WHEREAS the immediate preservation of the public safety
demand the enactment of an emergency ordinance defining 'the congested
district for the purpose of regulating travel and traffic upon and the
. ..use of the public streets therein,
NOW TEEFOE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
B~KERSFIELD, aS follows:
SECTION 1.' That Section 1 of Ordinance No. 354 of the City of Bakersfield
entitled., "AN ORDIN~j~CE REGULATING TRAVEL AND TP~FFIC UPON AND THE USE
OF THE PUBLIC STREETS OF THE CITY OF B~/{ERSFIELD; PROVIDING A PENalTY
FOR VIOLATION THEREOF, ~2qD REPEALING ORDINANCES N0S. 203, 295 and 336
~3D ALL E~EN_Ui~ITS THEETO", be and the same is hereby ~nended to read
as follows:
SECTION 1 (a) The following terms, whenever used in this Ordinance, ex-
cept as otherwise specifically indicated, shall 'be deemed to .have', and
shall be held to include each of the meanings respectively set forth
in this section, and any such term used in the singular number shall be
· held to include the plural.
(b) STREET: .'.Every avenue, boulevard, highway, roadway,

or under the jurisdiction or control of the City.
(c) CURB: The lateral boundaries of that portion of a
