OREATING A BOARD OF PLUMBER EXAMINERS, AND A BOARD OF APPEAL
AND PRESORIBING THEIR DUTIES; DEFINING 0ERTAIN TERMS; ESTAB-
LISHING MINIMUM REGULATIONS FOR THE INST~_LLATION, ALTERATION
OR REPAIR OF PLUMBING, DRAINAGE, GAS AND DOMESTI0 WATER SkSTEMS
AND THE INSPEOTION THEREOF; PROVIDING PENALTIES FOR ITS VIOLA-
TION AND REPEALING CONFLICTING ORDINANCES.

V~ereas the Rules and Regulations oontrol~ng the installa-
tion of plumbing, the examination, registration, licensing and
bonding of persons engaged in the business of plumbing, or
laboring at the trade of plumbing; requiring a permit for the
installation or alteration of plumbing and drainage systems;
creating a Board of Plumber Examiners, and a Board of Appeal,
and describing their duties; defining certain terms; establish-
ing minimum regulations for the installation, alteration or
repair of plumbing and drainage systems, and the inspection
thereof, and providing penalties for the violation of such
regulations have been printed in a Code in book form, and known
and designated as "Bakersfield Plumbing Code".
NOW THEREFORE BE IT ORDAINED By THE COUNCIL OF TEE CITM
OF BAKERSFIELD:
ARTICLE 1
AD~GNISTRATION
IO1-EXAIGNATION.
It shall be unlawful for my person, firm or corporation
to carry on, or engage in the business of plumbing, or to
labor at the trade of plumbing in the City of Bakersfield,
unless such person has successfully passed an examination
conducted by the Boar8 of Plumber Examiners, and/or has had
issued to him a Master Plumber's Certificate of Competency or
a Journeyman's Certificate of Competency, as the case may be,
by said Board in the manner, and in accordance ~vith the pro-
visions of this Ordinance.
In the case of a firm or corporation engaged in any
such plumbing work the provisions of this ordinance relative
to certificate of qualifications shall be deemed to be com-
plied with if the member of such firm, officer of such cor-
poration, foreman or other person in charge of plumbing work
for such firm or corporation shall have received a master
plumber's certificate of competency. Nothing herein contained
shall be deemed to permit any person to have charge of, or
direct any plumbing work without having obtained a master
plumber's certificate of competency,'but nothing herein con-
tained shall be construed to prohibit the supervision of
the work of plumber' s apprentices b~ journeyman plumbers.
Nothing herein contained shall be construed to require a
plUmber's certificate of competency of any owner before.my
such owner shall be allowed to perform personally any plumb-
ing work upon his own property or premises used or occupied
exclusively for iiving purposes by such owner.

lOS-REGISTRATION.
Before any person, firm or e~rporation shall carry on, or
engage in the business of plumbing, or labor at the ~rade of
plumbing in the City of BakerSfield, including an apprentice or
helper, he shall first register his name and address with the
Department of Building of said City, together with such other
information as said Department may require.
10B-LICENSE REQUIRED,
Before any person, firm or corporation shall carry on, or
engage in the business of plumbing in the City of Bakersfield,
he or it shall 'first procure a Master Plumber's License from said
City so to do, and pay the annual license fee imposed on such
business. No such license shall be transferable.
Every applicant for a Master Plumber's license shall first
file with the Depa. rtment of Building an affidavit swoEn to before
a Notary Public, which affidavit shall state the name and address
of such applicant and if such applicant be a partnership or firm,
the names of the members thereof, and if a corporation, the names
of at least three of the principal officers thereof, together
with such other information as the Department of Building may con-
sider necessary to carry out the intents and purposes of this
Ordinance.
Every applicant for a Master Plumber's License'shall furnish
proof that he is the lawfUl possessor of a valid Master Plumber's
'Certificate of Competency, or, if the applicant be a partnership,
firm or corporation, scme bona' fide member or authorized agent
thereof, who shall at all times be in actual charge of the ap-
.. . p!.i. Oan. t.'s plumbing business. When any person is designated and
authorized· to be and act as agent for the applicant as above
provided, such authorization shall be in writing, signed by the
applicant and the person designated to act as his agent, and
filed with the Department of Building,
104-LIOENSE FEE.
