BE IT ORDAINED BY THE COUNOIL OF THE ·CITY OF BAKERSFIELD,
as follows:
PLU~BING INSPECTOR.
There shall be a Plumbing Inspector for the City of
Bakersfield, appointed by the City Manager, in .accordance with

perf6rm the duties of his office. and such 'assista~.~Plumbing
Inspectors shall, whi~e acting as such, be. under the direction
and control of the Plumbing Inspector.
CO~PENSATION.
SECTION 3.
The' compensation to be paid to'such assistants as may
be legally authorized and appointed, shall be fixed at a sum
equlvalen~ to 8~% of the salary of the Building and Plumbing
Inspector, for each assistant ao appointed, ·and shall be paid
at the s~e time and in the same manner as the salaries of all·
officers and employees of said City are paid.
SECTION 4.
REPORTS OF ASSISTANTS.
All reports required to be made by Assistant Plumbing
Inspectors, either by this ordinance or the Charter of the City
of Bakersfield, or the ~ules .and'. regulations adopted by the
City CounfJ,.l of thel City of Bakerfsield, shall be made ~.J~'.r..iti~.,:~.~...
SECTION 5.
by such plumbing inspectors, to the Plumbing'Inspector, who .shall
submit the same to the City Manager.
BADGES'OF INSPECTORS.
The Plumbing Inspector and Assistant Plumbing Inspectors·
shall wear appropriate badges of office such as may be prescribed
by the Council of the City of Bakersfield, and shall upon the
exhibition thereof, have the right and privelege of entrance to
any and all places in the City of Bakersfield for the purpose
of performing the duties'of their office.
PO~'~RS AND DUTIES.
SECTION 6'-
The Plumbing Inspector or AsSi~%ant. Plumbing InSpector
shsll have the power, and it shall be their duty, to enforce the
prov-isions'0f this o~dihanCe and all ordinances, rule~.'and regu-
lations of the City of Bathersfield, rela-ting to 'the·installation,
removal, alteration, repair or maintenance of plumbing, and to do
and perform such other acts as may be required of them by the
COUncil of the City of Bakersfield.
It shall also be the duty of said Plumbing Inspector or
Assistant Plumbing Inspectors, to inspect and examine at suchr
times.as may be reasonable, any and all'plumbing which has here-
tofore, or may hereafter, be installed in said City to the· end
-tha~ the-same 'shall- be maintained in.'a-proper:and-s~nitary-
condition., public health and safety secured and preserved, and
.substantial justice done.
SECTION
REPORTS OF PLUMBING INSPECTOR.
The Plumbing Ins,~ector shall on the ls_~t ~day .of each and
every mo~th after his appointment, .submit in writing a ·monthly
report to the City Manager which said report shall Set forth the
following:
~ The' number of plans and specifications· rec~eived for
exam~ination;
The number approved after examination; '.:.j~l..~ ·
The number disapproved and rejected after·'~i'nation;
of this o~dinance and the rules prescribed for the instal-
lation, alteration, repa~.~s or maintenance.· of plumbing;
The number of violations of any other 'ordinance of the
City of Bakersfield pertaining to plumbing or other
sanitary matters;
And any and all other matters which may from time to
time be required by the City Manager, or the. Council of
the City of Bakersfield, and which pertain to matter~
concerning plumbing, sanitation or drainage within the.'·
City of Bakersfield.
ABATF~ENT OF NUISANCES.
SECTION 8.
iet shall be the duty of the Plumbing Inspector immediately
upon ascertaining the existence of any plumbing or system of
plumbing or drainage or lack of plumbing Which is, or is likely
to become, dangerou~ or prejudical to public health, or which
is or is l~kely to become unsanitary or ~'pu~tic ~uisance,
to notify the person or persons responsible for the same to
remove, repair or correct such plaumbing or' systems of plumbing
or drainage, or to abate such nuisance; such notice shall be in

