RESOLUTION DETERMINING THAT CERTAIN JVC
VIDEO EQUIPMENT CANNOT BE REASONABLY OBTAINED
THROUGH THE USUAL BIDDING PROCEDURES
AND AUTHORIZING THE FINANCE DIRECTOR TO
DISPENSE WITH BIDDING THEREFORE, NOT TO
EXCEED $50,000.
WHEREAS, the CITY of Bakersfield is in need of a video projector for replacement
purposes; and
WHEREAS, the CITY currently has JVC video equipment in service for television
broadcasts within the Council Chambers for the past six years; and
WHEREAS, the Council Chambers JVC video projector control equipment is designed
to operate with the existing Extron SW-10 proprietary digital video switcher, two Extron
SC-200 video converters and a Faroudja 400 quad line driver for enhanced video
quality; and
WHEREAS, unlike any other multi-media video projector, the new JVC projector is fully
compatible with the City's existing video system and will integrate with the current
system.
WHEREAS, compatible video equipment is only available from JVC Americas Corp.;
and
WHEREAS, the Finance Director recommends the Council find said JVC video
equipment can only be reasonably obtained from JVC Americas Corporation and
because of restricted availability of the equipment and the need to integrate the product
into an existing City system, recommends that the Council dispense with the bidding, in
accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code.
NOW. THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above-recitals are true and correct and incorporated herein by reference.
2. The Council hereby finds that the purchase of the video equipment can only
be reasonably obtained from one vendor (JVC Americas Corp.) because of
the necessity to successfully integrate such equipment into the existing City
system.
3. The Finance Director is authorized to dispense with bidding therefore and to
negotiate the purchase of same, not to exceed $50,000.
