A RESOLUTION DISPENSING WITH BIDDING PROCEDURES DUE TO
EMERGENCY REPLACEMENT OF ENGINE/GENERATOR AT
WASTEWATER TREATMENT PLANT 2 IN AN AMOUNT NOT TO
EXCEED SEVEN HUNDRED THOUSAND DOLLARS ($700,000.00).
WHEREAS, Wastewater Treatment Plant 2 operates two engine/generators that
treat all incoming sewage and utilize digester gas produced on-site to generate
approximately 80% of the electrical power required to operate the plant; and
WHEREAS, a catastrophic mechanical failure on one of the two existing
engine/generators has forced the plant to operate only one engine/generator and
purchase additional electricity from PG&E (approximately $1 ,000.00 per day); and
WHEREAS, in the event of a power failure and in order to effectively treat
sewage, both engine/generators must be operating simultaneously; and
WHEREAS, Caterpillar Company has an engine/generator that can be
purchased and installed on an expedited basis.

NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. The above recitals are true and correct and incorporated herein by
reference.
2. The City Council hereby determines that based on the above recitals
necessary equipment (an engine /generator) must be purchased and
installed immediately to guarantee Wastewater Treatment Plant 2 can
effectively treat sewage in the event of a power failure. Therefore, its
immediate purchase and installation is of urgent necessity to preserve the
health of the community.
3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
