HomeMy WebLinkAboutRES NO 24-87RESOLUTION NO. 24-87 A RESOLUTION OF T~E COUNCIL OF THE CITY OF BAKERSFIELD SETTING SALARIES AND RELATED BENEFITS FOR OFFICERS AND EMPLOYEES OF THE CITY OF BAKERSFIELD. (GENERAL SUPERVISORY UNIT) WHEREAS, the Charter of the City of Bakersfield, Section 12, authorizes the City Council to provide for salaries and related benefits for officers and employees of the City; and WHEREAS, the Council has determined uhat such salaries and related benefits should be for such officers and employees of the City to be in effect on the fifth day of January, 1987, or as otherwise herein specified~ and until further changed by this Council. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: SECTION 1. Resolution No. 197-85 together with amendatory resolutions is superseded by this resolution. SECTION 2. Salar~_~g~du~9 Commencing on the fifth day of January 1987, as otherwise therein specified, the attached document shall be the Salary Schedule and related benefits for officers and employees of the City of Bakersfield and is hereby adopted and incorporated into this resolution as though full set forth herein, thereafter this resolution shall be published in printed form. SECTION 3. ~9~_~nd__~M~ge Allowances A. Department heads, and the City Attorney, who are not furnished an official City car shall be reimbursed for automobile use at the rate of THREE HUNDRED TWENTY-FOUR DOLLARS ($324.00) per month. B. Those City officers not furnished an official City car who shall be reimbursed at the rate of FIFTY DOLLARS ($50.00) per month are the Planning Director, Assistant City Attorneys, -1- Deputy City Attorneys, Assistant Public Works Manager, Assistant Auditorium Manager, Finance Director, Assistant Finance Director, Community Development Coordinator and Economic Development Director. C. Mileage allowances on the above where the car is in use on City business shall be allowed based upon factors of gasoline costs and maintenance costs; provided, however, that City officers named in subsection A. shall receive mileage allowances only for out-of-town travel on City business. D. The car allowance provided in paragraph A shall be annually determined based upon the factors of leasing costs, gasoline costs and up-keep cost increases, if any, from year to year. SECTION 4. Health and Dental Insurance Effective IDecember 24, 1984, the City shall provide hi-weekly contributions toward a health and dental plan for all officers and employees of the City, subject to the following maximum City contribution: Employee Only $ 42.14 Employee and One (1) Dependent $ 84.97 Family $114.05 Beginning February 2, 1987, the City shall provide coverage for vision care. ~tiE~_~]E~9~E~: Effective ~ay 1, i985, retired employees covered under the City's health Dlan shall receive City contributions based on the following formula: the City shall contribute two perc.snt (2%) of the monthly premium for Health Net (under age 65 rate) times each year of service (to the nearest half year) for single-party coverage, and one and one-half percent (1 1/2%) of the monthly premium for two-party coverage for Health Net (under age 63 rate) times each year of service (to the nearest half year) for retired employees with two-party and family coverage. -2- Effective January 1, 1985, only employees retiring with a minimum of fifteen (15) years' accumulated service shall be eligible for participation in the Retiree Hedical Insurance Program. ~¢~_~.~%~_~19~¢S: The fifteen (15) year minimum requirement for participation shall be waived for employees retiring and awarded a job-related disability. Employees retiring with job-related disability shall be credited with either eight (9) years of service or their actual accumulated service time, whichever is greater for the purpose of calculating the retiree medical allowance under the City's adopted formula. ~e~!~._~2~_~o~: Effective January 1, 1985, only employees retiring with a minimum of fifteen years' accumulated service shall be eligible for participation in the Retiree Hedical Insurance Program. The fifteen year minimum shall be waived for employees retiring because of disability. ~it~_~9~9~: Effective December 24, 1984, the City shall continue to provide the total hi-weekly contributions toward maintaining the medical and health insurance program for the City Attorney. SECTION 5. Life Insurance The City shall provide a basic term life insurance policy of $2,000 value for City Councilmembers and all emDloyees included within this resolution. In addition~ the City shall provide