AN ORDINANCE REGULATING PUBLIC SPEAKING
IN THE 0ITY HALL GR0.XTND. S 0F THE CITY 0F
'BAKERSPIED AND REPEALING ORDINANCE N0.
$88 NEW SERIES OF THE CITY OF BAKERSFIELD.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF BAEERSFIELD,
as follows:
SECTION 1.
It shall be unlawful for any person to deliver, or announce
or advertise that he will deliver a public address, sermon, talk,
oration or speech within the City Hall Grounds or upon the public
streets of the City of Bakersfield.
SECTION 2.
It shall be unlawful for any person to deliver or announce
or advertise that he will deliver a public address, sermon, talk,
oration or speech in any of the public parks of the City of Bakersfield
without having procured a written permit so to do from the Manager of
the City of Bakersfield.
SEOTION 3.
It shall be the duty of the City Manager to issue said per-
mit upon written application therefor, provided no previous permit has
been issued for said purpose causing said speech to conflict with any
other meeting or assembly formerly called to be held at said park.
SECTION 4.
Any person violating any of the provisions of this ordin-
ance shall be deemed guilty of a misdemeanor, and upon conviction
thereof shall be punished by a fine not to exceed three hundred
($300.00) dollars, or by imprisonment in the County Jail not exceed-
ing ninety (90) days, or by both such fine and imprisonment.
SECTION 8. ..
Ordinance No, 368 New Seri'es of the Oity'of Bakers-
field and all ordinances or parts of ordinances in conflict
herewith are hereby expressly repealed.
