RESOLUTION OF APPLICATION OF THE COUNCIL OF
THE CITY OF BAKERSFIELD PROPOSING PROCEEDINGS
FOR ANNEXATION OF TERRITORY TO THE CITY OF
BAKERSFIELD IDENTIFIED AS ANNEXATION NO. 299
(WIBLE NO. 6).
WHEREAS, the City of Bakersfield desires to ]propose a
change of organization, to wit, the annexation to the City of
Bakersfield of the hereinafter-described territory, pursuant to
Section 35140 of the Government Code of the State of California.
NOW, THEREFORE, BE IT RESOLVED by the Council[ of the
City of Bakersfield that it hereby finds and determines as follows:
1. That the City of Bakersfield hereby proposes the
annexation to the City of Bakersfield of the territory described
in Exhibit "A", attached hereto and made a part of this resolution
as though fully set forth herein.
2. That a map of the territory proposed to be so
annexed, marked Exhibit "B", is attached hereto and made a part
of this Resolution as though fully set forth herein.
3. That a Plan for providing services within the
affected territory of the proposed annexation, in accordance with
the provisions of Section 35102 of the Government Code, is marked
as Exhibit "C", attached hereto and made a part hereof as though
fully set forth herein.
4. That this proposal for change of organization, to
wit, annexation, is made pursuant to the Municipal Organization
Act of 1977 (Part 2 of Division 2 of Title 4 of the Government
Code of the State of California, commencing with Section 35000
thereof), and it is requested that proceedings be authorized for
annexatioD in accordance therewith.
5. That the reasons for the proposed change of organiza-

Would city require any upgrading or change in facilities to serve affected terri-
tory (roads, fire hydrants, mains, etc.)? If so, would city o_~r residents be
responsible for financing? The City will not require any upgradinF or changes
in existing facilities. Should the residents of Wible #6 want area wide street
lights and sewersf'the City would assist them in establishin~ a public improve-
ment district to finance installation of these improvements.
Indicate and exp'lain existing zoning in affected territory. See attached zoning
map 1£3-11. ]'he area is primarily zoned R-1 (One Family Dwelling). The northwmst
corner of the intersection of Wible Road and Planz Road is zoned C-1-D (Neighbor-
hood Commercial). Zoning upon annexation will be R-1 and C-1-D.
Indicate and explain proposed prezoning in area. (List effects on present land
use that would occur as a result of annexation such as maintenance of livestock
on property, etc.) Wible #6 is fully developed into 140 R-1 lots and 1C-1-D lot.
The City R-1 and C-i-D pre-zoning are compatible and consistent with the existing
zoning and with the adopted Metropolitan Area General Plan. There would be no
e~fect on the present .land use.
VII.
List city services that area will directly or indireccay benefit from such as
decrease in fire insurance rate, shorter emergency response time, use of com-
munitX facilities, etc. City police should be able to respond in a more timel7
manner than the precent Comity Sherrif and State llighway Patrol. Current City
Police staudard is 1.65 sworn ef£icers per 1,000 population compared to the County
standard o~ 1.15. The City will provide street maintenance which includes street
sweeping and street lighting. Refuse service will be provided by the City and
will result in savings to the home owners within this annexation.

The proposal is to annex a 30.84 acre County island located on the northwest
corner of Planz and Wible Roads to the City of Bakersfield. The island is
entirely developed into 138 existing R-1 homes and into I C-1 neighborhood
market.
