HomeMy WebLinkAboutRES NO 163-86RESOLUTION NO. 163-86 RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD STRONGLY ENCOURAGING THE COUNTY OF KERN TO DEVELOP A PROGRAM WITH THE CALIFORNIA AIR RESOURCES BOARD TOWARDS ATTAINING DESIRABLE CLEAN AIR STANDARDS. WHEREAS, the quality of our air affects health, economy and general quality of life; and community's WHEREAS, the Kern County Air Pollution Control Board is responsible for development of plans and regulations to maintain a healthful air quality; and WHEREAS, the California Air Resources Board is responsi- ble for reviewing and adopting said plans as part of the State Implementation Plan for the State of California in compliance with the Federal Clean Air Act; and WHEREAS, failure to reduce air pollution and maintain good air quality will also result in a significant health and economic impact on the residents of Kern County and the City of BaKersfield; and WHEREAS, failure to implement certain air pollution con- trol measures may also have economic impacts on certain agr- icultural and industrial segments of our economic community; and WHEREAS, the City Council recognizes the difficulties in arriving at appropriate air quality plans and regulations due to the complex economic and technological and chemical relation- ships of air pollution control; and WHEREAS, the City of Bakersfield relies on the Kern County Air Pollution Control Board and its staff for protection and enhancement of its air quality and recognizes their expertise in this area; and WHEREAS, at a hearing of the California Air Resources Board on August 21 and 22, 1986, that Board found Kern County's proposed air pollution control plan for inclusion in the State Implementation Plan was unacceptable; and WHEREAS, at the conclusion of said hearing the California Air Resources Board adopted a plan for Kern County which included additional measures recommended by its staff but agreed to defer filing of said plan with the Environmental Protection Agency for 60 days to allow the County an opportunity to develop alternative strategies to accomplish the same reduc- tions in pollution; and WHEREAS, an additional 30 days was subsequently granted to evaluate NOX regulations for the west side of the County; and WHEREAS, the City wants to develop and achieve a clean air policy which is consistent with national and state clean air policies and standards to provide a healthy environment for the citizens of Bakersfield and to achieve these standards within the next decade. NOW, THEREFORE, BE IT RESOLVED that the City of Bakersfield hereby strongly encourages the County of Kern Air Pollution Control Board and the California Air Resources Board to vigorously pursue the adoption of plans and regulations which will result in a significant reduction of air pollution and main- tenance of a clean and healthful air quality.