Before any Master Plumber's License shall be issued or re-
newed, the appll....~t therfor shall pay to th~lty of Bakersfield
the license fee required of Class A contractors in accordance
with the provisions of License Ordinance 391 New Series Of the
City of Bakersfield or any amendments. thereto.
105-EXPIRATION OF LICENSE.
All Master Plumber's Licenses shall expire at the time and
in the manner set out in License Ordinance 391 New Series of
the City of Bakersfield or any amendments there~e~
106-REVOCATION OF LICENSE.
No person holding a Master Plumber's License issued by the
City of Bakersfield shall lend such license to any other person
or allow any other person to do any plumbing or drainage work
under any permit taken out in his n~me, except Certified Journey-
men Plumbers in his employ. A violation of this section shall
be ground for the revocation of such person's license by the
Council of the City of Bakersfield, in addition to other penalties
provided for by this Ordinance.
IOV-DISPLAY OF SIGN.
It shall be unlawful for any person, firm or corporation not
in legal possession of a valid Master Plumberrs License issued
by the City of Bakersfield to engage in, carry on, or represent
himself, itself, or themselves as engaged in, or carrying on,
the business of Master Plumber in the City of Bakersfield, or
to use the words "Master Plumber", or "Plumbing", in any adver-
tising, or to display or expose a sign having similar import for
the purpose of implying the advertizers to be so engaged.
108-MASTER PLUMBER ' S BOND.
Before any Master Plumber's License shall be issued to any
person, firm or corporation, the applicant therefor shall first
...... obtain· and file with the Building Department. of the. city of
Bakersfield, a SUrety Bond in the amount of One Thousami ($1000.00)
dollars. Said Surety Bond shall first be approVed by the City
Attorney as 'to the form and legality thereof, and be conditioned
that the person, firm or corporation named therein will comply
with the provisions of all ordinances, rules and regulations
of the Department of Building, rules and regulations of the
Department of Health of the City-oE Bakersfield, and the laws,
and rules and regulations of the Department of Health of the State
of California applicab~|e in the City..~ef Bakersfield, pertaining to
Plumbers, and Plumbing and Drainage Systems. Said Bond shall con-
tain the further provisions, that it inures to the bene~.~t of any
and all persons who may be damaged by reason of any failure on the
part of the person or persons named therein to comply with such
ordinances, rules, regulations, and laws, and that persons so
damaged may maintain action thsreon against the person or persons
named in said Bond, and the Surety or Su~eties upon such Bond, and
P~ovided further, ~hat said Bond my be sued and ~ecove~ed upon in
successive actions, until the whole penalty thereof is exhausted.
109-PEE.iITS.
It shall be u~awful for any person, fi~m o~ corpo~ation,
whethe~ acting as p~incipal, servant, agent, o~me~, or employee,
to do, or cause or permi~ to be done any plmblng o~ d~ainage work
fo~ which a Petit is required within the City of Bakersfield,
without first securing such a Petit f~om the Plmblng Inspecto~
of said City, autho~Izing him so to do.
llO-T0 V~0~ PERMITS NAY BE ISS~D.
No Petit shall be issued to any person to construct, install,
alte~ or change any new o~ existlng.Plmbing o~ D~ainage S~stem In
the City of Bakersfield, in whole o~ in part, unless such person Is
the legal possesso~ of a valid L!aster Pl~be~'s License issued by
said City; ~ a person who is a Ce~tified Jou~ne~ Plmber in the
employ of the Federal, State, Co~ty, City and ~Comty, o~ City
gove~ents including ~y political subdivisions thereof, provided,
however, that the work p~oposed' to be done is confined solely within
the p~.~es o~med by them, respectively; or a person who is a
Ce~tified Jou~ne~n Plmbe~, steadily employed tn a con~e~cial o~
lndust~ial establis~ent to ~epai~ ~d maintain the plmbing ~d
drainage system of such establishment only; o~ ~ ovmer who is
personally doing plmbing work upon his oE property or p~emises
used or occupied exclusively fo~ living purposes by such o~vner and
said owne~ files with the ~partmen~ of Building an affidavit sworn

A Permit shall be required when' any Plumbing Fixture, Waste
Discharging Device, Waste Pipe, Special Waste Pipe, Soil Pipe,
· Vent Pipe, House Drain, House Sewer, Gas Piping, Gas Water Heater,
Gas Floor Furnace, Gas Heating Plant, Rain Water Leader or System,
or Water Distribution System is installed, altered, replaced,
or' removed.
ll2-APP~.iCATION FOR PERMIT.
