HomeMy WebLinkAbout6.1-1374 NOTE, ALL CONSTRUCTION SHALL BE IN ACCORDANCE WITH CITY OF BAKERSFIELD STANDARDS AND STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION STANDARD SÆCIFICATIONS, LATEST EDITION, HEREON REFERED TO AS STANDARD SPECIFICATIONS. THE CONTRACTOR SHALL REMOVE OR RELOCATE ALL OBSTRUCTIONS WITHIN THE STREET RIGHT-OF-WAY AS DIRECTED BY THE CITY ENGINEER ASPHALT CONCRETE - ASPHALT CONCRETE SHAll BE TYPE 'A' (AR-8000) AND SHALL CONFORM TO THE PROVISIONS IN SECTION 39, "ASPHALT CONCRETE', OF THE STANDARD SPECIFICATIONS AND THESE SÆCIAL PROVISIONS. AGGREGATE FOR TYÆ "B' (AR-4000) ASPHALT CONCRETE SHALL CONFORM TO THE REQUIREMENTS FOR THREE-FOURTH (3/4) INCH MAXIMUM, MEDIUM GRADING, AS SÆCIFIED IN SECTION 39-2.02, "AGGREGATE", OF THE STANDARD SÆCIFICATIONS. WHEN DIRECTED BY THE CITY ENGINEER, AGGREGATE CONFORMING TO ANY OF THE GRADING REQUIREMENTS IN SECTION 39-2.02, "AGGREGATE', OF THE STANDARD SPECIFICATIONS SHALL BE USED TO SURFACE INTERSECTIONS, TAÆRS, AND OTHER AREAS WHERE THIN LAYERS OF ASPHALT CONCRETE ARE BEING CONSTRUCTED. ASPHALT CONCRETE TYÆ "A" SHALL HAVE A BITUMINOUS BINDER OF PAVING GRADE ASPHALT OF AR 8000 VISCOSITY GRADE, UNLESS OTHERWISE DIRECTED BY THE CITY ENGINEER, AND SHALL CONFORM TO THE REQUIREMENTS SHOWN IN THE TABLE FOR "STEAM-REFINED PAVING ASPHAL T"IN SECTION 92-1,02, "GRADES", OF THE STANDARD SPECIFICATIONS. PRIOR TO COMMENCING WORK ON THE PROJECT, THE CONTRACTOR SHALL PROVIDE TO THE CITY ENGINEER THE FOLLOWING INFORMATION; a. THE AGGREGATE AND ASPHALT SOURCE; b. DOCUMENTATION THAT AGGREGATE CONFORM TO SECTION 39-2.02, "AGGREGATE", OF THE STANDARD SPECIFICATIONS. MATERIAL SIEVE ANALYSIS AND SAND EQUIVALENT RESULTS SHOULD NOT BE OLDER THAN SIX (6) MONTHS. THE OTHER TESTS RESULTS REQIURED IN SECTION 39-2.02, "AGGREGATE" OF THE STANDARD SÆCIFICATIONS SHOULD NOT BE OLDER THAN ONE (1) YEAR. c. AN ASPHALT CONCRETE MIX DESIGN DETERMINED BY CALIFORNIA TEST 367. THE LABORATORY TEST RESULTS ON WHICH THE DESIGN IS BASED SHALL BE INCLUDED FOR REVIEW. THE ASPHALT CONCRETE MIX SHALL ALSO MEET THE REQUIREMENTS OF SECTION 30-2.02, AGGREGATE, OF THE STANDARD SÆCIFICATIONS. IF THE SUBMITTED DATA SHOWS THAT THE MATERIALS ARE SUBSTANTIALLY THE SAME AS WHEN THE DESIGN WAS PREPARED, THE DESIGN MAY BE UP TO THREE (3) YEARS OLD THE ASPHALT BINDER IN THE CONCRETE SHALL BE FOUR AND ONE-HALF ÆRCENT (4.5%) TO FIVE AND EIGHT-TENTHS ÆRCENT (5.8%) BASED ON THE WEIGHT OF THE DRY AGGREGATE ONLY. THE ASPHALT CONCRETE SHALL BE COMPACTED SO THAT THE VOID RATIO OF THE COMPLETED MIX IS BETWEEN SIX ÆRCENT (6%) AND EIGHT PERCENT (8%). PAVING JOINTS SHALL MATCH STRIÆ LOCATIONS. IF THE FINISHED SURFACE OF THE ASPHALT CONCRETE DOES NOT MEET THE SPECIFIED SURFACE TOLERANCES, IT SHALL BE BROUGHT WITHIN TOLERANCE BY EITHER; a. ABRASIVE GRINDING WITH