HomeMy WebLinkAbout06/06/1989 MINUTES CC34 Bakersfield, California, June 6, 1989 Minutes of the Budget Hearings of the Council of the City of Bakersfield, California, held in the Council Chambers of City Hall at 5:15 p.m., June 6, 1989. The meeting was called to order by Mayor Medders, followed by the Pledge of Allegiance. City Clerk williams called the roll as follows: Present: Mayor Medders, Absent: None Councilmembers Anthony, Smith, DeMond, Ratty, McDermott, Salvaggio, Peterson (seated at 6:15 p.m.) HEARINGS Oral Report regarding Fiscal Year 1989-90 Operating, Capital Improvement and Redevelopment Agency Budgets. John Stinson stated that the Budget is being presented to Council. This hearing is for public input and the budget will be presented to the Budget and Finance Committee for review, which will present a report at the June 14th meeting. The final Budget will be adopted June 28, 1989. Operating Budget 1989-90. Mayor Medders declared the hearing open for participation. No protests or objections being received, one wishing to speak in favor, Mayor Medders closed the portion of the hearing for Council comment. public and no public Capital Improvements Budget 1989-90. Mayor Medders declared the hearing open for public participation. Dan Crisp, 44 LeBarge, spoke regarding franchise fees pertaining to the Operating Budget. With regard to the Capital Improvements Budget, Mr. Crisp spoke regarding traffic signal at Gosford and White Lane. Mr. Crisp also voiced concern regarding the intersection of Pin Oak Park and White Lane having no traffic signal or crosswalks. John Stinson responded to Mr. Crisp's inquiry that the amount of franchise tax paid by cable TV is approximately $405,000. No further protests or objections being received, and no one wishing to speak in favor, Mayor Medders closed the public portion of the hearing for Council comment. Councilmember Salvaggio requested John Stinson prepare a list of major Budget issues within the next week. Community-Wide Improvements Project List. Dale Hawley advised that items 16, 17 and 18 are new projects added to the Projects List. Mayor Medders declared the hearing open for public participation. Councilmember Peterson was seated at 6:15 p.m. Bakersfield, California, June 6, 1989 Page 2 Councilmember Ratty suggested fees be adjusted so that maintenance funds are protected, and possibly have a workshop to discuss fees. Councilmember Committee will review schedule a workshop. McDermott indicated Urban Development the fees and will be asking staff to COUNCIL STATEMENTS Councilmember McDermott reminded Council Saturday is the Walkabout in the vicinity of Harris unincorporated area regarding annexations. that this and Akers Councilmember Smith asked if there is any way staff could look into Fairfax and 178 funding from State for an overpass.
