A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD SETTING SALARIES AND RELATED
BENEFITS FOR OFFICERS AND EMPLOYEES OF THE
CITY OF BAKERSFIELD.
WHEREAS, the Charter of the City of Bakersfield,
Section 12, authorizes the City Council to provide for salaries
and related benefits for officers and employees of the City; and
WHEREAS, the Council has determiae~ ~hat such salaries
and related benefits should be for such officers and employees of
the City to be in effect on the first day of January, 1985, or as
otherwise herein specified, and until further changed by this
Council.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
SECTION 1.
Resolution No. 99-83 together with amendatory resolu-
tions is superseded by this resolution.
SECTION 2.
Salary Schedule
Commencing on the first day of January, 1985, as other-
wise therein specified, the attached document shall be the Salary
Schedule and related benefits for officers and employees of the
City of Bakersfield and is hereby adopted and incorporated into
this resolution as though full set forth herein, thereafter this
resolution shall be published in printed form.
SECTION 3.
Car and Mileage Allowances
A. Department heads who are not furnished an official
city car shall be reimbursed for automobile use at the rate of
TWO HUNDRED EIGHTY-FIVE DOLLARS ($285.00) per month.
B. Those city officers not furnished an official City
car who shall be reimbursed at the cate of FIFTY DOLLARS ($50.00)
per month are the Planning Director, Assistant City Attorneys,
Deputy City Attorneys, Assistant Public Works Manager, Assistant
Auditorium Manager, Finance Director, Assistant Finance Director,
Community Development Coordinator and Economic Development Director.
C. Mileage allowances on the above where the car is in
use on City business shall be allowed based upon factors of gaso-
line costs and maintenance costs; provided, however, that City
officers named in subsection A. shall receive mileage allowances
only for out-of-town travel on City business.
D. The car allowance provided in paragraph ~ shall be
annually determined based upon the factors of leasing costs, gas-
oline costs and up-keeD cost increases, if any, from year to year.
SECTION 4.
Health and Dental Insurance
Effective December 24, 1984, the city shall provide bi-
weekly contributions toward a health and dental plan for all
officers and employees of the City, subject to the following max-
imum City contribution:

Retired EmDloyees: Effective May 1, 1985, retired
employees covered under the City's health plan shall receive City
contributions based on the following formula: the City shall
contribute two percent (2%) of the monthly premium for Health Net
(under age 65 rate) times each year of service (to the nearest
half year) for single-party coverage, and one and one-half per-
cent (1 1/2%) of the monthly premium for two-party coverage for
Health Net (under age 65 rate) times each year of service (to the
nearest half year) for retired employees with two-party and fam-
ily coverage.
Effective January 1, 1985, only employees retiring with
a minimum of fifteen (15) years' accumulated service shall be
eligible for participation in the Retiree Medical Insurance
Program.
Retired Safety Employees: The fifteen (15) year minimum
requirement for participation shall be waived for employees
retiring and awarded a job-related disability. Employees retir-
ing with job-related disability shall be credited with either
eight (8) years of service or their actual accumulated service
time, whichever is greater for the purpose of calculating the
retiree medical allowance under the City's adopted formula.
Retired Non-Safety Employees: Effective January 1,
1985, only employees retiring with a minimum of fifteen years'
accumulated service shall be eligible for participation in the
Retiree Medical Insurance Program. The fifteen year minimum
shall be waived for employees retiring because of disability.
City Attorney: Effective December 24, 1984, the city
shall continue to provide the total bi-weekly contributions
toward maintaining the medical and health insurance program for
the City Attorney.
SECTION 5.
Life Insurance
The city shall provide a basic term life insurance pol-
icy of $2,000 value for City Councilmembers and all employees
included within this resolution. In addition, the City shall
provide contributions toward a life insurance plan as follows:
A. Management Unit - Fifty percent (50%) of the insur-
ance premium for each officer and employee, such insurance cover-
age equal to their projected annual base salary to the nearest
$5OO.
B. Employees in the White Collar Unit Classified as
Confidential before July 1, 1981 Fifty percent (50%) of the
life insurance premium for $10,000 life insurance per employee.
C. General Employees, Supervisory Unit - Fifty percent
(50%) of the life insurance premium for a policy equal to the
employee's projected annual base salary to the nearest $500 of a
minimum amount of $15,000.
D. Police Unit - One Hundred Percent (100%) of the pre-
mium for each employee for a life insurance policy in the amount
of $10,000.
E. Policy Supervisory Unit - One Hundred Percent (100%)
of the insurance premium for each employee, such insurance cover-
age equal to the employee's annual base salary to the nearest
$500.
F. Fire Supervisory Unit - Fifty percent (50%) of the
life insurance premium for a policy equal to the employee's pro-
jected annual base salary to the nearest $500 of a minimum amount
of $15,000.
G. All of the provisions of Section 5 are subject to
each officer's or employee's option to have insurance in the
amounts they desire within the limitations herein set forth.

