Minutes of the Special Meeting of the Council of the
City of Bakersfield, California, for the purpose of a Closed
Session held in the Council Chambers of City Hall at 5:15 p.m.,
February 1, 1989.
The meeting was called to order by Mayor Medders.

Minutes of the Regular Meeting of the Council of
the City of Bakersfield, California, held in the Council
Chambers of City Hall at 7:00 p.m., February 1, 1989.
The meeting was called to order by Mayor Medders
followed by the Invocation by Richard Williams, Member of
the Board of Deacons, First Assembly of God Church followed
by the Pledge of Allegiance.

PUBLIC STATEMENTS
Mr. Bud Aswad, Chairman, and Mr. Carl Sparks,
P.O. Box 2208 spoke regarding the Kern County Law Enforce-
ment Memorial, which is dedicated to all law enforcement
officers killed in the line of duty.
Councilmember McDermott made a motion directing
the Mayor to write a letter on behalf of the Council and
City of Bakersfield to support this Memorial project, and
refer the possibility of a contribution to the Budget and
Finance Coma~ittee.
Councilmember Peterson asked that $5,000 be
donated from the Council Contingency Fund to the Memorial
project.
Upon a motion by Councilmember McDermott the Mayor
was directed to write a letter in support and the matter was
referred to the Budget and Finance Committee.
Mr. Jeffrey C. Brown, 901 Pershing Street, spoke
regarding notice to compassionate public servants in the
event that future homelessness results in his demise, and
offered a copy of his will to Councilmember Childs.
Ms. Beth A. Osthimer, Greater Bakersfield Legal
Assistance, spoke as a representative of the tenants at 905
Lakeview and asked for assistance in relocating the resi-
dents.
Councilmember Childs stated a meeting was sche-
duled for February 2nd with Ms. Arnold, Mr. Gonzales, and
requested City Manager Hawley and Ms. Osthimer attend also.
He requested the matter be delayed until after the February
2nd meeting.
Wilma Arnold, 1604 Terrace Way ~5, spoke regarding
the relocation of tenants at 905 Lakeview.
John Ellis, 905 Lakeview Avenue, expressed his
concerns regarding the urgency of tenant relocation at 905
Lakeview.
Councilmember Salvaggio made a request to make a
public statement.
Councilmembers Ratty and McDermott asked that it
be made at the end of the meeting.

REPORTS
Councilmember DeMond, Chairperson of the Legisla-
tive Committee, read Report No. 1-89 regarding implementa-
tion of Proposition 90 as follows:

At the City Council meeting of January 4,
1989, the City Council referred to the
Legislative Committee a letter from the Kern
County Assessor notifying the City that with
his letter the County of Kern was consulting
with the City of Bakersfield on the matter of
implementing Proposition 90, (property tax
relief for seniors 55 and older) through the
passage of a County ordinance. The ordinance
can only be adopted a~ter consultation with
local affected agencies, (cities and special
districts) within the County's boundaries.
Proposition 90 was passed in November 1988 by
65% affirmative vote in the County and a 66%
affirmative vote in the City. Staff has
communicated with both the Kern County
Assessor and the Legislative Analysts in
Sacramento regarding implementation of
Proposition 90. How much the property tax
relief program may actually cost the City and
County will be due to a number of variables,
(i.e., the number of seniors who take advan-
tage of the program, whether seniors migrate
into or out of the County, the property tax
assessments that move with them, and the new
assessed values of the homes which are sold
by seniors).
The Legislative Committee feels that the City
should support County Ordinance No. G-4917,
implementing the provisions of Proposition
90. Bakersfield citizens clearly voiced
their support of Proposition 90 in the
November election.
Therefore, the Legislative Committee asks
that the City Council accept this report,
implement the recommendations, and direct the
City Manager to advise the County of Kern of
the Council's support of County Ordinance No.
G-4917.
Upon a motion by Councilmember DeMond, Legislative
Committee Report No. 1-89 was accepted.
Upon a motion by Councilmember DeMond, the recom-
mendations of Legislative Committee Report No. 1-89 were
implemented.
Councilmember Childs, Chairperson of the Personnel
Committee, read Report No. 1-89 regarding revised job
specifications and salary, title changes and deletions of
obsolete job titles as follows:
At its meeting of January 24, 1989, the
Personnel Committee approved the following:

The effective dates for the changes to the
Planning Director position will be February

