3. CONSENT CALENDAR
a. Minutes of the January 3, 2004 meeting for approval.
b. Approval of department payments from December 22, 2004
to February 3, 2005 in the amount of $50,711.71.
Motion by Mishoe, seconded by Davenport, to approve
Consent Calendar items 3.a. and 3.b.
Motion by Bentley, seconded by Mishoe, to reverse the order
of items 4.a. and 4.b. on the agenda.
4. REPORTS
b. Approval of proposed HOME and Redevelopment Housing
set aside funded Down Payment Programs and Guidelines.
Overhead presentation and staff comments by EDCD
Director Kunz.
Motion by Davenport, seconded by Mishoe to approve the
item.

Areas.
Charles Webb gave an overhead presentation and made
staff comments.
Motion by Bentley, seconded by Davenport to accept the
report.
5. UNFINISHED BUSINESS
None.
6. NEW BUSINESS
a. Public Hearing for the purpose of reviewing the Southeast
Bakersfield Redevelopment Plan and Implementation Plan.
Hearing opened at 4:37 p.m.
Renee Nelson and Marvin Dean spoke.
Hearing closed at 4:55 p.m.
Motion by Bentley, seconded by Mishoe, to adopt the Plan
with the suggested revisions included.
b. Public Hearing for the purpose of reviewing the Old Town
Kern-Pioneer Redevelopment Plan and Implementation
Plan.
Hearing opened at 4:49 p.m.
Renee Nelson spoke.
Hearing closed at 5:04 p.m.

Amendment No. 1 to Agreement No. RA04-005/04-097 for
Agency authorization to use Community Development
Block Grant Funds for the Old Town Kern Mixed Use
Project.
Motion by Mishoe, seconded by Davenport to approve the
Amendment.