EQUIPTMENT UTILIZING DIAMOND BLADES ( WITH FOG SEAL COAT ON THE AREAS WHICH HAVE BEEN GROUND) b. REMOVAL AND REPLACEMENT, OR c. PLACING AN OVERLAY OF ASPHALT CONCRETE THE METHOD WILL BE SELECTED BY THE CITY ENGINEER THE CORRECTIVE WORK SHALL BE AT THE CONTRACTOR'S EXÆNSE. IF USED, THE FOG SEAL COAT SHALL BE EITHER ASPHALT REJUVENATING AGENT OR ASPHALT EMULSION AS DIRECTED BY THE CITY ENGINEER. IF ABRASIVE GRINDING IS USED TO BRING THE FINISHED SURFACE TO SÆCIFIED SURFACE TOLERANCES, ADDITIONAL GRINDING SHALL BE ÆRFORMED AS NECESSARY TO EXTEND THE AREA GROUND IN EACH LATERAL DIRECTION SO THAT THE LATERAL LIMITS OF GRINDING ARE AT A CONSTANT OFFSET FROM, AND PARALLEL TO THE NEAREST LANE LINE OR PAVEMENT EDGE, AND IN EACH LONGITUDINAL DIRECTION SO THAT THE GRINDING BEGINS AND ENDS AT LINES NORMAL TO THE PAVEMENT CENTERLINE, WITHIN ANY GROUND AREA. ALL GROUND AREAS SHALL BE NEAT RECTANGULAR AREAS OF UNIFORM SURFACE APPEARANCE. ABRASIVE GRINDING SHALL CONFORM TO THE REQUIREMENTS IN THE FIRST PARAGRAPH AND THE LAST FOUR PARAGRAPHS IN SECTION 42-2.02, 'CONSTRUCTlON", OF THE STANDARD SPECIFICATIONS. WHERE COMPACTED THICKNESS IS 0.15 FOOT OR LESS, HALF WIDTH SURFACING OÆRATION SHALL BE CONDUCTED IN SUCH A MANNER THAT, AT THE END OF EACH DAY'S WORK, THE DISTANCE BETWEEN THE ENDS OF ADJACENT SURFACED LANES SHALL NOT BE GREATER THAN CAN BE COMPLETED IN THE FOLLOWING DAY OF NORMAL SURFACING OÆRATIONS. ADDITIONAL ASPHALT CONCRETE SHALL BE PLACED ALONG THE TRANSVERSE EDGE AT THE ENDS OF EACH LANE, HAND RAKED AND COMPACTED TO FORM TEMPORARY CONFORMS. KRAFT PAÆR, OR OTHER APPROVED BOND BREAKER, MAY BE PLACED UNDER THE CONFORMS TO FACILITATE THE REMOVAL OF THE CONFORMS WHEN PAVING OÆRATIONS RESUME ", WHERE THE COMPACTED THICKNESS IS MORE THAN 0.15 FOOT, THE CONTRACTOR SHALL SCHEDULE HIS PAVING OÆRA TIONS SUCH THAT EACH LAYER OF ASPHALT CONCRETE IS PLACED ON ALL CONTIGUOUS LANES OF A TRAVELED WAY EACH WORK SHIFT. AT THE END OF EACH WORK ~IFT, THE DISTANCE BETWEEN THE ENDS OF THE LAYERS OF ASPHALT CONCRETE ON ADJACENT LANES SHALL NOT BE GREATER THAN TEN (10) FEET. ADDITIONAL ASPHALT CONCRETE SHALL BE PLACED ALONG THE TRANSVERSE EDGE AT THE ENDS OF EACH LANE AND ALONG THE EXPOSED LONGITUDINAL EDGES BETWEEN ADJACENT LANES, HAND RAKED, AND COMPACTED TO FORM TEMPORARY CONFORMS. KRAFT PAÆR, OR OTHER APPROVED BOND BREAKER, MAY BE PLACED UNDER THE CONFORM FEATHERS TO FACILITATE THE REMOVAL OF THE FEATHERS WHEN PAVING OÆRATIONS RESUME. THE AREA TO WHICH PAINT BINDER HAS BEEN APPLIED SHALL BE CLOSED TO PUBLIC TRAFFIC. CARE SHALL BE TAKEN TO AVOID TRACKING BINDER MATERIAL ONTO EXISTING PAVEMENT SURFACES BEYOND THE LIMITS OF CONSTRUCTION. A PRIME COAT WILL NOT BE REQUIRED ON SUBGRADE PRIOR TO PLACEMENT OF ASPHALT CONCRETE. INTERSECTIONS AND TAÆRED SHOULDERS SHALL BE SURFACED AS DIRECTED