C. General Employees Supervisory Unit - equal to five
percent (5%) of each employee's annual base salary.
D. Police Supervisory Unit - equal to two and one-
half percent (2-1/2%) of each employee's annual base salary.
E. Fire Supervisory Unit - equal to two and one-half
percent (2-1/2%) of each employee's annual base salary.
Such additional compensation, together with the
base salary, shall constitute the total compensation of such
officer or employee.
SECTION 7.
Administrative Leave
In addition to the officers and employees who may be
granted administrative leave under Section 2.84.620(d) of the
Municipal Code, administrative leave for employees in the White
Collar Unit, classified as Confidential Unit before July 1, 1981,
shall be allowed each employee up to one (1) day with the appro-
val of the department head and the City Manager.
SECTION 8.
Uniform and Tool Allowance
The city shall provide a uniform allowance as follows:
A. Police Supervisory and Police Management, safety
members - FIVE HUNDRED DOLLARS ($500.00) per year, payable in
July, 1985. If such ~mployee terminates before July 1, 1986,
said employee shall reimburse city on a pro rata basis.
B. Motorcycle officers, Supervisory - Additional
TWENTY-FIVE DOLLARS ($25.00) per quarter.
C. Miscellaneous Police Supervisory, nonsafety employ-
ees required to wear uniforms - TWO HUNDRED FIFTY DOLLARS
($250.00 per year, payable semi-annually. Temporary employees
of the Police Department required to wear uniforms will be paid
ONE HUNDRED FIFTY DOLLARS ($150.00) annually, payable semi-
annually. If an employee terminates before conclusion of the
period for which payment has been received, such employee shall
reimburse City on a pro rata basis.
D. Fire Management - FOUR HUNDRED DOLLARS ($400.00) per
year; payments in 1985 shall be made as follows: TWO HUNDRED
DOLLARS ($200.00) payable in July, 1985, and an additional TWO
HUNDRED DOLLARS ($200.00) payable on December 1, 1985.
E. General Supervisory employees required to wear uni-
forms will be furnished uniforms at no cost to the employee.
F. General Supervisory employees who are required to
provide a full complement of hand tools shall be reimbursed for
replacement of such tools up to TWO HUNDRED FIFTY DOLLARS
($250.00) annually.
SECTION 9.
Accumulated Sick Leave
Payment of accumulated sick leave in event of death or
resignation of a member of the Management Unit, General Employees
Supervisory Unit and Police Supervisory Unit shall be as follows:
A. One-half of the unused sick leave shall be paid to
the member's beneficiary or estate in the event of such member's
death prior to his separation from City employment after ten (10)
years' service.
B. One-half of the unused sick leave shall be paid to
such member whose employment is terminated for any reason, other
than discharge, after ten (10) years' service.
SECTION 10.
Holidays
Designated Holidays - General, Police and Fire Supervisory
Units and Management Unit
A. All eligible employees in the General Employees
Supervisory, Police Supervisory, Fire Supervisory and Management
Units not working on a shift basis shall observe the following