Any person, legally entitled to apply for and receive a
Permit shall make such application at the Office of the Plumbing
Inspector on forms provided for that purpose. He shall give a
description of the character of the work proposed to be done
and the location, ownership, occupancy and use of the premises
in connection therewith. The Plumbing Inspector may require
plans, specifications, or drawings and such other information
as he may deem necessary and pertinent, prior to the granting
of a Permit.
If the Plumbing Inspector determines that the plans,
specifications, drawings, descriptions or information furnished
by the applicant is in compliance with this Ordinance, the rules
and regulations ..of the Department of Building, the laws, rules
and regulations of the State of California pertaining to Plumbers
and Plumbing and Drainage Systems, applicable in the City of
Bakersfield, he shall issue the Permit applied for upon payment
of the required fee as hereinafter fixed.
ll3-REPAIRS.
..... P~pairs to Pl~,mbing and Drainage System shall be made
with ·such materials, and by such methods as is provided for by
this Ordinance for nev~ work, insofar as it is practical so to
do. No Permit shall be' required for the clearing of stoppages,
or the repairing of leaks in pipes, valves or fixtures, when
such repairs do not involve or require the replacement or re-
arrangement of pipes~ fixtures or traps.
ll4-PERMIT TO BE POSTED.
No Plumbing or Drainage work for which a Permit is required
shall be commenced in any building or premiseS, until an official
Permit therefor is posted in a conspicuous place in 'such build-
ing or upon such premises. No person shall remove or deface
such Permit, until the work authorized by it has been approved
by the Plumbing Inspector or his authorized representatives.
ll5-COST OF PERMIT.
Every applicant for a Permit to install, add to, alter,
relocate, or replace a Plumbing or Drainage System, or part
thereof, shall state in writing on the application form provided
for that purpose, the character of work proposed to be done and
the mount and kind in connection therewith, together with such
other information pertinent thereto as the Plumbing Inspector
may require.
Such applicant shall pay to the 'Plumbing Inspector, for
each Permit issued ami at the time of issuance, a fee in accord-
ance with the following schedule, and at the rate provided for
each Classification shown therein.

ll6-PLIB~BING I~SPECTOR AND ASSISTANTS.
l~enever the term "Plumbing Inspector" is used hereln it shall
be deSmed to mean the Building Inspector or his duly authorized
assistants. The duties in connection with the administration and
enforcement of this Ordinance shall be performed by the Plumbing
Inspector or his duly authorized assistants. The City Manager of
.the City of Bakersfield shall appoint.assistants to the Plumbing
Inspector, in accordance with the provisions of the Charter and
Ordinances of the City of Bakersfield.
ll7~PL~.IBING INSPECTOR'S QUALIFICATIONS.
All Plumbing Inspectors and/or Assistant Plumbing Inspec-
tors hereafter appointed shall be practical plumbers, having not
less than five (5) years actual experience as Journe~ or
master plumbers, They shall be appointed and hold office in
accordance with the Ordinances or Charter provisions of the City
of Bakersfleld.
liB-UNDER DEPARTP~ENT OF BUILDING.
The office of Plbtmblng Inspector shall be a division of the
"'Department of Building, and the Plumbing Inspector shall be. an
assistant ~o and under the supervision of the Building Inspector
as provided for by law, or the Ordinances or Charter provisions
of the City of Bakersfield.
ll9-RIGHT OF ENTRY.
The .Plumbing Inspector shall wear an official badge of office,
and upon exhibition thereof shall have the right of entry in and
upon all building.~.nd premises in the City of
Bakersfield for the purpose of making inspections, re-inspec-
tions, or otherwise performing such duties as may be necessary
in the enforcement of the provisions of this Ordinance and
amendments thereto.
120-DUTIES OF PLUMBING INSPECTOR.
The Plumbing Inspector shall maintain such public office
hours as are necessary to efficiently conduct and carry out the
duties imposed on him by this Ordinance, and amendments thereto.