BY THE CITY ENGINEER AT ROAD CONNECTIONS AND PRIVATE DRIVES SHOWN ON THE PLANS AND AS DIRECTED BY THE CITY ENGINEER, ADDITIONAL ASPHALT CONCRETE SURFACING MATERIAL SHALL BE PLACED AND HAND RAKED, IF NECESSARY, AND COMPACTED TO FORM SMOOTH, TAPERED CONNECTIONS. THE COMPACTION AFTER ROLLING SHALL BE NINETY-FIVE ÆRCENT (95%) OF THE DENSITY OBTAINED WITH THE CALIFORNIA KNEADING COMPACTOR PER CALIFORNIA TEST 304. THE FIELD DENSITY OF COMPACTED ASPHALT CONCRETE SHALL BE DETERMINED BY; a. A PROPERLY CALIBRATED NUCLEAR ASPHALT TESTING DEVICE IN THE FIELD, OR b. ASTM 01188 WHEN SLABS OR CORES ARE TAKEN FOR LABORATORY TESTING. ZINC STEARATE MAY BE SUBSTITUDED WITH PARAFFIN. IN CASE OF DISPUTE, METHOD B ABOVE SHALL BE USED. IF THE TEST RESULTS FOR ANY LOT OF ASPHALT CONCRETE INDICATE THAT THE RELATIVE DENSITY IS BELOW NINETY-FIVE PERCENT (95%), BUT ABOVE NINETY-TWO AND NINE-TENTHS ÆRCENT (92.9%), THE CONTRACTOR WILL BE ADVISED THAT HE IS NOT ATTAINING THE REQUIRED RELATIVE DENSITY AND THAT HIS MATERIALS, OR PROCEDURES, OR BOTH, NEED ADJUSTMENT. ASPHALT CONCRETE SPREADING OÆRATIONS SHALL NOT CONTINUE UNTIL THE CONTRACTOR HAS NOTIFIED THE CITY ENGINEER OF THE ADJUSTMENT THAT WILL BE MADE IN ORDER TO MEET THE REQUIRED COMPACTION. IF THE TESTS RESULTS FOR ANY LOT OF ASPHALT CONCRETE INDICATE THAT THE RELATIVE DENSITY IS LESS THAN NINETY-THREE PERCENT (93%), THE ASPHALT CONCRETE REPRESENTED BY THAT LOT SHALL BE REMOVED AND REPLACED. ARTERIALS & COLLECTORS BASE MATERIAL IN ROADS SHALL BE CRUSHED AGGREGATE BASE (CAB) CONFORMING TO SECTION 200-2.2 OF THE "GREEN BOOK". BASE MATERIAL IN LOCAL ROADS SHALL BE EITHER CAB OR CRUSHED MISCELLANEOUS BASE (CMB) CONFORMING TO SECTION 200-2.4 OF THE "GREENBOOK". ALL EXISTING IMPROVEMENTS (CURB, GUTTER, SIDEWALK, CROSS-GUTTER, FENCE, ETC.) THAT ARE REMOVED, DAMAGED OR UNDERCUT SHALL BE REPAIRED OR REPLACED AS DIRECTED BY THE CITY ENGINEER. ALL CONCRETE SHALL BE COMPOSED OF CLASS B 5 SACK CEMENT. MINIMUM CEMENT CONTENT OF 470 LBS1CU. YD. AND A MAXIMUM WATER/CEMENT RATIO OF 0.50. STANDARDS LISTED ON THIS SHEET ARE FOR REFERENCE ONLY. CONTRACTOR SHALL OBTAIN A COPY OF "CITY OF BAKERSFIELD SUBDIVISION STANDARDS" AND DRAWINGS FOR HIS USE THE CITY OF BAKERSFIELD STANDARD DRAWINGS SHALL BE CONSIDERED A PART OF THESE PLANS. ALL STREETS HAVE BEEN DESIGNED USING A MINIMUM "R" VALUE OF 61. SHOULD FURTHER TESTING SHOW A LOWER "R" VALUE OF THE ACTUAL IN PLACE MATERIAL, STREETS SHALL BE REDESIGNED ACCORDING TO THE LOWER "R' VALUE IN ACCORDANCE WITH CITY ENGINEER. 