HomeMy WebLinkAboutRES NO 12-96(5)RESOLUTION NO. ~ 2" 9 6 (5) '! 9 - 9 6 (6) A RESOLUTION AMENDING RESOLUTION NOS. 12-96 AND 19-96 SETTING SALARIES AND RELATED BENEFITS FOR EMPLOYEES OF THE WHITE COLLAR AND GENERAL SUPERVISORY UNITS WHEREAS, Resolution Nos. 12-96 and 19-96 sets salaries and related benefits for employees of the White Collar and General Supervisory Units. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that effective immediately, as set forth below, the Salary Schedule, a part of Resolution Nos. 12-96 and 19-96, are hereby amended as follows: 1. Resolution No. 19-96 is hereby amended by deleting the following class title from the General Supervisory Unit pending approval by the Miscellaneous Civil Service Board: 57200 Hazardous Materials Coordinator 23.017 24.168 25.377 26.646 27.979 2. Resolution No. 19-96 is hereby amended by adding the following class title to the General Supervisory Unit pending approval by the Miscellaneous Civil Service Board: 58200 Director of Environmental Services 26.415 27.737 29.126 30.583 32.112 3. Manages all hazardous materials and hazardous waste regulatory programs administered by the Fire Department, including the Certified Unified Program Agency (C.U.P.A.). REPRESENTATIVE DUTIES: The following typical tasks and responsibilities are representative of the position's , essential duties. They are descriptive, not limiting. Essential Duties: Plans, organizes, implements and supervises the Fire Department's comprehensive hazardous materials and hazardous waste regulatory programs, above/underground storage tank programs, including the Certified Unified Program Agency (C.UP.A.); conducts complex inspections and plan reviews related to hazardous materials facilities; serves as a technical resource to command staff and line personnel on issues such as hazardous materials spills, training requirements and operational projects; oversees all aspects of enforcement of the hazardous materials section of the uniform fire code; participates in training programs on hazardous materials for implementation of program and enforcement requirements to ensure compliance with new regulations; develops and monitors the electronic data management system related to the hazardous materials and hazardous waste regulatory programs; maintains liaison with State and Federal regulatory agencies and legislators in order to evaluate the potential impact of regulations and legislation affecting environmental issues and requirements within the City; determines and develops operating policies and procedures for inspection and enforcement programs related to hazardous materials and waste facilities; conducts investigations, possibly including criminal investigations, regarding illegal storage, handling or disposal of hazardous materials and waste; responds to the scene of hazardous materials incidents, providing advice, consultation and technical direction to hazardous materials responders; tracks relevant legislation and regulations that may impact the City; develops staff reports, ordinances and resolutions related to hazardous materials and hazardous waste; manages the development and adoption of local codes and fee schedules; coordinates city communications with other government agencies, businesses, industries, community organizations and the public regarding hazardous materials or hazardous waste issues; oversees the technical aspects of all environmental site assessments and remediation projects on City owned property; completes pre-purchase site assessments for all City property transactions; ensures that all personnel involved in the department's hazardous materials and hazardous waste regulatory programs have the required training; and performs other duties as required. CITY OF BAKERSFIELD CLASS SPECIFICATION: 58200 UNIT: SUPERVISORY EEO4: PROFESSIONAL CLASS TITLE: DIRECTOR OF ENVIRONMENTAL SERVICES QUALIFICATIONS GUIDE: Training and Experience: Graduation from an accredited college or university with a Bachelor's degree in chemistry, engineering, industrial hygiene, environmental science or closely related physical or environmental health science and four (4) years increasing responsible experience in environmental program supervision. Also required is completion of the training requirements related to regulatory investigative techniques listed in Title 22 of the California Code of Regulations, Section 66272.44. Knowledge. Skills and Abilities: Knowledge of: Federal, State and Local laws, codes, regulations and ordinances involving environmental protection, hazardous materials and hazardous wastes; chemicals and their potential hazard individually and in combination with other chemicals; transportation, processing, storage and handling methods of hazardous materials and waste; analytical testing and sampling techniques; principles and practices of organization, administration, training and public relations; mitigation actions required for hazardous materials incidents; data collection and research methods; teaching and training techniques. Ability to: Plan, evaluate and supervise the activities of a technical division; gather, analyze and present data clearly'; analyze situations and make appropriate recommendations; speak and write effectively; establish and maintain cooperative and positive working relationships with others; supervise the work of others; use independent judgement and exercise initiative; develop solutions to complex and difficult problems; identify potential hazards in the proposed storage and handling of hazardous materials or wastes; develop, analyze, interpret and apply codes, regulations, policies and procedures; prepare and analyze financial information; evaluate the effectiveness of programs, policies and procedures; develop and evaluate fee structures and financial management systems and procedures; perform advanced hazardous materials inspections and plan reviews. CITY OF BAKERSFIELD CLASS SPECIFICATION: 27230 UNIT: WHITE COLLAR EEO4: TECHNICIANS CLASS TITLE: HAZARDOUS MATERIALS SPECIALIST CLASS SUMMARY: Under general supervision, performs journey level responsible technical level duties in enforcing compliance with codes, laws, ordinances and regulations relating to hazardous materials, hazardous waste and above/underground storage tanks; resolves a wide range of difficult and complex environmental regulation issues within established policies; acts with considerable independence in setting priorities and obtaining solutions; issues violation notices; and performs other work as required. REPRESENTATIVE DUTIES: The