'276-05 A RESOLUTION DETERMINING THAT the "MAGIC COMPREHENSIVE CALL ANALYSIS AND REPORTING SYSTEM" CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFORE AND PURCHASE ONE "MAGIC COMPREHENSIVE CALL ANALYSIS AND REPORTING SYSTEM" FROM SBC, INC., NOT TO EXCEED $44,000.00. WHEREAS, the Bakersfield Police Department desires to implement a "comprehensive call analysis and reporting system" that integrates with the current telephone technology and digital logging system; and WHEREAS, the Bakersfield Police Department currently does not have a "comprehensive call analysis and reporting system" that would create management reports relative to call volume and duration of all incoming and outgoing calls in the Communications Center; and WHEREAS, the acquisition and implementation of the "Magic comprehensive call analysis and reporting system" from SBC, Inc. will integrate with the current telephone technology and digital logging system, and will create management reports relative to call volume and duration of all incoming and outgoing calls in the Communications Center; and WHEREAS, SBC, Inc. is the sole vendor that supports the current telephone / digital logging system in the Communications Center; and WHEREAS, SBC, Inc. only distributes, supports and recommends the "Magic comprehensive call analysis and reporting system." and WHEREAS, the Bakersfield Police Department has received grant funding from the Department of Justice's Edward Byrne Memorial Justice Assistance Grant and the City Council has approved the spending plan to purchase and implement the "Magic" system; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and incorporated herein by reference. 2, The work, supplies, equipment or materials can only be reasonably obtained from one vendor because of restricted availability of such work, supplies, equipment or materials. 3. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20,060 of the Bakersfield Municipal Code, 4, The expenditure of funds for said work, supplies, equipment or materials shall not exceed Forty-Four Thousand Dollars ($44,000.00), <{ \)?htÝr _______()()()_______ C) '~ >- /T' I::- r-.' t..)
