HomeMy WebLinkAboutRES NO 092-05RESOLUTION NO._ RESOLUTION DETERMINING THAT A VIBRATORY ASPHALT STEEL DRUM ROLLER AND PNEUMATIC TIRE ROLLER CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THERFOR, IN AN AMOUNT NOT TO EXCEED $198,000. WHEREAS, City crews must start the street reconstruction/resurfacing process in late March or early April of each year and continue through November because such projects can only be done in warmer weather; and WHEREAS, current City equipment (rollers) used for street reconstruction/resurfacing are old and subject to numerous breakdowns and repairs; and WHEREAS, in order to reconstruct/resurface the maximum number of streets during warmer weather conditions (now through November), equipment must be purchased immediately; and WHEREAS, the City is in need of a vibratory asphalt steel drum roller and a pneumatic tire roller and one vendor in town (Quinn Company) has both items in stock and can provide immediate delivery; and WHEREAS, because of the restricted time frame available for the reconstruction/resurfacing of City streets in warm weather conditions (an existing City project), it is essential that the necessary equipment be obtained immediately. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The above-recitals are true and correct and are incorporated herein by reference. 2. The vibratory asphalt steel drum roller and pneumatic tire roller can only be reasonably obtained from one vendor because of the need to successfully integrate such equipment into an existing City project (the immediate and ongoing reconstruction/resurfacing of City streets during warm weather). 3. The Finance Director is authorized to dispense with bidding therefor, in accordance with Section 3.20.060 of the Bakersfield Municipal Code.
