A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD COMPLAINING OF SERVICE PROVIDED
BY PACIFIC GAS AND ELECTRIC COMPANY.
WHEREAS, Pacific Gas and Electric Company, hereinafter
PG&E, provides electric service to residents and businesses
within the City of Bakersfield; and
WHEREAS, residents and businesses in the City of
Bakersfield, especially that area identified as southwest
Bakersfield, have been experiencing frequent power failures dur-
ing the spring and summer months; and
WHEREAS, the persistent electrical failures in
Bakersfield appear to originate from inadequate equipment and
facilities owned and operated by PG&E; and
WHEREAS, continuous complaints to PG&E have resulted in
no diminution of power service failures; and
WHEREAS, the frequent power failures and the inability
or unwillingness of PG&E to correct the faulty and inadequate
equipment and facilities are causing a danger to the public
safety, health, comfort and convenience.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield that:
1. The City Council hereby authorizes the Nayor to sign
and file the attached Complaint, marked Attachment 1, with the
California Public Utilities Commission.
2. The Public Utilities Commission is requested to con-
duct a hearing on this complaint within the jurisdictional limits
of the City of Bakersfield; and
3. The Public Utilities Commission is requested to
issue such order, regulation or other appropriate action to
assure that residents and businesses in the City of Bakersfield
will be provided with such adequate electric service equipment
and facilities as are necessary to promote the public safety,
health, comfort and convenience.

The complaint of the CITY OF BAKERSFIELD, a municipal
corporation{ 1501 Truxtun Avenue, Bakersfield, california,
respectfully shows:
1. That the defendant is PACIFIC GAS AND ELECTRIC
COMPANY. ....
2. That the facts constituting the grounds of this
complaint are as follows: '
A. PACIFIC GAS AND ELECTRIC COMPANY, hereinafter
PG&E, furnishes electrical'service to residents and businesses
within the CITY OF BAKERSFIELD.

B. PG&E service users have experienced a lengthy
history of power failures, especially in that portion of the CITY
OF BAKERSFIELD generally described as southwest Bakersfield. The
following is a list of some of the outages occurring primarily in
southwest Bakersfield:
(1) During the month of July, 1984, twenty (20)
power outages occurred in the CITY OF BAKERSFIELD, primarily that
area known as southwest Bakersfield.
(2) During the month of November, 1984, four-
teen (14) power outages occurred.
(3) During the month of January, 1985, fourteen
(14 power outages occurred.
(4) During the month of March, 1985, ten (10)
power outages occurred.
(5) During the month of April, 1984, eleven
(11) power outages occurred.
(6) During the month of May, 1985, seven (7)
power outages occurred.
(7) During the month of June, 1985, seven (7)
power outages occurred. ~
(8) During the period July 1 to July 15, 1985,
six (6 power outages"have occurred.
C. Southwest Bakersfield is a newly developing area
and equipment and facilities installed and being installed by
PG&E result in frequent electrical service failures.
D. That residents, businesses and the CITY OF
BAKERSFIELD have, in the past, requested PG&E to correct the

problems that have caused power failures

E. PG&E has either refused or been unable to
vide reliable electric service to residents and businesses
in the southwest area of

to provide reliable electric service to southwest Bakersfield.
F. For the past five years, PG&E's service in
southwest Bakersfield has fallen below industry standards for
good, reliable service.
WHEREFORE, complainant requests that this Commission
order that PG&E immediately commence a program to upgrade the
equipment and facilities serving southwest Bakersfield and that
such order require that PG&E submit weekly reports to the
Commission notifying the Commission of planned and completed
repairs and replgcements and outages occurring during the report-
ing period and that such repairs and replacements be completed
within the next six (6) months.
