A RESOLUTION DETERMINING THAT THE
AVID FORENSIC VIDEO ANALYSIS SYSTEM
CANNOT BE REASONABLY OBTAINED
THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH
BIDDING THEREFOR AND PURCHASE ONE
AVID SYSTEM FROM OCEAN SYSTEMS, INC.,
NOT TO EXCEED $43,000.00.
WHEREAS, the Bakersfield Police Department has been awarded a Local Law
Enforcement Block Grant; and
WHEREAS, the City Council has approved the spending plan for said grant on
September 22, 2004; and
WHEREAS, the approved spending plan included the acquisition of a video
enhancement system to improve the Crime Lab's abilities to capture evidence from video
surveillance tape; and
WHEREAS, Ocean Systems, Inc. possesses the exclusive right to use software
technology from AVID, Inc. to produce a video enhancement system for law enforcement;
and
WHEREAS, Ocean Systems, Inc. has developed and produced a forensic video
analysis system powered by AViD technology; and
WHEREAS, the Forensic Video Analysis System for Law Enforcement can only be
acquired through one vendor, to wit: OCEAN SYSTEMS, lNG.; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. There is only one forensic video analysis system for law enforcement which
utilizes AVID technology, and this system is available exclusively through Ocean Systems,
Inc.
3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for the purchase of one Forensic Video Analysis
System shall not exceed Forty Three Thousand Dollars ($43,000.00).
