HomeMy WebLinkAboutRES NO 172-85RESOLUTION NO. 172-85 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD MAKING FINDINGS, ADOPTING NEGATIVE DECLARATION AND AMENDING THE CIRCULATION ELEMENT OF THE BAKERSFIELD METROPOLITAN AREA GENERAL PLAN BY THE DELETION OF DESIGNATION OF FUTURE BRENTWOOD STREET, NORTH OF NILES STREET, AS A MAJOR COLLECTOR STREET. WHEREAS, the Council of the City of Bakersfield referred the proposed amendment to the Circulation Element of the Bakersfield Metropolitan Area General Plan to the Planning Commission; and WHEREAS, the Planning Commission of the City of Bakersfield, in accordance with the provisions of Section 65351 of the Government Code, held a public hearing on August 1, 1985, on the proposed amendment to the circulation Element of the General Plan, notice of the time and place of hearing having been given at least ten (10) calendar days before said hearing by pub- lication in the Bakersfield Californian, a local newspaper of general circulation; and WHEREAS, such proposed amendment to the Circulation Element of the Bakersfield Metropolitan Area General Plan is as Deletion of the designation of future Brentwood Street, north of Niles Street, as a major collector street; and WHEREAS, for the above-described matter, an Initial Study was conducted and it was determined that the proposed pro- ject would not have a significant effect on the environment and a Negative Declaration was prepared; and WHEREAS, the law and regulations relating to the prepa- ration and adoption of Negative Declarations as set forth in CEQA and City of Bakersfield Resolution No. 83-132 have been duly fol- lowed by the city staff and the Planning Commission; and follows: WHEREAS, the present plan would extend a major collector street into an area where the natural terrain reduces potential development density due to ridges, valleys and slopes; and the estimated traffic volumes on future north of Niles Street, would be less than W~EREAS, Brentwood Street, 2,500 ADT; and WHEREAS, the estimated traffic volume can be services by a local street and other planned major streets in the area; and WHEREAS, by Resolution No. 111-85 on August 1, 1985, the Planning Commission approved the proposed amendment to the Circulation Element and recommended approval same by this Council; and WHEREAS, the Council of the City of and adoption of the Bakersfield, in City of Bakersfield as 1. NOW, THEREFORE, ~E IT RESOLVED by the Council of the follows: recitals and findings, incorporated herein, 2. The Negative Declaration for the proposed amendment is hereby approved and adopted. 3. The report of the Planning Commission, including maps and all reports and papers relevant thereto, transmitted by the Secretary of the Planning Commission to the City Council, is hereby received, accepted and approved. 2 4. The City Council hereby approves and adopts the afore-described amendment to the Circulation Element of the Bakersfield Metropolitan Area General Plan. .......... o0o ..........