He shall require, examine and check plans and specifications,
drawings, descriptions and/or information submitted to him by
any person .applying for a Permit, and upon approval thereof
Shall issue the Permit applied for. He shall inspect all Plumb-
ing and Drainage work authorized by any Permit, for the purpose
of determining whether or not such work complies with the pro-
Visions of this OrdinanCe' or amendments thereto, approving or
condemning the'same in whole or in part, as the conditions
require.
He shall issue a Certificate of Approval for any work
approved by him, such Certificates being authorization' for the
covSring, ~oncealing or use thereof, as the case may be.
He shall condemn and reject all work done, or being done,
or materials used, or being used which do not in all respects
conform to'the provisions of this Ordinance and amendments
thereto, and shall order such changes in workmanship and/or
materials as will make the same conform thereto.
Whenever the Plumbing Inspector shall find any building,
premises, or part thereof, in or on which, there is being main-
tained a Plumbing or Drainage System or part thereof in a defec-
tive, leaking Or unsanitary condition, or in which Plumbing or
Drainage work is being installed in violation of this Ordinance,
it shall be his duty to notify in writing the owner, agent or
person responsible for the premises in which such conditions
exists, or in which such work is being, or has been installed, to
correct such condition, or to remove, or cause to be re-installed
such work as has been installed in violation of this Ordinance.
Such notice shall specify a reasonable time in which such work
shall be removed or re-installed, as the case may be.
Should any person, served by such notice, fail or refuse to
comply with the orders contained therein within the time specified,
or fail to commence in good faith to comply with such orders, the
Plumbing Inspector shall notify the Board of Appeal of such fact.
Such notification shall be in writing, accompanied by a copy of
the notice and' 'such other information as the Board of Appeal may
require or direct.
He shall keep· a complete record of all the official trans-
actions of his office, and report monthly to the City Manager
such information and statistics as he directs.
He shall pay in all fees collected by him to the proper
authority provided by law to receive the same. He shall not per-
form any duty for which a fee is charged, unless an application
in writing has first been made, the fee collected and a receipt
issued therefor, a duplicate of which shall be kept as a record
of his office.
He shall keep a Register Book in which all persons shall
register as provided for in Section 2 of this Ordinance. He
shall act &s Secretary of the Board of Plumber Examiners, and the
Board of Appeal, performing such duties and keeping such records
as they .may require and direct.
121-CONDEMNATION OF PR~ISES FOR CAUSE.
Upon receipt Of notification from the Board of Appeal to
the effect that notice. has been served by them, which notice
contained orders requiring the °correction of leaking, defective
or unsanitary conditions in connection with a Plumbing and Drain-
age System, or the removal, · repair., installation or re'installa-
tion of work in connection with a Plumbing and Drainage System,
· which is being, or has been installed in a manner contrary to
the provisions of this Ordinance, and the person named in such
' notice as being responsible therefor, having failed, refused or
failed to commence in good faith to comply with the orders con-
rained in such notice within the time specified, it shall be the
duty of the Plumb~ Inspector or other officer charged with
such duty, t.o cause compliance with such orders by said person,.
in accordance with, and in the manner provided for by law.

Any person who is require& by this Ordinance to pOSSeBE a
][aster Plumber's Certlfica~e of Competency or a ;ourneyman
Plumber's Certificate of Competency shall make application ~here-
for ~o the Department of Building on application blanks provided
for ~hat purpose, and pay the fee hereinafter provided for.
12$--EXAMINATIOI~ OF APPLICANTS.
The Secretary of the Board of Plumber wramlners shall notify
any applicant for examination to appear before said Board for
examination at their next regular meeting, at which time said
Board shall examine said applicant in the manner determined and
adopted by them,' as to his knowledge of Plumbing and 'Drainage
work, and any rules, regulations, or laws of the City of Bakersfield,
and/or the State of California relevant thereto, that they might
deem necessary and proper. If the applicant successfully passes
the examination given him, as determined by the Board, he shall
be entitled to, and shall receive from said Board, a Master or
Yourneyman Plumber's Certificate of Competency, as the case may be.
