A RESOLUTION OF APPLICATION OF THE COUNCIL OF
THE CITY OF BAKERSFIELD PROPOSING PROCEEDINGS
FOR ANNEXATION OF TERRITORY TO THE CITY OF
BAKERSFIELD IDENTIFIED AS ANNEXATION NO. 301
(FAIRVIEW NO. 2).
WHEREAS, the city of Bakersfield desires to propose a
change of organization, to wit, the annexation to the City of
Bakersfield of the hereinafter-described territory, pursuant to
Section 35140 of the Government Code of the State of California.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
city of Bakersfield that it hereby finds and determines as
follows:

receive municipal services from the city of Bakersfield, and the
City desires to receive tax revenues for benefits given and to be
given to the territory proposed to be annexed.

be considered in separate proceedings, including analysis of
environmental impacts, and that the environmental impacts of the
annexation will be evaluated by the Local Agency Formation
Commission of Kern County, as lead agency, during its proceedings.

through the City Police DepArtment located at the s/w corner of
Truxtun Avenue and Eye Street about S miles north of the
annexation.
Station 52 is within 4 miles at South Union and Taft Highway.
Parks and Recreation - Planz Park is located 1-1/2 miles to the north.

Constrnction/Maintenance - The City Corporation Yard on Truxtun Avenue
west of Freeway 99 will provide necessary
facilities, personnel and services to
accomodate Public Works efforts. Maintenanc~

· City Yard on a regular basis for preventa-
tive maintenance as needed. Repair includes
streets, constructed/maintenance, sweeping
and lighting.
- Connection to City sewer may be made to Midas Street and Panama
Lane trunk lines. Effluant would then be treated by the City
Wastewater Treatment Plant #3.

street Iights and sewers, the City would assist them in establ}shinf a publit
improvement district to finance installation of these improvements.

map 12~-19. The existing zone is E-i, R-S. (Estate-Suburban Residential Zone],
R-1 (One Family Dwelling Zone).

Indicate and explain proposed prezoning in area. (List effects on present land
use that would occur as a result of annexation such as maintenance of livestock
on property, etc.) Fairview No. 2 is fully developed into 165 R-1 lots and 32
E-1 RS lots. The City's R-1 and R-S pre-zoning are compatible and consistent
with the existing zoning and with the adopted Metropolitan Area Genegal Plan.
There would be no effect on the present land use.
List city services that area will directly or ina~rectly benefit from such as
decrease in fire insurance rate, shorter emergency response time, use of com-
munitX facilities, etc. City police should be able to respond in a mnra timely
manner than the present County Sherrif and State Highway Patro. Current City
Police standard is 1.65 sworn officers per 1,000 population compared to the
County standard of 1.15. The City will provi3~ ~trapt maint~nnDce which includes
street sweeping. Refuse service will be provided by tha City and will
result in savings to the homeownarq wlth~n the< nnn,xation.

The proposal is to annex a 54 acre county island located at the south-
east corner of South H Street and Fairview Read to the City of Bakersfield.
The island is entirely developed into a 197 detached single family
home neighborhood.

None. The area is already "built out."
