A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD DECLARING SEPTEMBER, 1985, AS
COMMUNITY SEAT BELT AWARENESS MONTH.
WHEREAS, in recent years, nearly 3,000 motor vehicle
occupants are killed and over 240,000 are injured in traffic
accidents in California each year; and
WHEREAS, traffic accidents are the leading cause of
death among people 44 and younger; and
WHEREAS, vehicle seat belts, when worn property, reduce
the chances of sustaining a moderate to critical injury in a
traffic accident by 50 percent; and
WHEREAS, seat belts cut ~atalities by 45 percent; and
WHEREAS, more than half of all injury producing acci-
dents involve speeds lower than 40 mph; and
WHEREAS, three out of four accidents happen within 25
miles of home; and
WHEREAS, seat belts help the driver maintain vehicle
control in emergency situations; and
WHEREAS, in almost any collision, a person is better off
being held inside the car by a safety belt because it helps avoid
serious injury; and
WHEREAS, one out of tire serious injuries to passengers
is caused by non-belted occupants being thrown into each other; and
WHEREAS, the seat belt is now designed to allow riders
to move freely in their cars but is also designed to automati-
cally lock in place should the car come to a sudden halt; and
WHEREAS, nearly all passenger cars on the road today
contain seat belts, yet less than 20 percent of all Americans use
this life-saving device.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City o2 Bakersfield that September, 1985, be declared "Seat Belt
Awareness Month" in the City of Bakersfield to remind everyone to
buckle up to save lives and prevent injuries.
