hereby amended to read as follows: "'-
SECTION 9 '~" :
Every license remaini~ unpaid a% the close of the fi'fteen-'
th day 6f the month in which said license is issued, or a renewal
thereof'is due, whether monthly or quarterly, a peaalty of ten per
cent (10~%) of the amount of said. license shall be added thereto,
and said. ShUn shall be collected. and. payment thereof enforced in the '~.~
same manner as other license fees are collected and payment thereof