5.5' COMB. IN ADDITION, RELATIVE COMPACTION OF NOT LESS THAN 95% SHALL BE OBTAINED FOR A MINIMUM DEPTH OF 1.0 FOOT BELOW FINISH GRADE ON LOCAL STREETS (1.5' TO 2.5' AS DIRECTED BY THE PUBLIC WORKS DIRECTOR ON COLLECTOR AND ARTERIAL HIGHWAYS) FROM LIP OF GUTTER TO LIP OF GUTTER. THE CONTRACTOR SHALL INSTAll PERMANENT TRAFFIC CONTROL SIGNING AND OTHER SAFETY DEVICES (NOT SHOWN ON THESE PLANS) TO MEET WITH THE APPROVAL OF THE CITY PUBLIC WORKS DIRECTOR. THE PRICE FOR THIS ITEM SHALL BE INCLUDED IN THE PAVEMENT PRICE. THE CONTRACTOR SHALL OBTAIN 90% RELATIVE COMPACTION UNDERNEATH THE SIDEWALK AND CURB & GUTTER TO A DEPTH OF 6". THE LOCATION OF THE TESTS SHALL BE DETERMINED BY THE CITY. THE SUBDIVIDER, IF REQUIRED, SHALL OBTAIN GRADING APPROVAL AS REQUIRED BY CITY OF BAKERSFIELD ORDINANCE, PRIOR TO START OF ANY EARTH WORK. NEW STREET SHALL BE EXTENED AT INTERSECTIONS AS DIRECTED BY THE PUBLIC WORKS DIRECTOR IN ORDER TO PROVIDE A TIE INTO EXISTING STREET PAVEMENT. ASPHALT REJUVENATING AGENT SHALL BE APPLIED TO NEW ASPHALT CONCRETE PAVEMENT IN ACCORDANCE WITH THE PROVISIONS FOR FOG SEAL IN SECTION 37, BITUMINOUS SEALS, OF THE STATE DEPARTMENT OF TRANSPORTATION STANDARD SÆCIFICATIONS, CURRENT EDITION, AND THE STATE DEPARTMENT OF TRANSPORTATION STANDARD SPECIAL PROVISIONS CURRENTLY IN EFFECT, AS DIRECTED BY THE CITY ENGINEER. FRANK A. SLINKARD ENGINEERING AND SURVEYING SHALL NOT BE RESPONSIBLE OR LIABLE FOR UNAUTHORIZED CHANGES TO, OR USES OF, THESE PLANS. COMPACTION TESTS SHALL BE THE RESPONSIBILITY OF THE DEVELOPER, THE NUMBER AND LOCATION OF REQUIRED TESTS SHALL BE DETERMINED BY THE CITY ENGINEER. THE COST OF RETESTING DUE TO FAILED COMPACTION TESTS WILL BE BACK CHARGED TO THE CONTRACTOR. IN THE EVENT CONSTRUCTION STAKING BASED ON CONSULTANTS PLANS, DRAWINGS OR OTHER DOCUMENTS IS ACCOMPLISHED BY OTHER THAN THE CONSULTANT. CLIENT AGREES TO HOLD CONSULTANT HARMLESS AND RELEASE CONSULTANT FROM ALL LIABILITY ARISING FROM THE USE OF SAID PLANS, DRAWINGS OR OTHER DOCUMENTS. CONTRACTOR SHALL OBTAIN ALL NECESSARY PERMITS BEFORE START OF CONSTRUCTION. A PERMIT SHALL BE OBTAINED FROM THE CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT FOR WORK TO BE DONE IN THE CITY RIGHT-OF-WAY. IF A PROBLEM SHOULD ARISE DURING THE COURSE OF CONSTRUCTION., IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO NOTIFY THE ENGINEER IMMEDIATELY PRIOR TO ANY FUTHER WORK. IF THE CONTRACTOR IS IN DOUBT AS TO THE MEANING OF ANY PART OF THE PLAN AND SPECIFICATIONS OR FINDS DISCREPANCES IN OR OMISSIONS FROM THE DRAWINGS. HE SHALL SUBMIT A WRITTEN REQUEST FOR AN INTERPRETATION OR A CORRECTION THEREOF, PRIOR TO FILING HIS BID PRICE FOR THE PROJECT. GENERAL NOTES 1. CONTRACTOR SHALL OBTAIN ALL NECESSARY ÆRMITS BEFORE START OF CONSTRUCTION. A PERMIT SHALL BE OBTAINED FROM THE CITY PUBLIC WORKS DEPARTMENT FOR WORK TO BE DONE IN THE CITY STREET RIGHT OF WAY. 2. THE LOCATION OF EXISTING UTILITIES AND UNDERGROUND PIÆLlNES ARE SHOWN IN AN APPROXIMATE WAY ONLY. THE CONTRACTOR SHALL DETERMINE THE EXACT LOCATION OF ALL EXISTING UTILITIES AND UNDERGROUND PIÆLlNES BEFORE COMMENCING WORK. HE AGREES TO BE FULLY RESPONSIBLE FOR ANY AND ALL DAMAGES WHICH MIGHT BE OCCASIONED BY HIS FAILURE TO EXACTLY LOCATE, PERSERVE AND PROTECT ANY AND ALL UNDERGROUND UTILITIES AND PIÆLlNES. 