In the event said Plumbing Inspector sha~e' compelled

Any person or persons who shall maintain any plumbing-

PLANS AND PERMITS.
SECTION lO.
It shall be unlawful for any .person, firm or corporation,
directly'or indirectly, to cause to be done-any plumbing work,
or any work on any plumbing in any building in the Ci.ty o:f
Bakersfield without first securing a permit therefor from the
Plumbing 'Inspector of the City of Bakersfield as in this ordinance
provided. The person,. firm or corporation proposing to do
perform any such work shall .first file with said .Plumbing'
Inspector a plan or drawing, together with a description and
~-. ..
such othe:~ information as may be required by the Plumbing Inspector,
slyowing clearly the proposed work, construction, alteration, or
repair, 'together with an application in writing signed by such
person, firm or corporation proposing to do or perform said work
for a permit so to do.
Upon the filing of such application and such plan or
drawing, together with a description of such proposed work, it
shall be the duty of the Plumbing Inspector t0 examine the same,
and in the event the said work is proposed to be done in accord- "
with the.provisions of the ordinance of the City of Bakersfield
and the laws of the State of California, applicable within
the' City of Bakersfield, said Plumbing Inspector shall endorse
his approval thereon, and issue a permit to such applicant
In the event it. shall appear that said work is prope~d.to be
done in such manner that it will not conform to' or be i-n accord-
a. nee with th~ ordinances and regulations of-the City of Bakers-
field, and the laws of the Stat'e of California applicable within
the City of'Bakersfield, then it shall be the'duty of said
Plumbing InSpector to reject said pl.ans or drawings and'refuse
'said permit, stating briefly in writing his reasons for so re-

or deviation therefrom shall have been first submitted to the
Plumbing Inspector and app~ved by him.

issued to any person, fihn or corporatio~ who or which has failed
to'comply with the provisions .of this ordinance or who has not
procured.the issuance to him or it'of. the certificate and license
to perform plumbing work within the City of Bakersfield as Herein

.'.SECTION~ ll,
Provided, however, that the provisions of this ordinance
requiring the i~sUance of a permit to perform public work as
herein specified, shall not be construed tO include or require
the'issuance of any 'such permit for the. ~epair of leaks, faucets,
breaks in pipes or stoppage' of the same,

Provided, that no person, firm or corporation who or~ich shall
commence any plumbing work for which a permit is required under
~his ordinance without first· obtaining a permit therefor, if
subsequently allowed to take out such permit, shall be required
to pay therefor double the fee herein provided for such permit.
Provided that the provisions 'of this ordinance relative to such
double fee shall have no application to emergency work when it
shall be established to the satisfaction of the Plumbing Inspec-
tor that such work was necessary and that it was impracticable
to obtain a permit therefor prior to ~ts commencement.
FIRST INSPECTION..
SECTION 12.
~en the roughing in work has been completed accor~in~ to
the approved plans, and before any such. work has been c~'vered or in
any way concealed from view, it shall be the duty of the person,
firm or corporation for whom the plumbing permit Was issued, to
notify the Plumbing Inspector that said work is ·ready for inSpectiom.
It shall thereupon be the duty of said Plumbing Ynspector to thoroughly
inspect said work and to require whatever tests may be necessary··to
enable s.aid 'Plumbing Inspector to determine' whether '~a~ wo'rk has
been properly installed, In the event that any of said work shall·
not be properly installed said Plumbing Inspector may direct ·the
person, firm or corporation to whom said permit was'
issued and who installed said work, to :'~'
correct or remove said defective work,

In the ConStruction of buildings in Which the bottoms

FINAL. INSPECTION.
SECTION 13.
Application for final ...inspection shall be made ·by the
per'son, firm or corporation to whom the plumbing permit shall
be issued, within ten days (10) after the oompletion of the work.
Any person,· firm or corporation failing t·o apply for said final
inspection within said period of ten days (10), shall be deemed
sufficient cause to have his license suspended for such length
of time s.s the said City Manager may deem proper. No Master
Plumber shall construct or alter any system of plumbing during
the ~U.eriod of his suspension.
FINAL CERTIFICATE.
SECTION 1~.
Upon the completion of the final inspection of said
plumbing work, and if the same shall have been installed in a
proper manner and in'~cordance with the plans and specifications,
it shall be the duty of the Plumbing Inspector to issue a final
certificate. of approval of such work; and it shall be unlawful
for any person to reside in, let, rent or hire any building here-
after bdilt or constructed for business or residence purposes,
of said Plumbing InspeCtor shall have been issued by said ·Plumbing