contributions toward a life insurance plan as follows: A. Management Unit - One hundred percent (100%) of the insurance premium for each officer and employee, such insurance coverage equal to their projected annual base salary to the nearest $500. B. Employees in Confidential before July 1, life insurance premium for the white Collar Unit Classified as 1981 - Fifty percent (50%) of the $19,000 life insurance per employee. C. General Employees, Supervisory Unit - One hundred percent (100%) of the life insurance premium for a policy equal to the employee's projected annual base salary to the nearest $500 of a minimum amount of $15,000. -3- D. Police Unit - One ~h]ndred Percent premium for each employee for a life insurance amount of $10,000. (100%) of the policy in the E. Police Supervisory Unit - One Hundred Percent (100%) of the insurance premium for each employee, such insurance coverage equal to the employee's annual base salary to the nearest $500. F. Fire Supervisory Unit - Fifty percent (50%) of the life insurance premium for a policy equal to the employee's projected annual base salary to the nearest $500 of a minimum amount of $15,000. G. All of the provisions of Section 5 are subject to each officer's or employee's option to have insurance in the amounts they desire within the limitations herein set forth. SECTION 6. Additional Compensation--Deferred Income All probationary and permanent employees of the City shall be eligible to participate in the City's Deferred Income Plan. City shall provide funds as additional compensation to those eligible officers and employees who are participants in the City's deferred income plan as follows: A. The City Manager shall receive ten percent (10%) of his annual base salary. Such additional base salary, shall constitute officer or employee. compensation, together with the the total compensation of such SECTION 7. Administrative Leave In addition to the officers and employees who may be granted administrative leave under Section 2.84.620(d) of the Municipal Code, administrative leave for employees in the White Collar Unit, classified as Confidential Unit before July 1, 1981, shall be allowed each employee up to one (1) day with the approval of the department head and the City Manager. SECTION 8. Uniform and Tool Allowance The City shall provide a uniform allowance as follows: -4- A. Police Supervisory and Police ~anagement, safety members - FIVE HUNDRED FIFTY DOLLARS ($550.00) per year, payable in July 1987. If s~ach employee terminates before July 1, 1987, said employee shall reimburse City on a pro rata basis. B. Motorcycle Officers~ Supervisory - Additional TWENTY-FIVE DOLLARS ($25.00) per quarter. C. Miscellaneous Police Supervisory, nonsafety employees required to wear uniforms - TWO HUNDRED FIFTY DOLLARS ($250.00) per year, payable semi-annually. Temporary employees of the Police Department required to wear uniforms will be paid ONE HUNDRED FIFTY DOLLARS ($150.00) annually, payable semi- annually. If an employee terminates before conclusion of the period for which payment has been received, such employee shall reimburse City on a pro rata basis. D. Fire ]~anagement - FOUR HUNDRED DOLLARS ($400.00) per year; payments in 1987 shall be made as follows: TWO HUNDRED DOLLARS ($200.00) payable in July 1, 1987, and an additional TWO ~UNDRED DOLLARS ($200.00) payable on December 1, 1987. E. General Supervisory employees required to wear uniforms will be furnished uniforms at no cost to the employee. F. General Supervisory employees who are required to provide a full complement of hand tools shall be reimbursed for replacement of such tools up to THREE HUNDRED DOLLARS ($300.00) annually. SECTION 9. Accumulated Sick Leave Payment resignation of a Supervisory Unit of accumulated sick leave in event of death or member of the Management Unit, General Employees and Police Supervisory Unit shall be as follows: A. One-half of the unused sick leave shall be paid to the member's beneficiary or estate in the event of such member's death prior to his separation from City employment after ten (10) years' service. B. One-half of the unused sick leave shall be paid to such member whose employment is terminated for any reason, other than discharge, after ten (10) years' service. -5- SECTION 10. Designated Holidays - General, Police and Fire Supervisory Units and Management Unit A. All eligible employees in the General Employees Supervisory, Police Supervisory, Fire Supervisory and Management Units not working on a shift basis shall observe the following eight-hour holidays