I, DENISE PENNELL, Clerk of the Board of Supervisors of the County of Kern, State of
California, hereby certify that the following resolution, on motion of Supervisor Rubio
seconded by Supervisor Mcquiston , was duly and regularly adopted by the Board of
Supervisors of the County of Kern at an official meeting thereof on the 19th day of September
2005, by the following vote and that a copy of the resolution has been delivered to the Chairman of the
Board of Supervisors.

RESOLUTION
Section I. WHEREAS:
(a) The San Joaquin Valley Region faces serious federal mandates that must be met by 2013;
and

(b) The San Joaquin Valley is struggling to comply with numerous air standards issued by
the California Air Resources Board, as well as the San Joaquin Valley Air Pollution
Control District; and
(c) Thc quality of life is diminished when Kern County residents of the San Joaquin Valley
are being exposed to such unhealthy air on a daily basis; and
(d) The City of Bakersfield and County of Kern support substantial efforts to improve the air
quality for their citizens and remain proactive in addressing this serious problem; and
(e) A conversion of the City and County heavy duty fleet vehicles to cleaner fuel-burning
vehicles within the next five years would help improve air quality by decreasing
emissions of particulate matter, nitrous oxide, and other substances that are hazardous to
our citizens; and
(f) A commitment to developing an incentive rideshare program for City and County
employees would encourage employees' use of mass transit, alternative transportation
such as bicycling, and foster a desire to carpool and therefore contribute significantly to
improving air quality in the San Joaquin Valley air basin; and
(g) Efforts will be made to encourage businesses and corporations that use heavy duty
machinery within the City and County to transition to cleaner fuel-burning equipment.
Section 2. NOW, THEREFORE, IT IS HEREBY RESOLVED by the Kern County Board of
Supervisors and thc Bakersfield City Council that the City and County, in an effort to improve air quality
in the San Joaquin Valley and comply with air standards issued by thc California Air Resources Board
and the San Joaquin Valley Air Pollution Control District, will seek incentive dollars to:
I. Convert the City Fleet heavy-duty vehicles and County Fleet heavy-duty vehicles
operating in the San Joaquin Valley to cleaner burning fuel by 2010 and phase in lower-emission vehicles
as technology develops.
2. Develop an incentive program for City employees and County employees located
in the San Joaquin Valley to better utilize mass transit, carpooling, and other alternative transportation to
work by August 2006.
3. Create new language in contracts with outside agencies that win promote
business responsibility toward improving the San Joaquin Valley's air quality.
