A RESOLUTION OF APPLICATION OF THE COUNCIL OF
THE CITY OF BAKERSFIELD PROPOSING PROCEEDINGS
FOR ANNEXATION OF TERRITORY TO THE CITY OF
BAKERSFIELD IDENTIFIED AS ANNEXATION NO. 311
PANAMA 7.
WHEREAS, the City of Bakersfield desires to propose a
change of organization, to wit, the annexation to the City of
Bakersfield of the hereinafter-described territory, pursuant to
Section 56800 of the Government Code of the State of California.

1. That the City of Bakersfield hereby proposes the
annexation to the City of Bakersfield of the territory described
in Exhibit "A", attached hereto and made a part of this resolu-
tion as though fully set forth herein.
2. That a map of the territory proposed to be so
annexed, marked Exhibit "B", is attached hereto and made a part
of this Resolution as though fully set forth herein.
3. That a Plan for providing services within the
affected territory of the proposed annexation, in accordance with
the provisions of Section 56653 of the Government Code, is marked
as Exhibit "C", attached hereto and made a part hereof as though
fully set forth herein.
4. That this proposal for change of organization, to
wit, annexation, is made pursuant to the Cortese-Knox Local
Government Reorganization Act of 1985, and it is requested that
proceedings be authorized for annexation in accordance therewith.
5. That the reasons for the proposed change of organi-
zation are that the owners and residents of the affected terri-
tory desire to receive municipal services from the City of
Bakersfield, and the City desires to receive tax revenues for
benefits given and to be given to the territory proposed to be
annexed.
6. That for this proposed annexation and the zoning
upon annexation therefor, the ordinance for which was adopted
this date, an Initial Study was conducted and it was determined
that the proposed projects would not have a significant effect on
the environment, and a Negative Declaration was prepared.
7. That the laws and regulations relating to the prepa-
ration and adoption of Negative Declarations as set forth in the
California Environmental Quality Act and City of Bakersfield
Resolution No. 83-132 have been duly followed and the Negative
Declaration for this proposed annexation is hereby approved and
adopted.
8. That the territory proposed for annexation as
described herein has been determined to be uninhabited pursuant
to the Cortese-Knox Local Government Reorganization Act of 1985,
Section 56046 of the Government Code.
9. That the names of the officers of the City of
Bakersfield who are to be furnished with copies of the Executive
Officer's Report and who are to be given mailed Notice of
Hearing, if any, are:

ANNEXATION NO. 311
A parcel of land situated in the County of Kern, State of California, being a
portion of Sections 19 and 30, Township 30 South, Range 28 East, M.D.M. more
particularly described as follows:
Beginning at the point of intersection of the West right of way line South Union
Avenue and the North line of the Southeast 1/4 of the Northeast quarter of said
Section 19, also being the North line of lot 9 as shown on Sales Map No. 1 of
lands of J. B. Naggin, Section 19, Township 30 South, Range 28 East, M.D.B.&M.,
Kern County, California filed May 3, 1889, in Book "M" of maps at page 5 in the
Office of the Kern County Recorder. Said point of intersection being on the
existing corporate boundary of the City of Bakersfield and is the point of
beginning for this description;
Thence (1) South on and along said South Union Avenue West right of way line and
southerly projection thereof, a distance of 1321.30 feet to a point on the
center line of Fairview Road;
Thence (2) continuing South on and along said West right of way line and projec-
tions thereof, a distance of 2672.60 feet to a point on the South right of way
line of Panama Lane (60.00 foot wide road) also being the South line of the
North 30.00 feet of said Section 30;
Thence (3) West on and along said South right of way line, a distance of 1262.25
feet to a point on the southerly projection of the West line of the East 1/2 of
the Southeast 1/4 of said Section 19;
Thence (4) North along said West line and projection thereof a distance of
2672.72 feet to a point on the center line of Fairview Road;
Thence (5) North along the West line of the Southeast 1/4 of the Northeast 1/4
of said Section 19, a distance of 1321.36 feet to a point on the existing
Corporate Boundary of the City of Bakersfield;
Thence (6) East on and along the last named Corporate Boundary to the point of
beginning.