Inspector, and the finished plumbing in s_aid building or structure
approved by him.
SECTION 15.
It shall unlawful for any person, firm or corporation
engage in the business of Master 'Plumber, or to do or perform
work in the City of Bakersfield, without first having complied with
the provi:3ions of this ordinance by securing the license heroin
provided for, and paying the fee for busines's license as prescribed
in Ordinance No. 92 New Series; provided, however, that a temporary
permit shall be immediately issued to an applicantswhich tempo'rary
permit shall entitle the holder thek~eof to .do plumbing work, ~uch
temporary permit shall be revoked as ·soon as the holder thereof~has
been accorded an opportunity of appearing before the examining bo~ard
for examir.~ation, ~hould the holder,.. of a temporary permit fail, neglect,
or refuse, upon proper written notification, to appear before the
examining board,the temporary permit shall be at once revoked and
cannot be renewed' except by a majority ~ote of the. examining board..
Any-a~pplicant who presents undoubt'ed evidence· to the examinin board
~that he has been engaged in plumbing w~rk for. a period of five
years in a city or cities of at least the same size as that of .the
City of BakerSfield, ma~ be ~iven a~.license or certificate to. do
plumbing work in the City of Bakersfield without further examination.
Provided further that northing in this ordinance· shall be construed·
as· prohibiting an owner from doing plumbing work on his own premises
if such work meets the requirements of this o~_dinance. .-'.' ~. -.

A Master Plumber is any person, firm or corporation who or

EXAMINING BOARD.
An examining board shall be appointed by the City Manager
of the City of Bakersfield to examine applicants for plumber% licenses
or certificates concerning their experience 'and qualifications to
engage in the business as Master Plumbers or to act in the capacity.

It shall be the duty of said Examining Board at such reason-

REGISTRAT ION.
SECTION 20.
as, a master or journeyman plumber in the City of Bakersfield,

or any person/perfOrming plumbing work within. said City of
Bakersfield., or making any connection with soil, waste, vent
or sewer pipe, shall appear at the office of the Plumbing In-
spector of said City and register his name, address, place of
business?age an~ nativity. Such registration shall be made
on blanks furnished by the Plumbing InSpector, and signed and
sworn=tb·by the party so registering.
.. It shall be Unlawful for any apprentice or plumber~·
helper to .perform Plumbing work in making any connections
with soil, waste, vent or sewer .pipe, unless a journeyman
plumber shall be in direct charge of'sUch work.
· · It shall be unlawful for any master plumber to lend
his registration to·any person or persons, or·take out plumb-
ing permits at the office of the Plumbing Inspector in his
name .for the use of any person, firm or corporation not reg-
ularly registered; and a violation of the provisions of this
'section shall constitute sufficient' ground for a revocation
~"~e lioen~"~SUed"to such master. plumber.
Every person, firm or corporation engaged in business

TERM OF LIC'ENSE.
No license shall b.c. i~ssued authorizing any person',
firm or corporation tO engage in business as, a master plumber
for more than a period of one (1) year,. or for the uneX~i~ed
portion thereof~ and all licenses shall be issued to expire
on the 30th, day of ~une of each year, unless sooner. revoked.
Upon the expiration of the yearly license,'each Master Plumber
shall be required within thirty (30) days to be again register-
ed and file a .new bond as required by the provisions of this
ordinance. Upon so registering and filing Such bond,. a renew-
al license shall be issued to such Master Plumber without ex-
amination.
It shall not be necessary for any new licensed Master
or Journeyman ~lumber, or any plumber having successfully
passed one !~xamination fo~ .a plumb'e~'s license or certificate
in the City of Bakersfield, to be again examined under the
te~ms of this ordinance.
CORPORATIONS.
SECTION
In the event the applicant for a Master'Plumbe..~'s
license shall be a firm or corporation, such applicant shall
designate some member of said firm of corporation, or some
stn:ckholder 'the?ein, .or a duly appointed and authorized agent
of sai~ firn or corporation, to take said examination on be-
half of said firm or corporation, Such person so designated
corporation has been issued a Master PlUmber's
City of. Bakersfi'eld as herein provided.
· shall be in actual charge of the plumbing business conducted by
such firm or camepotation; and it shal'l be unlawful for any firm
or corporation to engage in busin.ess asia Master Plumber unless
the person in charge of the plumbing business of such firm or

SECTION 93.

