HomeMy WebLinkAboutRES NO 046-02(9) RESOLUTION NO.O 4 6 - 0 2 (1) AMENDMENT NO.9 TO RESOLUTION NO. 046-02 APPROVING MEMORANDUM OF UNDERSTANDING FOR EMPLOYEES OF THE BLUE AND WHITE COLLAR UNITS AND ADOPTING SALARY SCHEDULE AND RELATED BENEFITS FOR REAL PROPERTY AGENT II WHEREAS, Resolution No. 046-02 sets salaries and related benefits for employees of the Blue and White Collar Units. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that effective immediately following Council action, the Salary Schedule, a part of the Resolution No. 046-02 is hereby amended as follows: 1. REPRESENTATIVE DUTIES: The following typical tasks and responsibilities are representative of the position's essential duties. They are descriptive, not linúting. Essential Duties: Operates as a member of the property management staff; performs work involving the appraisal and acquisition of real property, facility leasing, maintenance of real property inventory, sale of surplus real property; prepares correspondence; performs research of public records; maintains records of work in progress; makes reports concerning special projects and performs other duties as assigned. DISTINGUISHING CHARACTERISTICS: This is the experienced working level within the Real Property Agent series. MINIMUM OUALIFICATIONS CUID);: Knowledl!:e of: General real estate concepts, practices, and terminology; title searches and examination; principles of business law governing real estate transactions; sources of pertinent market information and the methods of compiling, analyzing and applying to the estimation of land and improvement values; building construction methods, materials and plans; principles of appraising land and building values; legal instruments related to real estate transactions; principles and practices of acquiring real property for government agencies, including laws regarding condemnation proceedings; business arithmetic and statistics; report writing; personal computer applications related to work including word processing, spreadsheet, database and celHf'ater aiàeà àesign Geographic Information Systems software. Ability to: Exercise sound and impartial judgment in the estimation of property values; make sound, independent decisions within established guidelines; negotiate the acquisition or disposition of property and property rights; read and understand maps, blueprints, specifications and legal descriptions; interpret written and oral instructions; coordinate multiple projects and meet critical deadlines; communicate effectively both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; operate a personal computer. ,.'\i'l~ 0' -" no r-- ",,0 ,c_'iJi~L CLASS TITLE: REAL PROPERTY AGENT II 26010 Traininl!: and Experience: Graduation from an accredited college or UIÙversity with a Bachelor's Degree in Real Estate, Business Administration, Public Administration, Economics or a related field; OR four (4) years work experience as a searcher/examiner or title officer. In addition, all applicants must have H'.'e (2) three (3) years experience in the negotiation, acquisition, and disposal of real property, preferably for public agencies; OR eauivalent combination of traininl!:, certification and experience which provides the capabilities to perform the described duties. Promotion to Real Property A~ent II: Promotion to Real Property Agent II is made on a merit basis without examination, subject to recommendation by the Department Head, approval of the Human Resources Mana~er and City Manager. Under normal conditions, an employee may be considered for promotion one year after appointment to the fifth salary step and completion of a minimum of two years as a Real Property Agent 1. Licenses, Certificates and Special Reauirements: Possession of a valid California Class "C" driver's license required. Physical Conditions or Special Working Conditions: Standard office environment and driving to conduct inspections of real property.