with pay for calendar year 1987: January 1 February 12 February 16 Way 2~ July l July 3 September 7 November 11 November 26 November 27 December 24 DecemDer 25 December 31 New Year's Day Lincoln's Birthday Washington's Birthday ~emorial Day Floating Holiday Credited* Independence Day Labor Day Veteran's Day Thanksgiving Day Day After Thanksgiving ½ Day Christmas Eve Christmas Day ~ Day New Year's Eve The floating holiday referred to above shall be selected by an eligible employee who is in the employ of the City as of July 1, provided such selection shall be consistent with the efficient operation of the affected deoartment an(] the activities and convenience of the City and shall first have the approval of the department head. B. ~li~!~!!!~. All probationary and permanent employees in the Blue Collar, White Collar, General Employees Supervisory, and Management Units, Fire Department employees not working a 24-hour shift and Police Department employees not working on a shift basis, except those employees who are absent ~ithout pay one-half day or more immediately before and/or after the holiday, shall be eligible to observe holidays in the manner herein provided. -6- C. Holida~_~9[~. When such employee is required to work on a holiday, the eligible employee shall be credited for the holdiay once at the straight time rate and shall be credited once again for the actual time worked as overtime at the employee's applicable overtime rate. General Supervisory Unit employees working on a holiday designated in Subsection A shall be credited for overtime at time and one-half. D. Holida~ on Pg~_~- When a holiday falls on an employee's scheduled day off, the eligible employee shall be credited for the holiday as overtime at the straight time rate. All eligible employees in the Police Supervisory and Management Unit working on a shift basis, except those employees who are absent without pay one-half day or more immediately before and/or after a designated holiday, shall be paid at the rate of one and one-half (1-1/2) times their regular hourly rate of pay for the holidays listed in :Subsection A except that in lieu of: a floating holiday and one-half days on Christmas Eve and New Year's Eve they will be credited for Columbus Day and Easter Sunday. One payment for all such designated holidays shall be made on or before June 17. All other eligible Police Supervisory and Police Management employees who do not work a shift basis shall observe holidays in accordance with Subsection A of this Section. F. ~91i~%~_~_~!~!9n~--_~9~i2~. An employee leaving permanent City service shall be allowed regular compen- sation for holidays worked up to the effective date of termination. 24-Hour Duty Shifts. Fire Management Employees assigned on a ]4-hour duty shift 'oasis shall accrue holiday pay at the rate of five and one-half ($-1/2) shifts per year to be paid on a pro rata basis as follows: one-half (1/2) on December 1, and one-half (1/2) on Jdne 30. H. ~pecial Holidays. Occasional special holidays declared by the President or Governor and approved by the City Manager in commemoration or memorium of an extraordinary occurrence shall be observed by the reduction of the operation of all departments as much as practicable. All eligible employees who are required to work on such a holiday shall be compensated at their regular hourly rate of pay for those special holidays worked, and in addition be credited with compensatory time on a straight hour-for-hour basis for the special holiday hours worked~ to be taken off on another day as determined by the -7- department head. Compensatory time for Fire Departmest safety employees working a 24-hour duty shift on such a holiday shall be one-half of a shift (12 hours). SECTION 11. P.E.R.S. Contribution In addition to amounts presently paid by City, the City shall pay the following contribution to P.E.R.S. (Public Employees Retirement System) normally paid by the employee: A. Seven percent (7%) for General Supervisory Units who were in the employment of the City on July 1, 1983. Those employed after July 1, 1983, shall not be eligible to the seven percent (7%) City contribution to P.E.R.S. until the completion of six years of continuous employment with the City. B. Police Supervisory and Police Management - nine percent (9%) - Except those employees hired on or after July 1, 1983~ the City shall[ pay for four Dercent (4%) of the employee P.E.R.S. contribution commencing January 7, 1985, until the seventh uninterrupted year of service, at which time the City contribution shall increase