furnish a surety bond to the City of Bakersfield in the sum

It shall be the duty of every Master Plumber to display

pipes must be as direct as possible, excepting as provided in
.these rules. All changes in the direction of sewer, drain,
'soil and.waste pipes shall be made with Y branches 1-16, 1-8. or
1-6 bends. Offsets may be used,. provided the angle they rep-
resent is not more acute than that.presented by a 1-6 bend.
'Where, under these rules, cast iron pipe is allowed,
no double hubs, double hub fittings, or inverted Joints shall be
allowed below the water line; the~ may however, be used on the
vent~ ~eit~jr brass, wrought or cast iron sleeves are allowed
in any case. Straight crosses, bands and saddles are p~ehibited..
Four by two, or any other heel outlet fitting, will not be

SEPARATE SEWERS,
SECTION 30.
Every house and building must be separately and in-
.dependently connected with the .street sewer, except in cases
where there may be a house in the rear of the lot. In this case
it may be connected with the sewer of the house in the front,
'prov'~ded the old sewer will S~tisfactori.ly stand the test.
A house or building shall be defined as an architectural
structure covered by one roof and enclosing walls. Porches,
or the continuation of porch roofs from 'building to building,
'shall be Considered as a portion of the main structure.
DRAIN.
SECTION 31,

and for three feet beyond the front or b&ck wall, or any Wall,
shall be of a good'quality, known to the trade as standard Cast

SECTION 32.
SEWER.
All ·house sewers hereafter constructed shall be either
cast iron or vitrified ironstone of good quality, ·of not less
than four inches (4") in diameter; a house sewer is that portion
of the drainage system that extends from the-main sewer or other
place of sewage disposal to a point not less than' three feet
outside of the foundation wall.
A cleanout fitting Ahall be· placed in the house sewer
as to be accessible at intervals not 'greater ~han' one-hundred feet
along such sewer.
It shall be unlawfUl to do any act or thing which may
impede or obstruct.the flow of any house sewer or interfere with
the free discharge or ventilation thereof, or clog up.any appur-
tenance thereof. Roof or surface water shall not be permitted.

HOUSE DRAIN.
SECTION 33.
House drain is the term applied to. the main horizomtal

Bell traps are prohibited. A range of urinals. may be
the approval of the pl~bing inspector.
SECTION
SLOP HOPPERS AND SINKS.
Slop Hoppers or sinks shall be of iron or glazed 'earthen-
ware. When se~ upon the floor, must be connected to the waste
pipe with lead pipe wiped on to a brass ferrule, the same to be
caulked with molten lead, or they must be connected with an approved
iron o~ brass connection. No slop hoppers excepting enameled
iron or earthenware hoppers or scrullery sinks allowed inside any
part of the building. All slop hoppers and scullery sinks shall
be provided with suitable traps of not less than two inches in,
ternal diameter.
The ~aste and ventilating pipes in connection with
chemical laboratory plumbing, and all waste pipes and ventilating
pipes receiving the discharge of fixtures in which acids are used
or which are intended for such use, shall be constructed of
extra heavy case iron pipe and shall be exposed

SAFE WASTES.
SECTION 61,
Every safe waste under a bath, basin, tank.or other:
fixture must be drained by a special pipe of lead or galvanized
wrought iron or steel pipe, of a diameter not less than one inch
bor~, and in no case shall it be connected directly to.~ny soil
drain, sewer 6r vent pipe, but made to discharge outside the
building or be satisfactorily and indirectly 'connected.

SECTION
Wastaged. discharging from dentist cuspidors, and
drinking fountains, which conect with the plumbing system by
waste pipes must-be trapped and ventilated. The waste pipe may be
i~ inch for a distance of twenty feet, 'and the tsap and vent
may be of the same size; provided, however, that trap shall not
be set.more than five feet away from b~se of dental chair.
Wastage discharging from.beer pumps, and which connect
wlth the plumbing system, must be connected to and with said
system through either a regular and properly connected branch
fittin~ or throught a properly drilled and tapped orifice cut

are not of ironstone, must have all openings stopped and be
filled with ~'ter. The Plumbing Inspector has the right to.·
demand.s~ch water or other test to'ironstone·as he may deem
nece~ary. When a s~stem of plumbing has ~een tested in 'sections,
then.there Shall be another test made after the various·lines
have been connected toge~ther, and this last test shall be with
wat~ 'pressure equal to a column ten feet abOVe the lowest point
of the.·'S'ewer or drain located within the premises.· The smoke
or p~ppermint test shall be made at any time. whereever demanded
by the Plumbing Inspector, but a water, smok8 or peppermint

premises erected hereafter. When water closets are supplied
from tanks, the down or flush pipe shall in no case be less than

