HomeMy WebLinkAboutRES NO 03-86RESOLUTION NO. 3-86 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD SUPPORTING LEAGUE OF CALIFORNIA CITIES' RESOLUTION NO. 71 AND LEGISLATION REGARDING DISTRIBUTION OF PROPERTY TAXES UPON ANNEXATION FOR PURPOSES OF URBAN DEVELOPMENT OF PREVIOUSLY UNDEVELOPED PROPERTY. WHEREAS, as a consequence of legislation enacted in 1979 upon annexation of undeveloped property for purposes of urban development, the resulting distribution of property taxes from such property gives cities and counties less property tax revenue than they receive from any other property, often as much as 20% to 30% of taxes normally received, and produces a windfall of revenue to state government; and WHEREAS, League of California Cities' Resolution No. 71 supports legislation to provide that property taxes upon undeveloped property in areas newly annexed will be distributed in a manner similar to distribution of property taxes for areas already located in the annexing city; and WHEREAS, corrective legislation is needed to prevent such a windfall to the state, to stabilize local government revenues, and to encourage economic development and new housing.
