HomeMy WebLinkAboutRES NO 170-86RESOLUTION NO. 170-86 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD AUTHORIZING FUEL EFFICIENT TRAFFIC SIGNAL MANAGEMENT PROGRAM GRANT APPLICATION. WHEREAS, the City of Bakersfield recognizes that it is in the interest of the national economy to promote the conservation of energy resources and to reduce our nation's dependence on costly foreign oil; and WHEREAS, Fuel Efficient Traffic Signal Management by the City of Bakersfield will provide benefits to the local community in the form of improved traffic flow, reduced fuel consumption, reduced vehicle operating costs, reduced air pollution emissions, and improved safety due to smoother traffic flow; and WHEREAS, funds have been established and are available through the California Department of Transportation for grants to local governments for efficient traffic signal management projects; and WI{EREAS, the City Council of the City of Bakersfield makes the finding that the proposed traffic signal management program is categorically exempt from the California Environmental Quality Act under Sections 15101, 15102, and 15106 of the State Environmental Impact Report Guidelines; and WHEREAS, the City Council has caused that a Notice of Exemption be filed with the Clerk of Kern County, and the State Secretary for Resources, as mandated by the California Environmental Quality Act. NOW, THEREFORE, BE IT RESOLVED THAT the City of Bakersfield authorizes the submittal of an application to the California Department of Transportation for a Fuel Efficient Traffic Signal Management Grant and the Public Works Manager of the City of Bakersfield is hereby authorized and empowered to execute in the name of the City of Bakersfield, all necessary applications, contracts, and agreements to implement and carry out the purposes specified in this resolution. .......... o0o ......... Who currently makes the decisions on how to set your Traffic signal maintenance Field operations engineer Traffic Engineer Other (describe) technician signals? Approximately how many local staff person-years (or fraction thereof) are currently devoted to traffic signal timing in your jurisdiction? Two person years are devoted to signal timing. (Include all categories of effort, including data acquisition, plan development, implementation, checking and surveillance.) Comments: Previously only one-half person years was used for signal timing. 9. Who currently is responsible for maintaining your signals? The general services section of Public Works Department is responsible for signal maintenance. All timing plans and adjustments to the timing plans, however, are completed by the traffic division. 10. Do you have plans for major capital improvements to upgrade your proposed project network? Yes No X If "Yes," do you have a schedule, budget proposal or funds already committed? Details: Although several improvements to each corridor are planned for the coming years, no work is scheduled during the upcoming FETSIM cycle. 11. Do you anticipate significant changes in traffic levels or patterns in the project area as a result of new development, road improvements, etc.? Yes No X Details: Although some changes to the traffic will occur in the near term, they will not be significant. 12. List below specific local agency staff that would be assigned to this project. Outline local staff traffic engineering experience, prior training in and use of the TRANSYT 7F signal timing program, and role in this project. (Note: Prior experience with the TRANSYT model is not required.) Jerry Hahs - Employed as the Traffic Engineer for the city of Bakersfield. Has been a traffic engineer with Caltrans and the city for the past 20 years. Mr. Hahs has experience with traffic operations computer models such as Passer II and SOAP. He will be the project manager and will oversee and review all work. Steve Walker - Employed as an Engineer III with the city of Bakersfield. Mr. Walker will coordinate with Mr. Shopshire in monitoring the study's progress and assist in the implementation tasks. Mike Shopshire - Employed as an Engineering Technician II with the city of Bakersfield. For the past 18 years, he has been responsible for traffic signal operations. Mr. Shopshire has successfully completed ITS and Caltrans courses on traffic signal operations and maintenance, and is participating in the 1986-87 FETSIM program. His primary responsibilities will consist of monitoring the consultants progress and acting as the contact person for the city. Kevin S. Daughton - Employed as an Assistant Transportation Planner for the Kern Council of Governments. Mr. Daughton has a Master of Science degree in Transportation Planning/Geography and is participating in the 1986-87 FETSIM program with staff from the city of Bakersfield. His primary responsibilities will include preparation of Request for Proposal, consultant selection and contract management. 13. Supply any additional information that would be useful for the state's review of this application. Also, you may use this space to expand any of your answers to the previous questions. The city proposes to contract with a consultant for this cycle. Therefore, once the budget is approved by the state, an RFP will be developed and distributed to qualified consultants. The majority of the work will be completed by the consultant, as indicated in Attachments 4 and 5.
