HomeMy WebLinkAboutRES NO 12-96(4)RESOLUTION a RESOLUTION AMENDING RESOLUTION NO. 12-96 SETTING SALARIES AND RELATED BENEFITS OF THE WHITE COLLAR UNIT WHEREAS, Resolution No. 12-96 sets salaries and related benefits for employees of the White Collar Unit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that effective the beginning of the first full pay period following Council action, the Salary Schedule, a part of Resolution No. 12-96, is hereby amended as follows: 1. A legal secretary also performs other complex clerical and secretarial work involving considerable knowledge of legal and court procedures, transcribes dictaphone tapes rapidly and accurately, maintains a calendar of filing deadlines and keeps attorneys apprised of same, and performs other work as required. REPRESENTATIVE DUTIES: The following typical tasks and responsibilities are representative of the position's essential duties. They are descriptive, not limiting. Essential Duties: Prepares ordinances, resolutions, deeds, contracts, and other documents with minimum supervision by attorney. Also prepares a full range of documents related to litigation. Assists attorneys in less-complicated and less-technical research, document control and analysis for litigation; remains currently informed on filing and service time limits; calendars appointments, court appearances, document and filing deadlines for attorneys; and keeps attorneys apprised of filing time limits. Receives visitors and telephone calls and deals with routine office matters independently; composes letters, reports, memoranda and official documents; files and indexes various standard legal and litigation records and documents; maintains confidential files; prepares claim and expense vouchers; and utilizes a personal computer for related applications. DISTiNGUISHING CHARACTERISTICS: This class is distinguished from Secretary 1/11 in that a technical knowledge of law office procedures, litigation practices and court deadlines is required. Further, a legal secretary must be able to maintain the confidentiality of all matters in the office. MINIMUM OUALIFICATIONS: Knowledge. Skills and Abilities: Considerable knowledge of business English and legal terminology. Considerable knowledge of legal forms, methods and procedures. Knowledge of statutory deadlines for responding to and/or filing pleading documents. Knowledge of computer applications related to work including legal programs and word processing, spreadsheet and database software. Familiarity with typical law office procedures. Ability to draft pleadings and other legal documents. Ability to communicate effectively with attorneys, staff, public, etc. ORIG'~NAL CLASS TITLE: 2EGAL SECRETARY - LITIGATION 631 CLASS CHARACTERISTICS: Under direction, is familiar with and, with minimal supervision by an attorney, drafts complaints, answers, demurrers, pleadings and law and motion documents, and performs other complex clerical and secretarial work involving considerable knowledge of legal and court p~0cedures; transcribes dictaphone tapes rapidly and accurately, maintains calendar of filing deadlines and keeps attorneys apprised of same; performs other work as required. EXAMPLES OF DUTIES: Preparation of full range of documents related to litigation; assists attorneys in less complicated and less technical research, document control and analysis for litigation; remains currently informed on filing and serving time limits; calendars appointments; court appearances and document preparation and fil- ing deadlines for attorneys; keeps attorneys apprised of filing time limits; assists in the maintenance of documents correspon- dence and litigation files; receives visitors and telephone calls and deals with routine office matters independently; composes letters, reports, memoranda and official documents; files and indexes various standard legal and litigation records and docu- ments; maintains confidential files; prepares claim and expense vouchers. DESIRABLE MINIMUM QUALIFICATIONS: ; Trainina and Experience: Graduation from high school or attain- ment o~ a satisfactory score on a G.E.D. test, including or sup- plemented by secretarial or business school training, and four years of secretarial experience, including two years experience handling primarily litigation-related secretarial duties in a law office. KnowledGe, Abilities and Skills: Considerable knowledge of busi- ness English and legal terminology; considerable knowledge of legal forms, methods and procedures; experience in preparation of all commonly used pleading forms and documents; knowledge of, and recent experience in complying with, statutory deadlines for responding to and/or filing pleading documents; considerable experience in operating word processing equipment; familiarity with typical law office procedures. Ability to draft typical pleadings and other legal documents; ability to communicate effectively with attorneys; ability to organize time and adjust priorities in response to external pressures; a high degree of general secretarial aptitude and intelligence. 5/88 Approved by Miscellaneous Civil Service Board: Approved by the City Council: CITY OF BAKERSFIELD CLASS SPECIFICATION: 26020 UNIT: WHITE COLLAR EE04: PARAPROFESSIONALS Class Title: RECREATION SPECIALIST Class Summary: Under direction, assists in the planning and delivery of selected recreation programs and activities to the community; provides assistance and support of recreation facilities and sites; performs other duties as required. May be assigned limited programming tasks for adult and youth sports, after- school programs, leisure classes, special events and educational programs. Representative Duties: The following typical tasks and responsibilities are representative of this class. They are descriptive, not limiting. Essential Duties: Leads and implements recreational activities such as: center activities, sports, arts and crafts, special events, contests, drama and other related activities. These activities could be located at a park, community center, school or related facility. Interacts with various age groups, organizations and recreation users to exchange ideas. Leads subordinate staff in programming, care and maintenance of equipment, facility and supplies; keeps records and encourages community involvement. Performs physical activities such as: setting up or taking down chairs and tables, carrying items weighing up to 50 pounds, preparing for special events and standing for long periods. Distinguishing Characteristics: This class is distinguished from Supervisor 1/11 in that the Recreation Specialist has front-line responsibility for leading and conducting assigned programs and activities, performs hands-on tasks and conducts face-to-face leadership activities. The Recreation Specialist reports to a Supervisor l/lI. The Supervisor VII is responsible for administering multiple programs whereas a Recreation Specialist is responsible for conducting the activity within those programs. MINIMUM OUALIFICATIONS: Knowledge. Skills and Abilities: Knowledge of public recreation principles and methods Knowledge of personnel practices Knowledge of recreational, social and cultural needs of all age groups Ability to lead and coordinate a recreation activity Ability to maintain program costs within budget Ability to communicate effectively both orally and in writing Ability to establish effective working relationships Ability to exercise sound judgement within City policy ~qiGiNAL Class Title: RECREATION SPECIALIST 26020 MINIMUM OUALIFICATIONS: (Cont.) Training and Experience: Graduation from an accredited college or university with a Bachelor's degree in Recreation or closely related field. Licenses. Certificates and Special Requirements: Possession of a valid California Class "C" driver's license. Physical Conditions or Special Working Conditions: Standard office environment and working conditions; however, must be willing to work outdoors in all weather conditions. Must possess sufficient strength and stamina to lift and carry objects weighing up to 50 pounds. May include nights, weekends and holidays.
