AN ORDINANCE REGULATING PUBLIC SPEAKING.
............. · VIDING A PENALTY FOR VIOLATION 'THEREOF.
BE IT ORDAINED BY THE COUNCIL OF TEE CITY OF BAKERSFIELD,
as follows:
SECTION 1.
It shall be unlawful for any person to deliver, or
announce or advertise that he will deliver a public address,
sermon, talk, oration or speech in any public street of the City
of Bakersfield; provided, however, that the City Manager may, in
his discretion, issue a permit to any person to speak in a public
street on any religious topic under the auspices of any church or
religious organization in the City of Bakersfield.
SECTION 2.
It shall be unlawful for any person to deliver, or announce
or advertise that he will deliver a public address, sermon, talk, ora-
tion or speech in any of the public parks, including the City Hall
Park, without having first procured a written permit from the City
Manager of the City of Bakersfield so to do.
SECTION 3.
It shall be the duty of the City Manager to issue said
permit to speak, upon written application signed by the person or
persons reques.ting said permit to speak, to any person or persons
applying therefor; provided no previous peanit has been issued to
any other person or persons to speak at the same time and place for
which application is being made.
SECTION 4.
Any person failing to procure such permit shall be guilty
of a misdemeanor, and upon conviction t hereof shall be punished by
a fine not to exceed three hundred ($300.00) dollars, or by imprison-
ment in the County Jail not exceeding ninety (90) days, or by both
such fine and imprisonment.

passed and adopted by the Council of the City of Bakersfield
