A RESOLUTION OF THE COUNCIL OF THE CITY
OF BAKERSFIELD MAKING APPLICATION TO THE
STATE DEPARTMENT OF TRANSPORTATION FOR
UMTA SECTION 18 DISCRETIONARY GRANT MONIES.
WHEREAS, the City Council of the City of Bakersfield has made
the finding that the current transit system serving the Kern region and
the City of Bakersfield is inefficient, causes passenger confusion,
and is cumbersome, as a result of four separate bus terminals, one
railroad station, and an additional transfer area for the local transit
service within downtown Bakersfield; and
the
WHEREAS, the City Council of the City of Bakersfield has made
finding that the proposed Intermodal Transporation Center in
Downtown Bakersfield will:
1. Increase the efficiency and economy
intercity transit services; and,
of both intracity and
2. Reduce the need for private automobile usage
ropolitan area, including usage for intracity
transit/intercity transit transfer; and,
in the met-
3. Provide adequate security, convenience, and support serv-
ices and amenities for transit patrons, at a central location
accessible to all major downtown transit patron destination
points, encouraging increased transit usage; and,
4. Reduce air pollution and energy consumption in the
Bakersfield metropolitan area.
WHEREAS, the City Council of the City of Bakersfield also
funds (FY 1985-86) to support a study of the project's final planning
and funding development needs; and,
WHEREAS, the planning study will be completed by December
1986, and a site will be selected for the facility; and
WHEREAS, Kern COG and the City have previously committed
finds the proposed Intermodal Transportation Center consistent with
the Bakersfield Redevelopment Plan and all other applicable laws gov-
erning such a project; and,
WHEREAS, the Kern Council of Governments (Kern COG), and the
City of Bakersfield, have submitted a Transportation Planning and
Development Grant Application for funding of site acquisition and
construction plan drawings for an intermodal terminal to be located
in downtown Bakersfield; and,
WHEREAS, non-urban transit systems such as Kern Rural Transit
and Lamont Dial-a-Ride will service the terminal and require vehicle
bays, passenger waiting areas, and associated service infrastructure;
and
WHEREAS, preliminary development studies indicate approxi-
mately $1.0 million will be needed to provide the non-urban
infrastructure; and
WHEREAS, the federal government has set aside monies in the
form of UMTA Section 18 Discretionary funds for non-urban transit
needs; and
WHEREAS, the City of Bakersfield is eligible to apply for
these funds provided they are targeted to the capital development
needs of non-urban transit systems; and,
WHEREAS, the City of Bakersfield is applying for 25 percent
(25%) or $250,000 of the terminal's non-urban development and constru-
ction costs; and,
WHEREAS, the City Council of the City of Bakersfield has con-
ducted a public hearing and has heard comments from the public and
makes the finding that there

NOW, THEREFORE, BE IT RESOLVED THAT
does hereby apply to the State Department of
Section 18 Discretionary Funds in the amount
25 percent (25%) of the terminal's non-urban

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 19th day of March, 1986, by the
