A RESOLUTION DETERMINING THAT APPROPRIATE
COMPACTINGIWASHING EQUIPMENT TO PROCESS
GREASE FROM WASTE HAULERS AT WASTEWATER
TREATMENT PLANT 2 CANNOT BE REASONABLY
OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE FINANCE
DIRECTOR TO DISPENSE WITH BIDDING THEREFORE
AND PURCHASE THE "VULCAN SCREENINGS
WASHING PRESS MODEL EWP 400/1200" FROM THE
COOMBS-HOPKINS COMPANY FOR $76,700.
WHEREAS, CITY Wastewater Treatment Plant 2 receives a large amount of grease
from waste haulers on a daily basis; and
WHEREAS, due to aging equipment and increase in acceptance of grease loads the
current compactor/washer is unable to process the grease load without plant personnel
dedicating time on a daily basis to maintain flows and prevent backups; and
WHEREAS, acceptance of grease by the City is beneficial to assist in electrical power
generation at the plant; and
WHEREAS, the City has tested several different compactor/washer units at Plant 2 and
has determined based on actual operating experience and specifications that the Vulcan
Screenings Washings Press model EWP 400/1200 is the only compactor/washer that can
process the volume of grease accepted and js sized to accommodate future increased flows of
grease and wastewater influent flows; and
WHEREAS, currently said machine is being used by the CITY for demonstration
purposes and has operated flawlessly; and
WHEREAS, funds for this purchase will be pajd for by Sewer Enterprise Fund.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1) The above recitals are true and correct and incorporated herein by reference.
2) The equipment can only be reasonably obtained from one supplier.
3) The Finance Director is authorjzed to dispense with biddjng in accordance with
Section 3.20.060 of the Bakersfield Municipal Code.
4) The expendjture of funds for said equipment shall not exceed $76,700.
