HomeMy WebLinkAbout06/10/1989 MINUTES CCBakersfield, California, June 10, 1989 Minutes of a Special Meeting of the Council of the City of Bakersfield, California, held in Challenger Park at Harris and Akers Roads at 9:00 a.m., June 10, 1989. The meeting was called to order by Mayor Medders. Present: Absent: Mayor Medders, Councilmembers Anthony, DeMond, Peterson, McDermott, $alvaggio, Smith Councilmember Ratty HARRIS NO. 5 ANNEXATION Staff reviewed the Contents of the public information packet to be distributed to the neighborhood. Staff and Councilmembers also discussed how street lights, crossing guards, stop signs, signals, sidewalks, sewer and fire hydrants could be provided in the area. Councilmember McDermott suggested that various Councilmembers disperse through the neighborhood as follows: Mayor Medders - Stacey Street Councilmember Anthony - Harris Road Councilmember DeMond - Akers Road Councilmembers Peterson and Smith - Margalo Avenue Councilmember McDermott - De Ette Avenue Councilmembers, citizens and staff joined together in teams of two to walk through the neighborhood and discuss annexa- tion with residents. Council adjourned until 11:30 a.m. Council reconvened at 11:30 a.m. to discuss the neighborhoods reaction to annexation. The issues of most concern to the residents were high speed traffic, park patrol, traffic control at the intersection of Harris and Akers Roads, continuity in zoning regulations, especially the ability to keep animals, and cost of sewer service. The Councilmembers felt that most of the residents were neutral and positive for annexation. Of the residents found home, it was estimated that 29 percent were not in favor of annexation, 25 percent were in favor of annexation and 46 percent were neutral or open to annexation. Given the results of this canvas~of the neighborhood, it was agreed to proceed with annexation.
