A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD CONCURRING IN AMENDMENT NO. 2
TO THE KERN COUNTY SOLID WASTE MANAGEMENT
PLAN - 1983 REVISION.
WHEREAS, the Nejedly-Z'berg Dills Solid Waste Management
and Resource Recovery Act (hereafter referred to as the "Act")
required each county in cooperation with affected local jurisdic-
tions, to prepare a comprehensive, coordinated solid waste man-
agement plan; and
WHEREAS, the County of Kern has prepared the Kern County
Solid Waste Management Plan - 1983 Revision, hereafter referred
to as CoSWMP; and
WHEREAS, the Act required that an amendment to the
CoSWMP shall be subject to the approval by a majority of the cit-
ies within the county which contain a majority of the population
of the incorporated area of the county; and
WHEREAS, the County of Kern has prepared a proposed
Amendment No. 2 to the CoSWMP, involving a new project by Shell
California Production, Inc., Class II solid waste solar evapora-
tion ponds for disposal of liquid scrubber waste from secondary
recovery operations, located about two miles south of Taft off
Twenty-Five Hill Road, a description of which is attached hereto
as Exhibit "A" and herein incorporated by this reference; and
WHEREAS, the Public Works Department of the County of
Kern has prepared a Negative Declaration in relation to the pro-
posed amendment, a copy of which is on file with the County
Clerk; and
WHEREAS, this Council has this date held a public hear-
ing regarding the proposed amendment to the CoSWMP, pursuant to
notice of such hearing published in a newspaper of general circu-
lation in the City of Bakersfield at least seven (7 days prior
to such hearing.
NOW, THEREFORE, BE lit RESOLVED that the Council of the
City of Bakersfield has reviewed and hereby approves said
Amendment No. 2 to the Kern County Solid Waste Management Plan -
1983 Revision.

Amendment #2 to the
Kern County Solid Waste Management Plan-1983 Revision
A_=oplicant.: Shell California Production, Inc. (SCPI),
Project: Class II solid waste solar evaporation ponds for disposal of
liquid scrubber waste from secondary recovery operations.
Location: E½ of NW~ of Section 23, T.32S., R.23E., MDB&M about 2 miles
south of Taft off of Twenty-Five Hill Road.
Purpose.:
The purpose of the project is to dispose of liquid scrubber waste generated
by the applicant in their own steam injection operation. Initially the
volume of waste will be about 610 barrels per day.
Design and~]~eration:
Disposal of the waste will be by evaporation from two double-lined ponds
each about 2.5 acres in surface area. A leak detection system will be
installed in a sand layer between the plastic liners.
The project will be designed to handle the anticipated waste stream for 15
years. ~hen all liquids are evaporated and only dry solids remain, the
ponds will be covered with 6 inches of native soil followed by a plastic
membrane, then 2 feet of native soil graded to a 3 percent slope and seeded
with local shallow rooted grasses.
A wash rack will be located at the end of one of the ponds. It will be
supplied by water from SCPI's nearby facilities. Necessary electric power
will be extended from SCPI's facilities. ~!.~. ~<' .~"-
Access to the project will be county-owned 25 Hill Road to~C~LI~Ls property
e then by constructed improved road to the site.

Waste materia'l will be piped in from oft'-s~te
vacuum trucks which will discharge directly into the ponds from concrete
ramps. Safe pond levels will be maintained by directing unloading trucks
to the appropriate pond.
The site will be protected by a six-foot high chain link fence around the
perimeter. Access will be .restricted to SCPI personnel or their contractors
during specified hours.
Environmental Considerations:
The area is sparsely covered by native grasses and low shrubs. Because the
area is adjacent to extensive, active oil producing operations only, a few
small burrowing animals and song birds inhabit the area. There are no
scenic or known archeological values.
T' e underlying groundwater is in the first c~il zone and is of a poor
quality. However, the pond design will prevent leakage of the wastes into
the aquifer.
No significant additional noise, dust, or other emissions will be created
by the project. There will be about 4 additional trucks per day using the
county road to the site but those trucks would be using other county roads
to the existing disposal sites.
Economics:
Construction of the project will reduce SCPI's disposal costs substantially
not only because the hauling cost will be lessened, but also because the
cost to dispose will be less. There are no known extra costs to the County
or City of Taft.

The County deems oily waste sites to be hazardous waste sites until such time as
they receive a hazardous waste facilities permit exemption. Projects such as
these where DOHS will issue a hazardous waste facility permit do not require a
"Determinaiton of Conformance" with the COSWMP, as part of the permitting process.

Solid Waste Management Plan - 1983 Revision
Enclosed for your review and approval is a copy of Amendment #2 to the K~rn
County Solid Waste Management Plan -1983 Revision.
The California Administrative Code, Section 17160 requires:
"An amendment to the plan shall be approved by a majority of the cities
within the county which contain a majority of the population of the
incorporated area of the county. Each proposed amendment shall be
submitted to each city within the county. Each city shall act upon the
proposed amendment within 90 days after the city has received the
amendment. If a city fails to act within 90 days, the city shall be deemed
to have approved the amendment as submitted.
Approval actions by the cities for' plan amendments shall be in the form of
resolutions from the governing body of the cities within the county. The
resolutions shall state the cities' co~]currence in:
(1) the objectives set forth in the amondment,
(2) the method and/or urqanization for implementation of the proqram,
(3) procedures fol' firlancing IPe recommended program, and
(4) the role identified in the anlpndnlent for the particular city.

lhe attached sample resolution shows the points the State believes that it is
necessary for your Council to cover in its approval. If you require a copy of
the Negative Declaration it will also be sent to you, at your request, by the
Public Works Department for your information and use.
Although the law allows 90 days for city approval or disapproval of the Plan
Amendment to be registered with the County, we would appreciate earlier action
by your Council so that we can have the plan adopted and implemented as soon as
