V~_HEREAS, the health, safety and welfare of the inhabitants of the City of Bakersfield require the passage of 'an emergency ord- inance sanending Emergency 0rdinsnce No. 345 New Series, BE IT ORDAINED BY .TH:,: COUNCIL OF THE CITY OF BAKERSFIELD, as follows: SECTION 1. That Section 2 of Emergency Ordinance No. 545 New Series of the City of Bakers field, passed and adopted by the Council of the City of Bpkersfield on the 12th day of May, 1950, entitled "AN ENERGENCY 0.~DINANCE ESTAh~.I,ISHING A PUBLIC POUND, PRESCRIBING THE PO~1ERS ~3YD T)BTIES OF THE POUPYDEEEPER, FIXING ~I~E FEES TO BE COLLETED BY HI~A AND THE DISPOSITI0i~I OF S Pi'~iE, A~D P hDV~DING A P.~NALTY FOR VI0- LATI0~ OF TI.~E PR0\/IS]'0:~YS OF 'i~xYS EERG.~ZNCY 0RDIN~'~SE, ~]D fiEPEALING OHDRiANCE N0. 322 NEW SERIES OF ~HE CITY OF BABEHSFIELD" be and the same is hereb.V amended to read as follows: SECTION 2. It shall be the duty of the poundkeeper to take and have cha~ge of the city pound and it shall be his duty to take and impound all animals found at large upon any street, sidewalk, lane, alley or other public place or unenclosed place within the City of Bakersfield, except dogs which have been regularly registered; and also excepting dogs under the age of six months, running with their mothers, fastened securely by a chain, rope, or leash, or confined within the private property of their owners; and it shall be his duty to take and impound all dogs found any place within the City of Bakersfield contrary to the provisions of this ordinance. SECTION 2. That Section 3 of Emergency Ordinance No. 345 New Series · ef the City of Bakersfield, be s~nended to read as follows: ..~:?' SECTI0~ 3. It shall be t~e duty of the poundkeeper to register each year, as soon as possible after the first day of January thereof, all dogs in the City of Bakers field, except dogs under the age of six months as provided for in Section 2 of this ordinance, in a book kept for that purpose to be known and designated as the "DOG REGISTER BOOK"; such registration shall contain a description suffi- cient to identify each such dog; and t~ye name and ad~.ress of the owner, if residing within the City of Bakersfield, and ~fnot, then the per- son having the care, custody and control of, or who has in his poss- ession or harbors said dog, togethe~ with the number and date of registration. For each dog so registered, as provided herein, there shall be charged the follov~ing sunus: For each female dog- $4.00 ~or each spayed female dog. ~ ~ ........... ~. 0 FOr each male dog ....... ~ . 0 Provided', however, that for each dog kept in or belong- ing to a kennel, the registration fee shall be one dollar ($1.00) for each and every dog in said dog kennel; and provided, further, that the minimum fee for registering said Dog Eennel shall be the sum of ten (:,~lO.00) dollars. SECTION 3. All ordinances or parts of o,.~dinances in conflict here- with are hereby expressly repealed. ..... o0o .....
