A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD RECOGNIZING AN AREA OF THE CITY
FOR DESIGNATION UNDER THE EMPLOYMENT AND
ECONOMIC INCENTIVE ACT.
WHEREAS, legislation has been passed providing for
designation of a geographic area where certain tax and other
incentives will be. available for private investments; and
WHEREAS, the City Council of the City of Bakersfield
is desireous of jointly submitting an application with the County
of Kern for such designation under the Employment and Economic
Incentive Act; and
WHEREAS, an area of the city and county has been studied
and determined appropriate for such designation; and
WHEREAS, the area includes a Targeted Economic Develop-
ment (TED) area according to the legislation.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
The City Council endorses the preliminary application
which includes the designated Targeted Economic Development Area
(TED) which is within close geographic proximity ("reasonable
commuting distance") to the City and this TED is the area
encompassed within the boundaries as shown on Attachment A.

regular meeting thereof held on the 8th day of May, 1985, by the

TED Boundaries
The boundary line of the TED commences at the north side of Casa Loma
Drive at the intersection of South Union Avenue and Casa Loma Drive.
The TED boundary line runs west to Lawson Road then south on the west
side of Lawson to where Lawson Road turns back eastward and crosses
the Southern Pacific Railroad. At the railroad line, the boundary runs
southwest and turns on the north side of Phoenix Avenue. The TED
boundary then runs south on the east edge of Elliot Street to Wilson
Road. At the southern side of Wilson Road the boundary turns west and
proceeds to the City/County }urisdiction line. Turning southeast along
the City/County line, the TED boundary proceeds approximately 2,400 feet
before-jogging west and then turns due south on a subdivision line which
intersects East Planz Road in a perpendicular manner (700 feet west of the
intersection of East Planz Road and Union Avenue). The line turns east
on the south side of East Planz Road, and jogs around the Pauley School
(excluding it) to the east side of South Chester Avenue (City/County
boundary line). The TED line then joins the west side Union Avenue
before turning west on the south side of White Lane for 600 feet. At this
point the boundary line switches south (just east of Gordon Street) on a
subdivision boundary line for 2,000 feet, turns west on a parcel line for
600 feet, south on the same parcel line for another 600 feet and then east
on the south side of East Parhero Road. Continuing east on Pacheco
Road, the line proceeds 2,600 feet to the boundary kine of the City of
Bakersfield Municipal Sewage Farm. The line then turns north along the
City/County boundary, west on the north side of Watts Drive to the east
edge of the Valle Grande Golf Course. The TED boundary line follows the
jagged golf course boundary north to Casa Loma Drive and then east
along the City/County boundary line turning north again on the City line
and proceeding north to Interstate 58. The boundary line continues north
on the west side of Mr. Vernon to the south side of Texas Street. Turn-
ing west at Texas Street, the boundary line runs 900 feet west on a
straight subdivision parcel line before turning south again along the west
side of Industwial Street. Following Industrial Street south to the north
side of East Brtwdare Lane, thr line then turns w~.st t~, Cottonwood R~ad
(east side) where it' switches south to the southern side of Interstate 58.
The TED boundary then runs east along the southern right-of-way of the
freeway then south on Washington Street (west side) and finally west
again on FeHz Drive (south side) to Simon Road where it turns south on
the east edge of a new subdivision tract. The TED boundary proceeds
south and turns west again on the southerly property line of the tract
parallel to Felix Drive. From this point the boundary line runs west to
the east edge of the Baker School then turns due south to the southern
side of East Belle Terrace. At this location the boundary line runs
straight west to Cottonwood Road (east side). Next, the line runs south
to the north side of Casa Loma Drive. The boundary line turns east to
the western property line of the Valle Grande Golf Course and then south
on the golf course property line to Watts Drive (south side). The line
continues west to the east side of Cottonwood Road and then south to the
south side of East Planz Road. The line proceeds east along East Pinna
Road to the rear property line of residential homes facing onto Hale
Street. At this point the boundary line turns south and then west on
Brook Street (north side), south again on Cottonwood Road (east side)
and west on WhRe Lane (south side). Next the line turns north at the
east edge of a parcel line (Map Book, page and parcel 172-070-18) extend-
ing south from Brook Street and turns east on Brook Street (south side)
and proceeds to the west side ot Shellmather Avenue. The TED boundary
turns north of Shellmather Avenue, crosses East Planz Road and proceeds
north on a mid-block parcel line to Roland Street (west side). The
boundary line turns west on the south side of Watts Drive and then north
on ,~tadison Street (City/County boundary Hne). The line continues north
and then west along the Kerr, County/City of Bakersfield boundary to the
western edge o~ Casa Loma Park before turnmg north to the south side of
Casa Loma Drive. The lme then runs west on Casa Loma Drive and ends
at the Intersection of Union Avenue and Casa Loma Drive.