The floating holiday referred to above shall be
selected by an eligible employee who is in the employ of the City
as of July 1, provided such selection shall be consistent with
the efficient operation of the affected department and the activ-
ities and convenience of the City and shall first have the appro-
val of the department head.
B. Eligibility. All probationary and permanent
employees specified in Subsection B(1) of this section, except
those employees who are absent without pay one-half day or more
immediately before and/or after the holiday, shall be eligible to
observe holidays in the manner herein Drovided.
C. Holiday Work. When such employee is required to
work on a holiday, the eligible employee shall be credited for
the holiday once at the straight time rate and shall be credited
once again for the actual time worked as overtime at the
employee's applicable overtime rate. General Supervisory Unit
employees working on a holiday designated in Subsection B(1) shall
be credited for overtime at time and one-half.
D. ~olidays on Day Off. When a holiday falls on an
employee's scheduled day off, the eligible employee shall be cre-
dited for the holiday as overtime at the straight time rate.
E. Designated Holidays and Manner of Payment for Holiday
Work on Shift Basis - Police Supervisory and Management. All
eligible employees in the Police Supervisory and Management Unit
working on a shift basis, except those employees who are absent
without pay one-half day or more immediately before and/or after
a designated holiday, shall be paid at the rate of one and one-
half (1-1/2) times their regular hourly rate of pay for the holi-
days listed in Subsection B(1) except that in lieu of a floating
holiday and one-half days on Christmas Eve and New Year's Eve
they will be credited for Columbus Day and Easter Sunday. One
payment for all such designated holidays shall be made on or
before June 17. All other eligible Police Supervisory and Police
Management employees who do not work a shift basis shall observe
holidays in accordance with Subsection B(1) of this Section.
F. Holidays at Termination - Police. An employee
leaving permanent City service shall be allowed regular compensa-
tion for holidays worked up to the effective date of termination.
G. Holidays - Fire Department Employees Assigned to
24-Hour Duty Shifts. Fire Management employees assigned on a
24-hour duty shift basis shall accrue holiday pay at the rate of
five and one-half (5-1/2) shifts per year to be paid on a pro
rata basis as follows: one-half (1/2) on December 1, and one-
half (1/2) on June 30.
H. Special Holidays. Occasional special holidays
declared by the President or Governor and approved by the City
Manager in commemoration or memorium of an extraordinary occur-
rence shall be observed by the reduction of the operation of all
departments as much as practicable. All eligible em91oyees who
are required to work on such a holiday shall be compensated at
their regular hourly rate of pay for those special holidays
worked, and in addition be credited with compensatory time on a
straight hour-for-hour basis for the special holiday hours
worked, to be taken off on another day as determined by the
department head. Compensatory time for Fire Department safety
employees working a 24-hour duty shift on such a holiday shall be
one-half of a shift (12 hours).
SECTION 11.
P.E.R.S. Contribution
In addition to amounts presently paid by City, the City
shall pay the folowing contribution to P.E.R.S. (Public Employees
Retirement System) normally paid by the employee:
A. Seven percent (7%) for General Supervisory Units
who were in the employment of the City on July 1, 1983. Those
employed after July 1, 1983, shall not be eligible to the seven
percent (7%) City contribution to P.E.R.S. until the completion of
six years of continuous employment with the city.
B. Police Supervisory and Police Management - nine
percent (9%) - Except those employees hired on or after July 1,
1983, the City shall pay four percent (4%) of the employee
P.E.R.S. contribution commencing January 7, 1985, until the sev-
enth uninterrupted year of service, at which time the City con-
tribution shall increase to nine percent (9%).
C. Fire Management seven percent (7%) - Except those
employees hired on or after July 1, 1983, the City shall pay two
percent (2%) of the employee P.E.R.$. contribution commencing
January 7, 1985, until the seventh uninterrupted year of service,
the City contribution shall increase to seven per-