Please provide the following information, when applicable, only for services which will be provided by the applicant

Police-All police services in the City of Bakersfield are administered
through the City Police Department located at the s/w corner
of Truxtun Avenue and Eye Street about 5 1/2 miles north of the
annexation.
Fire- Station 52 (County) is within 2 1/4 miles at South Union Avenue
and Barton Street in Greenfield.
Station 5 (City) is within 2 miles at the corner of South
Chester Avenue and Planz Road.
Parks and Recreation-Planz Park is located 2 1/2 miles northwesterly.
The open space element of the adopted Bakersfield Metropolitan
area general plan requires minimum of 2.5 acres of park space
per 1000 population t~on development of residential area.
Library -N/A
Streets
Construction/Maintenance -The City Corporation Yard on Truxttm
Avenue west of Freeway 99 will provide necessary
Sweeping facilities, personnel and services to accomodate Public
Works efforts. Maintenance and personnel will be
Lighting dispatched from the City Yard on a regular basis for
preventative maintenance as needed. Repair includes
streets, constructed/maintenance, sweeping and lighting.
Sewer -Connection to City sewer may be made to Monitor Street and
Panama Lane Trunk lines. Effluant would then be treated by the
City Wastewater Treatment plant #3.
Water-This area is served by the California Water Service Co.
Other(Refuse)aPresent refuse collection service is provided by Fran-
chise Refuse Collector. When annexed service will be provided
by the City by contract with the same collector if at all
possible.
Service Level Capacity
Indicate frequency' and availability of service
(I.e. street sweeping, response time for
emercjlency services, rec. pro[tlrams, etc.)
24 hour patrol is provided in the immediate vicinity
of this annexation. First priority response is
approximately 7.00 minutes or less.
Fire protection is provided on a 24-hour basis with
~response time of 5 minutes less.
The annexation will not affect City Fire service
capability.
:All City parks are open to the public at reasonable
hours.

There will be no reduction in the range capacity
of the City to provide the necessary public works
services to this area. Services will be on a
regular basis and "as needed".
With the present expansion of Plant #3, adequate
capacity exists.

City garbage pick up is twice a week.
III.
What effects, if any, would annexation of this territory have on the existing level
of city/district services (i.e., need for additional emergency service personnel or
construction of new facilities, etc.)? The annexation of this territory will
not affect near term level or capacity of the City to provide needed services.
IV.
Would city/district require any upgrading or change in facilities to serve affected
territory (roads, fire hydrants, mains, etc.)? If so, would city/district o_~r residents
be responsible for financing? The City will not require any upgrading or changes
in existing facilities. Should the residents of Panama NO. 7 want area wide
street lights and sewers, the Cit>, would assist them in establishing a public
improvement district to finance installation of these improvements.
Indicate and explain existing zoning in affected territory. Present County zoning
consists of "A" (Exclusive Agriculture), "M-1D" (Light Industrial, Architectural
Design uomb~n~ng), "M-2" ~Me~um ±ndustrial), "M-2 D" (Medium Industrial, Archi-
tectural Design ~ombln~ngj, "~ (lJ R ~" ( Estate-1 Acres, Residential Suburban

Indicate and ~xplain proposed prezoning in area. (List effects on present land
use that would occur as a result of annexation such as maintenance of livestock
on property, etc.) The City pre-zoning is R-1 (One Family Dwelling), M-1 (Light Manu-
{acturing), M-2 (General Manufacturing) and C-2 (Commercial) which is compatible and
cons~sten~ with the adopted Bakersfield Metropolitan area general plan. The pronosed
s~ngle family residental use of land will ~reclude present commercial farming use in
the area between Fairview Rd. and Panama Lane.
VII.
List city/district services that area will directly or indirectly benefit from, such as
decrease in fire insurance rate, shorter emergency response time, use of community
facilities, etc. City police should be able to respond in a more timely manner
than the present Uounty 5herr~f and State Highway Patrol. Current City Police
standard ~s 1.65 sworn officers per 1,000 population compared to the County
standard ot 1.lb. The U~ty w~ll provzde street maintenance which includes
street sweeping. Refuse service will be provided by the City and will result
in savings to the homeowners within th~s annexation.
Please provide the following information relative to city/district and county taxes:
List existing tax rate(s) in area. Existing tax rate in area equals 1.075609% of
assessed market value. This represents the total property tax rate. When annexed,
approxzmately 3u~ o~ the total tax ot the area w±ll accrue to the City.
Would effected area be subject to any bonded indebtedness of the city/district: If
so, explain. Yes, the tax rate for City bonds equals 0.005505% of assessed market