to nine percent (9%). C. Fire Management nine percent (9%) - Except those employees hired on or after July 1, 1983, the City shall pay two percent (2%) of the employee P.E.R.S. contribution commencing January 7, 1985, until the seventh uninterrupted year of service, at which time the City contribution shall increase to nine percent (9%). D. Management Unit, except police and fire management (safety) - seven per, cent (7%). SECTION 12. The City shall compensate employees for longevity as follows: A. Police Supervisory Unit After four (4) years of continuous service .as a sergeant, police supervisory employees shall receive longevity pay in an amount equal to three percent (3%) of the employee's base salary; after eight (8) years, six percent (6%) and after twelve (12) years of service as a sergeant, nine percent (9%). Effective January l, 1985, employees receiving longevity pay shall have that pay converted -8- to a flat dollar amount. Those employees shall continue to receive the dollar amount received as of January 1, 1985, for as long as they would have retained eligibility for longevity pay under the existing longevity pay rules. For all other employees, the longevity pay program is eliminated effective January 1, 1985. B. General Employees Supervisory Unit - Effective the first full pay period in April, 1984, the City will institute a Longevity Pay Program for unit members as follows (the amounts are not cumulative): 10 or more uninterrupted years of City employment two percent (2%) of base pay. 15 or more uninterrupted years of City employment four ]percent (4%) of base pay. 20 or more uninterrupted years of City employment six percent (6%) of base pay. Employees hired after January 1, 1985, shall be not be eligible for longevity pay. SECTION 13. Incentive Pa~ Effective the first pay period after April 24, 1985, the City shall pay police supervisory employees an additional two and one-half percent (2-1/2%) of their salary as incentive pay in lieu of the two and one-half percent (2-1/2%) currently paid for supervisory certificate. This incentive pay and the super- visory certificate ]pay will be discontinued for all employees entering the Supervisory Unit after December 27, 1985. City shall contribute an additional five percent (5%) of employee's base :salary to all police management and police supervisory employees possessing either an intermediate or advanced certificate, or both, issued by the Police Officers Standards and Training Commission (P.O.S.T.). City shall contribute an additional five percent (5%) of employee's base salary to fire managment personnel holding an Associate in Arts D,~gree which fulfills all rquirements of a Fire Science Certificate and five (5) years' employment with the Bakersfield Fire Department, or two and one-half percent (2-1/2%) of employee's base ~alary for those safety personnel in the Bakersfield Fire Department who have obtained a Fire Science Certificate requiring thirty (30) units and eight (8) years' employment of Fire ~anagement Certificate requiring twenty-one (21) units and eight (~) years' employment with the department. -9- SECTION 14. Shift Differential General Supervisory employees shall receive a shift differential of FIFTY CENTS ($.50) per hour when a majority of the employee's shift falls between the hours of three p.m. and seven a.m. Effective the first full pay period in January, 1986~ the shift differential shall be SEVENTY-FIVE CENTS ($.75) for those with a majority of shift which falls between the hours of midnight and seven a.m. SECTION 15. Stand-by P~I Police Supervisory Unit employees who are directed to remain on ready stand-by during off-duty hours shall be compensated at the rate of TWENTY DOLLARS ($20.00) per eight-hour shift of such ready stand-by service. Such employees actually called back to work during stand-by assignment shall be paid for both the ready stand-by rate and the hourly rate for one and one-half times the i~ours worked, computed to the nearest one-tenth of an hour (six minutes). All ready stand-by assignments must be authorized by the department head. SECTION 16. Contract Services Attorneys 'who provide contract services to other cities, outside of the normal working hours, shall be compensated at the rate of fifty percent (50%) of the hourly rate paid to the City by the contract city. SECTION 17. Vacation The City Attorney shall be allowed carry-over of unused vacation to a maximum of one hundred eighty (180) days. Said carry-over of unuse,~ vacation is payable upon retirement or if otherwise terminated.
