named Corporate Boundary to the point of
beginning.
