V~-IER~S, the welfare of the inhabitants of the City of Bak-
ersfield req-ires the passage of an emergency ordinance providing
for the temporary remission of delinquent ta~-~ penalties, costs and
interest, d~Lring the ~eriod ending June 30, 1936,
NOW TI~d:ff, r. FORE BE IT OF~AINED by the Council of the City
of Bakers field, as follows:
SE~TION 1.
The word "taxes" wherever used in this ordinance shall be
deemed to include all taxes and annual installments of public iraprove-
ment assessments charged on Rhe respective delinquent ta;: rolls af.*'ect-
ed.
In all cases where real estate has been sold to the City of
Bakers field on or before June 30, 193.5 for delinquent taxes, and the

City has not disposed of the s~re, the person whose -~state has been
sold, his heirs, executors, ad[m':_nistrators or other successors in
interest shall, at any time on or before the thirtieth day of June,
1936, have the right to redeem such property by paying to the City
Treasurer of the City of Bakers field the amount of taxes due thereon
at the time of such sale, and also all taxes that were a lien upon
said real property at the time said taxes became delinquent, and
also all unpaid taxes of every description assessed against the prop-
erty, together witty. all taxes that are a lien against the property,
for each year since the sale, as sho,~m on the delinquent assessment
rolls in the then permanent custody of the City Auditor, or, if not so
assessed,.. then upon. the value of the property as .assesSed i~ the year
nearest the time of such redemption, w::.th interest-on the whole amount
of such taxes at the rate of seven per cent per annum computed from

July 1, 1934, to the time of such redemption.
The provisions of this sectf_on shall be deemed to allow
the rede~lption of such real est~te, on or before the thirtieth day
of June, 1936, free from payment of any costs, interests (other than
the interest hereinbefore in th.-'.s section provided), penalties for
delinquency or redemption penalties, which may have accrued against
~aid real estate on or before June 30, 1936. The provisions of this
sectio~-~ shall have no application to the amount or rate of penalties
for delinquency or upon redemption, for taxes of the fiscal year
1935-36.
The provisions of this section shall not apply to redemption
of properties purchased from the City of Bakersfield at delinq~ent
tax sales.
SECTION 2.
In all cases v~here real estate has been sold to the city
on 'or before June 30, 1935, for delinquent taxes and the City has not
d'~.sposed of the same, and no deed has been made to the City for the same,
the person v~hose estate has been sold, his executors, administrators,
or other successors in interest shall, on or before June 30, 1936, have
the right to elect to pay such delinquent taxes for the first year,
or such delinquent taxes for the first year and any number of additional
consecutive years, plus interest on the delinquent taxes for each year,
paid at the rate of seven per cent (V%) per annum from July l, 1934,
to date of such payment, except that interest upon taxes for the fis-
cal year 1934-35 shall be computed from July l, 1935.
The provisions of this section shall not apply to redemption
of properties purchased from the City of Bakersy?ield at delinquent
tax sales.
SECT IOI{ 3.
All interest received by the City Treasury pursuant to the
provisions of this ordinance shall be distributed in the n~anner pro-
vided by Section 108 of Ordinance Ember 30 New Series of the City

of Bakersfield.
SECT ION 4.
If any section, sub-section, sentence, clause or phrase
of this ordinance is for any reason held to be unconstitutional
· ~;
such decision shall not affect ~.b.e validity of the remaining portions
of this ordi ance. The Council hereby declares that it would hav. e
passed this ordinsunce, s. nd each section, sub-section, sentence, clause
and phrase thereof, irrespective of the :~act t.bat any one or more
otl~-er sections, s~3.b-sections, sentences, clauses or phrases 'be declared
~nc ons t i tut io~.al.
SECTION 8..
This ordins. nce is b. ereby declared to be an emergency ordin-
ance within. the meani:~g of Section P. 4 of the Charter of the City of
]~akersfield, State of ,~'s.1 '= fornia, a<d necesssry for the immediate
preservation of the public v:elfare, and shall take effect immediately.
The facts constits:tin8 such emergenc'.,?' are as follows: Due
to the widespread depression, many taxpayers have been unable to pay
their taxes or to redee~,~ their ,f. roperty from sale to the City for
delinquency. By permitting partial rede--.-ption and with minimized
penalties many taxpayers will be enabled to redeem their property,
rest~q the same to the tax rolls, and thereby add revenue for
the oper~-t~.on and n~.aintens. nce of ~.-he local government.