When a water closet is connected to the soil pi~'~':'by and
th~ugh a lead bend, then the outlet side of the bend must be
properly wi.ped to'a heavy red brass ferrule and the ferrule be
properly caulked into the receiving hub. 'Ferrules to weig~'~'.~

When a water closet is .not connected to '.the soil pipe by
a lead bend,, then it may be connected. by and through a lead pipe
extension which shall be properly wiped to a heavy-red b~ass
ferrule, and the·ferrule be properly caulked i~to the receiving
hub. When, under the two preceding paragraphs of this section
closets are connected by and through'lead pipe, they shall be
set in putty mixed with red lead and put linseed oil. When
water closets.are connected otherwise, then the connection must
be made With an approved adjustable and threaded, or threaded·
-and.·-caulked, floor. flange connection. In·no 6ase shall either
brass or iron· sleeves be allowed.

When water'closets are Sq. constructed that .~he'trap is
a part of 'the closet, then they mu&t be of all earthenware
enameled iron, or a combination of these materials. Wall
water closet receivers must be of either earthenware or of '.~-
enameled iron; no stone, cement, brick, wooden, or other porous·
substance ~ill be permitted to be used. Th~ shall apply to
both single water· closets and closets built in series of ranges.
All closet floors shall have suitable floor joists'so as to make
solid foundation for closets. All closet tanks discharging·
through one and One-~uarter inch·flush pipe. shall be at least five
feet and six inches from the floor ·and more if possible.
RATIO..OF WATER 'CLOSETS.
SECTION
Each tenement, flat and store must be provided with
not less than one water closet. In all places of employment
where men and women are employed, separate' and ~ufficient water
closets shs. ll be provided for~the'males and~females,~ as requi~ed
b~.theSe rules and.regulations. "'The wate~ closets provided
for males shall be plainly marked "Men's Toilet" and the water
closets provided for women shall be plainly marked "Women's Toilet"
In all .places of employment coming under the above sec-
tion not less than one water closet shall be provided for ever-y
twenty-five m~les. or lesser number, not less than one water
.-closet-.shaXl be.provided for ever~ twenty-five females,-or. le'~e~
number'~ and these water closet facilities shall be provided.
Upon at least every second story. Where-there are employees in
a basement, such basement shall be considered as being one story.
· -. In lodging hous.es or hotels, hereafter erected· or altered,
.~.here shall be pr6vided not less than one water cl~oset- for ·every
twenty-fiw~ females or ·lesser number, and not less than one water
closet for every twenty-five males or lesser numbe~. The number
of. water closets required shall be determined from the number of
lodging quar.t~rs providing in said lodging house or hotel. In

SECTION '73.
No soil, waste, leader or vent pipe of any kind shall
be built into brick, stone or 'concrete walls;'.when necessary
to concela pipes of this class, 'theymust be run in suitable
reveals or recesses.
SECTION 74.
CESS*POOLS.
No person shall construct or maintain or ·cause to be
constructed or maintained any privy or privy vault within the
City of Bakersfield. A cess-pool may be constructed or main-
tained within the City of Bakersfield, provided, however, if the
premises upon which the cesspool is located is within two hundred
feet of a lateral sewer line then in that event the drainage system.
Of said premises must be connected with said sewer line to the
approval of the Plumbing Inspector of said City.
SECTION 75.
VIOLATIONS - PENALTY.
Any person, firm or corporation who or which shall
maintain or·pemnit ~pon his or its premises the maintenance of
any nuisance specified herein or which may not be so specified,
or who shall violate or.permit upon their premises the violation
of any provisions. of this ordinance, or any person, firm, or
c6rporatiOn ·violating or wil~Ully non-complying with any of the
provisions of this ordinance, is guilty'of a misdemeanor, and upon
conviction thereof Shall be punished by a fine not exceeding three
hundred dollars ($500.00) endimprisonment in the County Jail of
Kern,County not exceeding one hundred and eighty days (18~), Orb
by both such fine and eimprisonment.
ORDINANCES REPEALED.
