AN ORDINANCE REQUIRING A WRITTEN PERMIT TO BE'
ISSUED BY THE CITY MANAGER 0F THE CITY 0F BAK~
ERSFIELD, TO ANY PERSON, FIRM, ASSOCIATION OR
CORPORATION, ENGAGED IN THE BUSINESS OF CONDUC-
TING TEN SHOWS, CIRCUSES, CARNIVALS OR OTHER
SIMILAR 'ATTRACTIONS OR CONDUCTING A PARADE OR
EXHIBITION IN THE CITY OF BAKERSFIELD AND PRO-
VIDING A METHOD OF SECURING SUCH ~.VRITTEN PERMIT
AND PROVIDING A PENALTY FOR A VIOLATION THEREOF.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF BAKERS-
FIELD, as follows:
SECTION 1.
It shall be unlawful for any person, f~rm, association
or corporation to conduct in an open air theater or in a tent show,
~ny vaudeville', comic, dramatic or operatic productions or motion
pictures as an independent business and not as a part of any other
business or entertainment, without first securing a written permit
as herein provided.
SECTION 2.
It shall be unlawful for a person, firm, association or
Corporation, to maintain, conduct or present, a carnival, circus,
caravan or menageries, or any collection of animals, or other
acrobatic performance, panorama figSnee, jugglers, necromancers,
.magicians, wire or rope dancerS, slight of hand exhibitions, freaks
or attractions grouped'under similar headings, dancing shows, negro
minstrels or any othe~ similar attractions carried by carnival
organizations, or'flying horses, merry-go-rounds or ferris wheels,
exhibitions or sideTshows, in any ~ent or open air theater in the
City 6f Bakersfield, without first securing a written permit as
provided herein.
'SECTION 3.
.... '--- I~"shall-be-unlawful for any person, firm, association
or corporation engaged in exhibiting or conducting any of the above

named attractions, as set forth in Section/2 hereof, to parade or
.exhibit~ themselves upon any publi'c street of the City of Bakers-
f~i~.ld without first securing a written permit' as provided herein.
SECTION
The written permit, as mentioned·herein, shall be granted
by the City. Manager of the City of Bakersfield at his discretion
upon such terms, conditions and stipulations as he, in the exercise
Of'his discretion, may decide. ·.
SECTION 5.
Applications for the above mentioned written permit
~ust be made on forms to be furnished by the City. Manager of the
'said City and said applications shall contain the following:

or parade or exhibitions will be .held or Conducted.
Second ~ The name of the person, firm, association or corpora-
· tion,~' ~Who is conducting such attractlore or parade or exhibitions.

Third - That the applicant' agrees that the/permit to show,
exhibits' or'parade itself or themselves, may be revocated upon the
~ecommendation 'of the Chief of Police of the City of Bakersfield
by the ~.~ty ~ana~e'r of the City of Bakersfield,
when good cause is shown therefor.

SECTION 6.
No license shall be issued by the License Collector
of the City' of Bakersfield to any person, firm, association or
corporation·engaged in maintaining or conducting any of the
attractions as mentioned in this ordinance, without first securing
'a w~itten permit.aS provided for herein. ·°
SECTION V',
Any person, firm, association, or corporation violating
any of the provisions of this ordinance or wilfully'non-complying
with any of the terms, requirements or provisions contained herein,
shal. l:~·guilty of.-a misdemeanor, and upon conviction thereof shall
be punishable by a fine not to exceed five hundred ($500.00) dollars,
or by imprisonment in the County Jail for a period not exceeding
one hundred and eighty days (180), or by both such fine and
imprisonment.
