A RESOLUTION OF APPLICATION OF THE COUNCIL OF
THE CITY OF BAKERSFIELD PROPOSING PROCEEDINGS
FOR ANNEXATION OF TERRITORY TO THE CITY OF
BAKERSFIELD IDENTIFIED AS ANNEXATION NO. 305
(CURRAN NO. 3).
WHEREAS, the City of Bakersfield desires to propose a
change of organization, to wit, the annexation to the City of
Bakersfield of the hereinafter-described territory, pursuant to
Section 35140 of the Government Code of the State of California.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield that it hereby finds and determines as
follows:
1. That the City of Bakersfield hereby proposes the
annexation to the City of Bakersfield of the territory described
in Exhibit "A", attached hereto and made a part of this resolu-
tion as though fully set forth herein.

4. That this proposal for change of organization, to
wit, annexation, is made pursuant to the Municipal Organization
Act of 1977 (Part 2 of Division 2 of Title 4 of the Government
Code of the State of California, commencing with Section 35000
thereof), and it is requested that proceedings be authorized tor
annexation in accordance therewith.
5. That the reasons for the proposed change of organi-
zation are that the owners and residents of the affected terri-
tory desire to receive municipal services from the City of
Bakersfield, and the City desires to receive tax revenues for
benefits given and to be given to the territory proposed to be
annexed.
6. That for this proposed annexation and the zoning
upon annexation therefor, the ordinance for which was adopted
this date, an Initial Study was conducted and it was determined
that the proposed projects would not have a significant effect on
the environment, and a Negatlve Declaration was prepared.
7. That the laws and regulations relating to the prepa-
ration and adoption of Negative Declarations as set forth in the
California Environmental Quality Act and City of Bakersfield
Resolution No. 83-132 have been duly rolowed and the Negative
Declaration for this proposed annexation is hereby approved and
adopted.
8. That the names of the officers of the City of
Bakersfield who are to be furnished with copies of the Executive
Officer's Report and who are to be given mailed Notice of
Hearing, if any, are:

A parcel of land situated in the County of Kern, State of California,
being a portion of Section 35, Township 29 South, Range 27 East and
Section 2 Township 30 South, Range 27 East, M.D.B. & M., more
particularly described as follows:
Beginning at the intersection of the north line of the south 60 feet
of said Section 35 with the west line of the east 30 feet of said
Section 35, said point being a point on the existing corporate
boundary of the City of Bakersfield and the Point of Beginning
for this description;
~ence (1) Departing from the last named existing corporate boundary
southerly along the west line of the east 30 feet of said Section 35,
and the west line of the east 30 feet of said Section 2 to a point
on the westerly extension of the north line of Parcel Map 6617
recorded May 27, 1983, in Parcel Map Book 29 at Page 131 in the
Office of the Kern County Recorder, said point being a point on
the existing corporate boundary;

Ail police services in the City of Bakersfield are administered
through the City Police Department located at the southeast corner
of Truxtun Avenue and "H" Street about 2.25 miles northeasterly of
the annexation.
Station No. 7 is approximately 1/4 mile south of the annexation at
Akers Road and Soranno Avenue. Station No. 3 at 3~00 Palm Street
is approximately 1/2 mile north of the annexation.
Parks and Recreation Patriots Park at Ming Avenue and New Stine Road is
approximately I/2 mile southwest of the proposed annexation and
Saunders Park is approximately 1/2 mile to the north.

Streets
Constroction/Maintenance The City Corporation Yard on Truxtun Avenue
west of Freeway 99 will provide necessary facilities, personnel, &
services· to accomodate Public Works efforts. Maintenance personne
Sweeping will be dispatched from the City Yard on a regular basis for
preventative maintenance as needed, gepair includes streets,
construction/maintenance, sweeping and lighting.

Sewer service is available in Real Road, Ming Avenue, Laverne Ave.
Belle Terrace and Montclair Street. Effluent will be treated at
the City Wastewater Treatment Plant #3.

III.
What effects, if any, would annexation of this territory have on existing level
of city services (i.e., need for additional emergency service personnel or con-
struction of new facilities, etc.)? The annexation of this territory will not_.
affect the near term level or capability ot the City to provide needed services.
IV.
Would city require any upgrading or change in facilities to serve affected terri-
tory (roads, fire hydrants, mains, etc.)? If so, would city p~r residents be
responsible for financing? lbe area the City proposes to annex is an existinq
developed County territory. The City would not require any upqradinq or change__
in facilities in ordpr in Kprw the affected territory when it is annexed to the
City. .

table, columns 2 and 4 and their boundaries and locations are ~hown in the
attached map.
VII.
List city services that area will directly or indirect./ benefit from such as
decrease in fire insurance rate, shorter emergency response time, use of com-
muniz7 facilities, etc. City police should be able to respond in a more timely
manner than present County Sheriff service. Current City Pnllc~ standard is 1.65
sworn officers per 1,000 population compared to County standard 1.15 Corraln
areas within the annexation boundaries have already obtained City qew~r qerlllc~
Other services such as street maintenance/construction, street sweeping, planning,
etc. wzll be provzded upon annexation. The area will directly benefit from theta
services and would help the delivery of services to the area more economical and
et~zcient than its present situation.
VIII.
Please provide the' following information relative to city and county taxes:
List existing tax rate(s) in area. The existing tax rate in the area equal~
1.056251 percent of assessed market value. This represents the total property
tax rate. ~hen 'annexed, approxfmately 30 percent of the total property tax of
the area will accure to the City, and the remaining to the County for providing
health care and social services.