127--CERTIFICATES IN LIEU OF ~YAMINATION,
The Board of Plumber Examiners may, in lieu 'of the examination
required by Section 126 renew upon the payment of the fee required
by Section 126, a Master Plumber's Certificate of Competency in
lawful possession of an applicant for examination if the applican~
has had issued to him a license to do plumbing work in the City
of Bakersfield for the first quarter of the year 19S7, Likewise
said Board may, in lieu of said examination renew upon the payment
of the fee required by Section 128, a Yourneyman Plumber's Certi-
ficate of CompetenCy if the applicant holds a Iourneyman Plumber's
Certificate of Competency issued by the Department of Building
of the City of Bakers field prior to the time this Ordinance goes
into effect and has been regularly employed in the City of
Bakersfield by a Master Plumber during the first quarter of the
year 19S7.
i~8-RENEWAL OF CERTIFICATES.
Emery Plumber's Certificate of Competency shall be issued
for one year, and shall remain in,'. force and effect for that
period unless sooner cancelled or revoked. Each such Certificate
may be renewed from year to year by the Department of Building,
without any further ex-mination upon the' payment of a fee of
one (1) dollar unless such Certificate has been coneoiled
revoked. Each such renewal shall be made within thirty
days from the date of expiration of the Certificate and any
Certificate which is not so renewed shall become null and void.
129-REVOCATION OF' CERTIFICATES FOR FRAUD OR INCONPETENCY.
The Board of Plumber Examiners may cancel or revoke"'~Lany
Certificate of Competency issued by them if the person to whom
such Certificate was granted later shows incompetency or lack
of knowledge in matters relevant to such Certificate, or, if
such Certificate was obtained by fraud, 'and order such person
to appear b~fore them for examination or re-examination, as .'--...:~
the case may
I~O-COST OF EXAMINATION.
The Board of Plumber Examiners shall charge each applicant
for examination the sum of two dollars and fifty cents ($2.50),
which shall be paid to the Department of Building at the time
of application.
131-RE-EXAMINATION.
Any person who fails to pass the examination as prescribed
by the Board of Plumber Examiners, may apply for re-examination
after the expiration of thirty (30) days. Should such person
fail to pass the second time, the Board may refuse a third
aRpl!oatton until after the expiration of six (6) months.
15~-BOARD · OF APPEAL--Creation of.
There shall be and is hereby created and established a
BOard of Appeal in the Plumbing Division of the Department of
Building, consisting of three members appointed by the City
Manager. One member shall be a Licensed Master Plumber, one
a Certified Journeyman Plumber and one a Civil Engineer not in
the employ of the City. At the constitution of' said Board, one
member shall be appointed for the term of one year, one for the
term of two years, and one for the term of three years. No
member shall Sit in a case in which he is directly or indirectly
interested. All vacancies occurring on the Board of Appeal for
whatever cause shall be filled by the City Manager either per-
manently or temporarily as the case may demand. Any member of
the Board of Appeal may be removed by the City Manager for mal-
feasance in office, incapacity, or neglect of duty-
iBm-BOARD OF AppEAL--Power of and Appeals to.
Any applicant for 'a plumbing permit ~hose application shall
have been rejected by the plumbing Inspector, or any owner or
agent who shall have been ordered by the Plumbing Inspector to
incur an expense in the alteration, repair, or construction of
a plumbing and Drainage System may, within fifteen days there-
after, appeal from such action by serving upon the plumbing
Inspector, notice in writing of'such appeal and such notice or
a certified copy thereof shall be at once transmitted to the
Board of Appeal. After notice to such parties as the Board may
direct, a hearing shall .be had and the Board may, by a majority
vote, affirm, annul or modify said action of the Plumbing Inspector.
The decision of the Board thereupon shall be in full force a~
effect.
Materials and methods equivalent to those required by the
provisions of this Ordinance may be admitted to use upon the
written approval of the Board of Appeal. A record of the approved
equivalent materials and methods allowed shall be kept in the
office of the pl:~bing Inspector. Any requirements deemed neces-
sary to' abate unsanitary conditions, in connection with any
plumbing installation not specifically covered by this Code,
shall be determined by the pl~:_mbing Inspector, subject to review
by the Board of Appeal.
134,BOARD OF AppEAL--Modification Powers of.