following typical tasks and responsibilities are representative of the position's essential duties. They are descriptive: not limiting. Essential Duties: Reviews, evaluates, and verifies through inspection, hazardous waste facilities; reviews, evaluates and verifies general requirements for generators of hazardous waste; coordinates and directs field inspection schedules with fire department and other regulatory agency personnel; inspects for, and investigates violations of hazardous material and hazardous waste regulations; develops grant proposals and implements hazardous waste pollution prevention and source reduction programs; develops methods of detecting illegally abandoned underground tanks and illegal underground injection wells; inspects facilities for code compliance; conducts plan checks of underground and above ground storage tanks; inspects new underground installations and removal of existing tanks; notifies owners of removal and mitigation requirements; reviews and determines compliance with federal requirements for above/underground storage tanks; collects samples and prepares evidentiary materials for prosecution for environmental crimes; issues violation notices and citations; executes formal enforcement actions for serious and/or repeated violations of applicable environmental regulations; may appear in court to provide expert testimony; researches and participates in the development of new legislation; interprets new regulations and implements program revisions and enforcement requirements to ensure compliance; conducts inspections as a means of identifying transportation, processing, storage and handling of hazardous materials; responds to the scene of hazardous materials incidents, providing advice, consultation and technical direction to hazardous materials responders; assists businesses in determining best management practices for compliance in handling hazardous materials and hazardous wastes; maintains records and prepares reports; and performs other work as required. CITY OF BAKERSFIELD CLASS SPECIFICATION: 27230 UNIT: WHITE COLLAR EEO4: TECHNICIANS CLASS TITLE: HAZARDOUS MATERIALS SPECIALIST QUALIFICATIONS GUIDE: Training and Experience: Graduation from an accredited college or university with a Bachelor's degree in chemistry, environmental engineering, industrial hygiene, geology, hydrology, or closely related physical or environmental health science and two (2) years increasing responsible experience in conducting hazardous material or hazardous waste regulatory inspections. Also required is completion of the training requirements related to regulatory investigative techniques listed in Title 22 of the California Code of Regulations, Section 66272.44. Experience in personal computer operation is also required. Knowledge, Skills and Abilities: Knowledge of: Federal, State and local laws and regulations pertaining to hazardous materials, hazardous waste, above and underground storage tanks, and applicable provisions of the Uniform Fire Code; sampling techniques, risk analysis and engineering principles used in investigating and mitigating hazardous waste sites; personal computer applications related to work; industrial processes; methods and procedures used in the inspection and remediation of hazardous conditions; effective public information and public relations methods. Ability to: Prepare technical and evidentiary documentation, collect and preserve samples under a valid chain of custody; conduct legal investigations and independent research involving hazardous substances; synthesize information from a variety of sources and take appropriate regulatory actions based on those findings; exercise sound independent judgement within established guidelines; establish and maintain a cooperative working relationship with staff, general public, industries, and other governmental agencies; communicate effectively, both orally and in writing; maintain records and prepare comprehensive reports; analyze situations and make appropriate recommendations. Licenses and Certificates: Possession of a valid Class "C" California driver's license. Registered as an Environmental Assessor, Professional Engineer or Environmental Health Specialist in the state of California is desirable. CITY OF BAKERSFIELD CLASS SPECIFICATION: 25110 UNIT: WHITE COLLAR EE04: TECHNICIANS CLASS TITLE: OFFICE SYSTEMS TECHNICIAN CLASS SUMMARY: Under general supervision, assists in the installation, maintenance, and repair of personal computer hardware and software on City Local and Wide Area Networks; may assist users, provide training, install networking hardware and software, and perform other work as required. REPRESENTATIVE DUTIES: The following typical tasks and responsibilities are representative of the position's essential duties. They are descriptive, not limiting. Essential Duties: Installs network hardware and software including, but not limited to personal computers, printers, modems, scanners, Windows Operating System, networking hardware and software, telecommunications software, and general office automation software; upgrades personal computers with additional memory, hard drives, CD ROM drives and other peripherals; performs basic personal computer troubleshooting and repair. DISTINGUISHING CHARACTERISTICS: This class is distinguished from the Office Systems Analyst class in that it is an entry-level position requiring a lower level of technical competency, lower educational and experience requirements, and does not require an understanding of network troubleshooting, installation, and maintenance. This position will not normally perform hardware and software evaluations or perform City-wide training activities. MINIMUM OUALIFICATIONS: Knowledge of.' basic personal computer troubleshooting techniques, PC hardware and software installation, basic component-level PC maintenance, and Windows operating system. Ability to: remove and install components inside a PC such as memory, disks, and option cards; install printers, scanners, and other PC peripherals, including their associated driver software; install and remove PC applications and the Windows operating system software. Training and Experience: Graduation from high school or GED equivalent and six months recent experience maintaining personal computers. Licenses, Certificates or Special Requirements: Valid California Class "C" Driver's License Physical Conditions or Special Working Conditions; Standard office environment and working conditions and lifting and placement of computer equipment weighing up to 50 pounds.
