Minutes of the Special Meeting of the Council of the
City of Bakersfield, California, for the purpose of a Budget
Workshop held at the Bakersfield Civic Auditorium, 1001 Truxtun
Avenue, at 5:15 p.m., January 11, 1989.
The meeting was called to order by Mayor Medders.
City Clerk Williams called the roll as follows:
Present: Mayor Medders. Councilmembers Childs, DeMond, Smith,
Peterson, Salvaggio
Absent: Councilmembers Ratty, McDermott
FINANCIAL OVERVIEW
Finance Director Klimko provided an overview of the
General Fund Budget in relation to the total City Budget, all
funds. Also, revised General Fund Revenue estimates for 1988-89,
and the elimination of State and Federal Road subventions.
City Manager Hawley provided information on how expenses
are determined.
DISCUSSION OF BUDGET ISSUES
John Stinson, Assistant to the City Manager, provided
background information on the budget process and upcoming budget
issues.
PRE-BUDGET REVIEW
City Manager Hawley provided a review of budget issues
identified by various groups. City Manager Hawley gskedthe
Council for a list of projects in their wards.
Mr. Russ Robinson, Bakersfield Saddle and Harness Club,
requested work on the Kern River Parkway Plan. He suggested the
City apply for grants from the State.
Mr. Fred McKenna, President, Downtown Business
Association, stated they appreciate the process and asked