The revision to the Finance Director arid the

IV. Deletion of Obsolete Job Titles:
Job titles which are no longer being used
were deleted from the salary schedule, as
shown on the attached salary resolution.
The Personnel Committee requests acceptance
of the report and adoption of the salary
resolution.
Upon a motion by Councilmember Childs, Personnel
Committee Report No. 1-89 was accepted.
ADOPTION OF RESOLUTION NO. 22-89 OF THE
COUNCIL OF THE CITY OF BAKERSFIELD AMENDING
RESOLUTION NOS. 10-89 AND 6-89 SETTING
SALARIES AND RELATED BENEFITS, REVISING JOB
TITLES, AND DELETING OBSOLETE JOB TITLES FOR
OFFICERS AND EMPLOYEES OF THE CITY OF BAKERS-
FIELD.
Upon a motion by Councilmember Childs, the recom-
mendations of Personnel Committee Report No. 1-89 were
implemented and Resolution No. 22-89 of the Council of the

BAKERSFIELD BOYCOTTING ALL MEETINGS SCHEDULED
IN SAN FRANCISCO, CALIFORNIA.
Councilmember McDermott made a motion to adopt the
Resolution of the Council of the City of Bakersfield using
the same resolution that was adopted in Wasco with the
insertion of the City of Bakersfield instead of the City of
Wasco.
City Attorney Saalfield stated this item must be
added to the agenda as an item that arose after the agenda
was posted.
Upon a motion by Councilmember McDermott the
matter of boycotting all meetings scheduled in San Fran-
cisco, California, was considered as an item that arose
after the agenda was posted by the following vote:

City Attorney Saalfield voiced his concern regar-
ding upcoming meetings in San Francisco to be attended by
staff, wherein their registration had already been paid for.
Councilmember McDermott stated that if there is an
inability to get a refund of the registration that he would
like it brought back to Council.

ACTION ON BIDS
SIXTEEN POLICE SPECIAL SEDANS (REPLACEMENT).
Upon a motion by Councilmember DeMond, the low bid
from Sopp Chevrolet in the amount of $220,764.96 was accepted
and all other bids were rejected.
APPROVAL OF AGREEMENT NO. 89-20 WITH A-C
ELECTRIC FOR A TRAFFIC SIGNAL SYSTEM ON
AUBURN STREET AT FAIRFAX ROAD.
Upon a motion by Councilmember Smith, the low bid
from A-C Electric in the amount of $83,202.96 was accepted,
the other bid was rejected, and the Mayor was authorized to
execute the Contract.
APPROVAL OF AGREEMENT NO. 89-21 FOR AN ANNUAL
CONTRACT WITH GRANITE CONSTRUCTION FOR SELECT
ROAD MATERIAL (SAND) FOR CITY USE (STREETS).
Upon a motion by Councilmember DeMond, the Annual
Contract for select road material (sand) was awarded to
Granite Construction Company in the amount of $162,710.00,
the other bid was rejected, and the Mayor was authorized to
execute the Contract.
ADOPTION OF RESOLUTION NO. 24-89 OF THE
COUNCIL OF THE CITY OF BAKERSFIELD DETERMI-
NING THAT CERTAIN RADIO EQUIPMENT CAN BE
REASONABLY OBTAINED FROM ONLY ONE VENDOR,
MOTOROLA C & E AND AUTHORIZING THE FINANCE

Upon a motion by Councilmember Salvaggio, Agree-
89-22 was approved and the Mayor was authorized to
the Agreement.
AMENDMENT TO AGREEMENT NO. 88-42 WITH WARD
AND ASSOCIATES FOR ARCHITECTURAL SERVICES FOR
THE REDESIGN OF THE BAKERSFIELD HOMELESS
CENTER.
Upon a motion by Councilmember DeMond, this matter
was referred to the Budget and Finance Committee.
COUNCIL STATEMENTS
Councilmember DeMond stated she will be making a
presentation to the Oceanside City Council on the homeless
issue at no cost to the City.
Councilmember McDermott spoke regarding the urgent
necessity for the Council to consider adopting a resolution
of support for Measure A and the half-cent sales tax. He
requested staff adopt a resolution of support at the Council
meeting of February 15, 1989.
Councilmember McDermott spoke regarding the need
for more adequate fire safety services in the south part of
Bakersfield. He asked Chief Needham to give an update on
the status of a new fire station in this area.
Chief Needham stated the location of the fire
station would be 1700 feet south of Panama Lane and just
west of Stine Road. It will be an acre of land, with a
portion of the land to be used by the Public Works Depart-
ment. The acquisition of the property should be in escrow
in one week.
