City Clerk Williams called the roll as follows: tollowed Present: Mayor Payne. Absent: None Councilmembers Childs, DeMond, Smith Peterson, McDermott, Salvagglo, Ratty (seated at 5:20) emphasis ORAL REPORT regarding Fiscal Year 1988-89 Operating, Capital Improvement and Redevelopment Agency Budgets. City Manager Hawley explained the budget process. Councilmember McDermott stated he would like to see more on the revenue side ot the budget in the future. HEARINGS OPERATING BUDGET 1988-89 Mayor Payne declared the hearing open for public participation. Charles Drew, Vice President, Downtown Business Association, 1815 L Street, spoke regarding the Central District Development Agency Budget. He expressed concerns and asked questions regardlng funding ~or the central district core area streetscaping program and improvements downtown. No ~urther protests being received and no one wishing to speak in £avor, Mayor Payne closed the public portion o~ the hearing for Council deliberation and action. Staff answered questions. CAPITAL IMPROVEMENT BUDGET 1988-89 City Manager Hawley brle£ed the Council on ma]or issues and recommended that an additional tra£tlC s~gnal De added to the intersection o~ Ming and Manning. Mayor Payne declared the hearing open for public participation. No protests being received and no one wishing spear in favor, Mayor Payne closed the public portion ot the hearing for Council deliberation and action. to Bakersfield, California, June 14, 1988 - Page 2 COMMUNITY-WIDE IMPROVEMENTS PROJECT LIST City Manager Hawley provided background on a list o~ pro3ects that would benefit the community. He suggested that the widening o~ Oak Street Bridge be removed and recommended the addition ot the Manor Street Bridge replacement. Mayor Payne declared the hearing open for public participation. No protests or objections being received and no one wishing to speak in tavor, Mayor Payne closed the public portion o£ the hearing tor Council deliberation and action. NEW BUSINESS Amendment to the 1987-88 Operatlng, Capital Improvements, and Redevelopment Agency Budgets. Upon a motion by Counczlmember Childs, Amendment to the 198/-8~ Operating, Capital Improvements, and Redevelopment Agency Budgets was re~erred to the Budget and Finance Committee.