3. ANY TRENCHING TO BE CONDUCTED WITHIN THIS PROJECT SHALL BE BACKFILLED AND COMPACTED ÆR CITY STD. DETAIL ST-22. 4. THE CONTRACTOR SHALL REMOVE OR REPLACE ALL OBSTRUCTIONS WITHIN THESTREET RIGHT OF WAY AS DIRECTED BY THE CITY ENGINEER. 5. CONTRACTOR AGREES THAT HE SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR THE JOB SITE CONDITIONS DURING THE COURSE OF CONSTRUCTION OF THE PROJECT INCLUDING THE SAFTY OF ALL ÆRSONS AND PROPERTY; THAT THIS REQUIREMENT SHALL APPLY CONTINUOUSLY AND NOT BE LIMITED TO NORMAL WORKING HOURS; THAT THE CONTRACTOR SHALL DEFEND, INDEMINIFY AND HOLD THE OWNER AND ENGINEER HARMLESS FROM ANY AND ALL LIABILITY, REAL OR ALLEGED, IN CONNECTION WITH THE PERFORMANCE OF WORK ON THIS PROJECT, EXCEPTING THE LIABILITY ARISING FROM THE SOLE NEGLIGENCE OF THE OWNER OR ENGINEER. 6. ALL CONSTRUCTION SHALL BE IN ACCORDANCE WITH CITY OF BAKERSFIELD STANDARDS AND STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION, STANDARD SÆCIFICATIONS. 7.24 HOUR NOTICE SHALL BE REQUIRED FOR TESTING AND INSPECTION, 326-3049. 8. ALL COMPACTION TESTING SHALL BE THE RESPONSIBILITY OF THE DEVELOPER/OWNER AND SHALL BE PROVIDED BY A SOILS ENGINEER. NUMBER AND LOCATION OF THE COMPACTION TESTS SHALL BE DETERMINED BY THE CITY ENGINEER OR HIS AUTHORIZED AGENT. 9. THE ENGINEER HAS MADE A DILIGENT SEARCH OF RECORDS, CONTACTED UTILITY COMPANIES AND OTHERWISE ENDEAVORED TO INDICATE ON THE DRAWINGS ALL UTILITIES WHICH EXIST WITHIN THE LIMITS OF THE WORK OF THIS PROJECT. HOWEVER THE ENGINEER MAKES NO GUARANTEE THAT ALL FACILITIES HAVE BEEN SHOWN ON THE PLANS, SINCE THE LOCATIONS AND DESCRIPTIONS WERE NOT ALL OBTAINED FROM ACTUAL FIELD SURVEYS AND SOME UNDERGROUND FACILITIES MAY NOT SHOW UP IN THE RECORDS. THE CONTRACTOR SHALL CONTACT THE OWNERS OF THE UNDERGROUND FACILITIES AND ALL UTILlTlY COMPANIES REQUESTING THEY LOCATE AND MARK THEIR FACILITIES PRIOR TO BEGINNING WORK. PRIOR TO DELIVERY OF ANY MATERIALS OR BEGINNING OF ANY EXCAVATION AND PRIOR TO BRINGING ANY CREWS OR EQUIPTMENT ON THE JOB, THE CONTRACTOR SHALL EXPOSE AND CONFIRM THE EXACT LOCATION OF ALL UNDERGROUND UTILITIES AND REPORT TO THE ENGINEER SAID LOCATIONS AND ANY POSSIBLE CONFLICT WITH THE WORK TO BE PREFORMED. THE ENGINEER SHALL THEN DETERMINE IF ANY REVISIONS TO THE DESIGN ARE REQUIRED AND PREPARE ANY NECESSARY REVISIONS TO THE PLANS PRIOR TO THE CONTRACTOR PROCEEDING WITH ANY WORK ON OR AROUND THE AFFECTED LINE OR LINES. NO EXTRA COMPENSATION WILL BE ALLOWED FOR EXTRA COSTS INCURRED DUE TO CONTRACTORS FAILURE TO STRICTLY FOLLOW THIS PROCEDURE. 10. THE CONTRACTOR IS RESPONSIBLE FOR CONTACTING U.S.A.
