RESOLUTION NO. 9-85
A JOINT RESOLUTION OF THE CITY COUNCIL AND
THE PLANNING COMMISSION OF THE CITY OF
BAKERSFIELD COMMITTING THEMSELVES TO DEVELOP-
ING A DOWNTOWN REGIONAL RETAIL SHOPPING
CENTER.
WHEREAS, the City of Bakersfield has been identified as
the fastest growing City in the State of California for the past
two years; and
WHEREAS, the metropolitan area of Bakersfield is in
need of a major regional retail shoppinq center; and
WHEREAS, downtown Bakersfield is accessible from all
parts of Kern County through freeway access routes; and
WHEREAS, the City Council of the C~ty of Bakersfield
and the Planning Commission of the City of Bakersfield recognize
that the downtown area of Bakersfield is ideally suited for a
major regional retail shopping center; and
WHEREAS, downtown Bakersfield is easily accessible from
all parts of the metropolitan area; and
WHEREAS, downtown Bakersfield has been designated as a
redevelopment project area; and
WHEREAS, the City of Bakersfield has completed three
redevelopment projects in the area and now seeks to commence a
regional shopping center project; and
WHEREAS, the City of Bakersfield has experienced strong
growth in both per capita income and population that would support
additional major retail development; and
WHEREAS, a recently completed marketing analysis indicates
an exceptionally strong market for additional major retail in the
central City.
NOW, THEREFORE, BE IT RESOLVED by the City Council and
the Planning Commission of the City of Bakersfield that these
bodies are fully committed to the immediate and rapid development
of a major regional retail shopping center' in downtown Bakersfield
and will strive to promote such development in the most expeditious
manner available.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield and
the Planning Commission of the City of Bakersfield at a joint
meeting thereof held on the 6th day of February, 1985, by the
