A RESOLUTION OF THE COUNCIL OF THE
CITY OF BAKERSFIELD APPROVING
PROPOSED CHANGES TO WARD
BOUNDARIES AND DIRECTING STAFF TO
PREPARE AMENDMENT TO ORDINANCE
WHEREAS, the Charter of the City of Bakersfield, Article II, Section 3 provides
that the City of Bakersfield shall be divided into seven political subdivisions which shall
be known as wards and that the same shall be established by ordinance and altered
from time to time to reflect as nearly as possible equal population; and
WHEREAS, State law provides that when altering ward boundaries to reflect the
near equal population threshold, four categories should be considered: topography;
geography; cohesiveness, contiguity, integrity and compactness of territory; and
community of interest; and
WHEREAS, above all, the boundaries are to reflect as nearly as possible one-
man, one-vote; and
WHEREAS, this Council has considered a number of options designed to
achieve the population balance.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and are incorporated herein by
reference.
2. The Council hereby adopts the new ward boundaries as reflected on the
attached Exhibit "A."
3. The non-contiguity of Ward 3 is outweighed by the fact that said Ward will
soon be contiguous because of annexation and the fact that all Wards reflect nearly
equal numbers of voters.
4. The Council hereby directs staff to prepare the appropriate legal
descriptions of the ward boundaries reflected in the adopted option and to prepare an
amendment to Chapter 1.2 of the Bakersfield Municipal Code to reflect these newly-
drawn boundaries.
