3. CONSENT CALENDAR
a. Minutes of the September 12, 2005 meeting for approval.
b. Approval of department payments from September 2,2005
to September 29, 2005 in the amount of $960,360.41.
c. Amendment NO.2 to Agreement No. BRDA03-005 with
GRC Associates, Inc. for $15,000 for consultant services
for the Village at Baker Street.
Staff recommends approval of Consent Calendar items 3.a.
through 3.c.
4. REPORTS
a. Update status of the sale of 1,280 surplus acres of City
property commonly known as the 5,000 acre Southeast
Farm.
Staff recommends acceptance of the Report.

NEW BUSINESS
a.
A Resolution of the Bakersfield Redevelopment Agency
approving the Update Replacement Housing Plan for the
Old Town Kern Mixed-Use Project.
Staff recommends adoption of the Resolution.
b. A Resolution of the Bakersfield Redevelopment Agency
approving the Amended Relocation Plan for the Old Town
Kern Mixed-Use Project.
Staff recommends adoption of the Resolution.
c. California Housing Finance Agency (CaIHFA) HELP Loan
for the Southeast Bakersfield Redevelopment Project Area:
1. Infill Housing Construction Master Agreement with
Hybrid Construction regarding acquisition of
property and construction of affordable housing in a
total amount not to exceed $150,000 per unit with a
minimum of four
units.
Staff recommends approval of the Agreement and authorization for
the Economic Development Director to execute site-specific
agreements upon initiation of the project.
