SECTION 1. That any person. firm' or corporation may engsge in the independent business of, or the independent collecting, haulir~. or of rubb'sh disposal/within ~e City of Bakers'field subject to the conditions heroinafter provided. SECTION 2. (a) to be any person. wan Independent Rubbish Collector' is hereby defined firm or corporation collecting or making the business of collectin~ rubbish in the City of Bakersfield other .than Rubbish Collector as defined and provided for'in Ordinance No. ~../.' .New Series of the City of Bakersfield. ' (b) For the purpose of this Ordinance, ~ubbishsshall. mean and include all combustible and non-combustible waste and refuse matter, excepting garbsge, ordinarily accumulating in and about residences3, flats, buildings, apartment houses, lodg,ing houses, hotels restaurants, eatin~ houses, stores, shops, offices and other public buildir~s,, and among other things it shall· include tree trimmings, grass cuttings and dead plants and weeds, but shall not include Brick mortar or other debris incident to the construction or demolition of buildings. · (o) For the purpose of this Ordinance,.. "combustible rubbish'. shall include paper. pasteboard.. carpets. rags. clothing.' books. boots. shoes, straw. packing. barrels. boxes, furniture and other similar articles that will cinerat'e thro~. contact,with "flames of ordinary temperature. SECTION 3. SECTION 7. That. said independent rubbish collector shall at all times convey and carry said rubbish so collected and do protected the same that it does not sift, blow or'become scattered upon any Stre. e..t .- all'ey or.adjoinir~ lands and premises; that all rubbish so collecte~ must be carried outside the City Limits of .the City of Bakersfield'. and there disposed of upon premises owned, leased or under the con-. such'a "troi of ·said rubbish collector and must be disposed of in way as not' to be any danger to public health o~ safety. BEeTION 8. That any person engaged in the independent collection of. rubbish as heroinbefore provided must not collect rubbish .from any dwelling house, flat buildin6, apartment house, hotel, restaurant," eating.house, lod6in6 house, store, shop, office or 4~ther public ' building in the City of Bakersfield without first' obtainin6 the per- n~ission in writin~ so to do from the owner, e6ent, .man~6er cr tenant of such dwelling house fiat buildir~, apartment house, hotel, res- taxrant, eatir~ house, lodging house, store, shop, office or other public building. A copy of such permission shall be delivered.by such independent rubbish collector to the.manager or custodian of the .City Bump Yards. SECtiON When' such consent or permission has been so obtained said independent rubbish collector must remove and dispose of all rubbish ~cc~mulating on all said premises and must remove the s_-_me before the rubbish so accumulated has become a menace to public health .. safety. . ...