SECTION 12.
Longevity Pay
The City shall compensate employees

A. Police Supervisory Unit After four (4) years of
continuous service as a sergeant, police supervisory employees
shall receive longevity pay in an amount equal to three percent
(3%) of the employee's base salary; after eight (8) years, six
percent (6%) and after twelve (12) years of service as a

sergeant, nine percent (9%). Effective January 1, 1985, employ-
ees receiving longevity pay shall have that pay converted to a
flat dollar amount. Those employees shall continue to receive
the dollar amount received as of January 1, 1985, for as long as
they would have retained eligibility for longevity pay under the
existing longevity pay rules. For all other employees, the lon-
gevity pay program is eliminated effective January 1, 1985.
B. General Employees Supervisory Unit - Effective the
first full pay period in April, 1984, the City will institute a
Longevity Pay Program for unit members as follows (the amounts
are not cumulative):
10 or more uninterrupted years of city employment -
two percent (2%) of base pay.
15 or more uninterrupted years of City employment
four percent (4%) of base pay.
20 or more uninterrupted years of City employment
six percent (6%) of base pay.
Employees hired after January 1, 1985, shall not be
eligible for longevity pay.
SECTION 13.
Incentive Pay
Effective the first pay period after April 24, 1985,
the City shall pay police supervisory employees an additional two
and one-half percent (2-1/2%) of their salary as incentive pay in
lieu of the two and one-half percent (2-1/2%) currently paid for
supervisory certificate. This incentive pay and the supervisory
certificate pay will be discontinued for all employees entering
the Supervisory Unit after the date of this resolution.

advanced certificate, or both, issued by the Police Officers
Standards and Training Commission (P.O.S.T.).
City shall contribute an additional five percent (5%)
of employee's base salary to fire management personnel holding an
Associate in Arts Degree which fulfills all requirements of a
Fire Science Certificate and five (5) years' employment with the
Bakersfield Fire Department, or two and one-half Dercent (2-1/2%)
of employee's base salary for those safety personnel in the
Bakersfield Fire Department who have obtained a Fire Science
Certificate requiring thirty (30) units and eight (8) years'
employment or Fire Management Certificate requiring twenty-one
(21) units and eight (8) years' employment with the department.
SECTION 14.
Shift Differential
General Supervisory employees shall receive a shift
differential of FIFTY CENTS ($.50) per hour when a majority of
the employee's shift falls between the hours of three p.m. and
seven a.m. Effective the first full pay period in January, 1986,
the shift differential shall be SEVENTY-FIVE CENTS ($.75) for
those with a majority of shift which falls between the hours of
midnight and seven a.m.
SECTION 15.
Stand-By Pay
Police Supervisory Unit employees who are directed to
remain on ready stand-by during off-duty hours shall be compen-
sated at the rate of TWENTY DOLLARS ($20.00) per eight-hour shift
of such ready stand-by service. Such employees actually called
back to work during stand-by assignment shall be paid for both
the ready stand-by rate and 'the hourly rate for one and one-half
times the hours worked, computed to the nearest one-tenth of an
hour (six minutes). All ready stand-by assignments must be
authorized by the department head.

SECTION 16.
Contract Services
Attorneys who provide contract services to other cities,
outside of the normal working hours, shall be compensated at the
rate of fifty percent (50%) of the hourly rate paid to the City
by the contract city.
SECTION 17.
Vacation
The City Attorney shall be allowed carry-over of unused
vacation up to a maximum of one hundred eighty (180) days. Said
carry-over of unused vacation is payable upon retirement or if
otherwise terminated. Any use of vacation time by the City
Attorney in excess of two consecutive weeks shall require prior
approval by the City Council.