Where there are unnecessary hardships in the way of carrying
out the strict letter of this Ordinance, the Board of Appeal,
shall have the power
upon the recommendation of the City Manager,
.to vary or modify any of the provisions contained "herein, so
that the spirit of this Ordinance shall be observec, public wel-
fare secured and substantial JUstice done, and to authorize the
plumbing-Inspector to issue special permits bearing the-reasons
for the Board's action. In determining questions under this sec-
tion consideration shall be given to such factors as the improve-
ment of conditions in unsewered areas together with the cost of
required alterations as compared with the benefits of elimination
of cesspools and other unsanitary conditions.
136-FEES FOR APPFALS.
Any person appealing from the decision of the plumbing
Inspector shall attach to the written appeal a certified check
to the amount of ten ($10) dollars in favor of the City Treasurer,
or ten ($10) dollars in United States coin. If such appeal be
not sustained, the check, or coin, shall be deposited with the
City Treasurer as a fee; otherwise such.check, or coin, shall
be returned to the appellant.
13B-BOARD OF ApPEA~--Report of-
It shall be the duty of the Board of Appeal to submit to
the City Manager, on or before the first of January in each
year, a r&port giving summary of all decisions of the Board,
'and a record of the business transacted together with such
recommendations for desirable legislation affecting plumbing
installations, as may seem advisable.
ARTICLE 2
D~INITION OP TERMS
201-DEFINITION OF TERMS.
For the purpose of this Ordinance, the following words,
terms and phrases, are hereby defined as follows, and shall bo
construed as in this section defined.
202-APPROVED.
As to materials, worknmnship and types of construction,
means approval by the Plumbing Inspector, and the Department of
Building, as the result of investigations, inspections, and/or
tests conducted by them, or by reason of accepted principles or
tests by the United States Bureau of Standards, the American
Society for Testing Materials or other nationally recognized
authorit ie s.
205-APPRENTICE OR EELPER.
Is a .pea. son who is registered as such, as required by Section
102 of this 0~dinance, and who is undergoing an apprenticeship
or course of training, (not exceeding five years), for the pur-
pose of learning the trade of plumbing. For the purpose of this
0~dlnance, an apprentice (or helper) as heroin defined, shall
perform no work regulated by this Ordinance or amendments thereto,
except as an assistant, under the direct supervision of, and in
the immediate presence, of a Licensed Master. Plumber or a
Certified Journeym_-_n Plumber.
204-BUILDING.
Any structure erected for the support, shelter, and enclosure
of persons, animals, chattels or movable property of any kind.
205-BRANCH .'
A branch of any system of Drainage Piping is that part of
the system which extends from the main at a slight gTade, with
or without vertical arms, for the purpose of receiving fixtures
outlets not directly connected to the main.
206-OESSP00L.
An excavation in the ground which receives the discharge
of a Drainage System or part thereof, so designed and constructed
as to retain the organic matter ami solids discharging therein,
but permitting the liquids to seep'~'~hrough the bottom and sides.
20V-DEAD END.
A Branch, not used for admitting Water or air leading from
a Soil, Waste or Vent Pipe, or a House Drain or House Sewer,
which is terminated at a developed distance of two feet or more
by. means of a cap or plug.
208-COETINUOUS WASTE AND VENT.
A vertical SOil or Waste Pipe, terminating at its upper end
in a Tee shaped fitting having a ninety (90) degree branch, to
which a f~xture trap may be connected, the top of which fitting
continues vertically as a vent pipe to serve the trap.
209-DRAINAGE SMSTEM.
A'Drainage System or Drainage Piping shall mean and include
all the piping within public or private premises, which conveys
sewage, rain water, or other liquid wastes, to a legal point of
disposal,. but shall not include the Mains or Lat'erals of a Public
Sewer System.
210-HORIZONTAL PIPE.
Shall mean any pipe or fitting, which is installed in a
horizontal poeitch, or which makes an angle of more than sixty
(60) degrees with the vertical.
211-HOUSE DRAIN.
The House Drain (or Main Drain) is that part of the lowest
horizontal piping of a Drainage System which receives the dis-
charge from Soil, Waste, and/or other drainage pipes of any
building and/or other drainage pipes of any building and/or
- premises and conveys the :same to the House Sewer.
212-HOUSE SE~ER.
The House Sewer is that part of the horizontal piping of a
Drainage System which receives the discharge of the House Drain
and conveys the same to a Public Sewer, Private Sewer, Septic
Tank or Cesspool, but shall not include that part of a Lateral
Sewer which is under the JurisdiCtion of the City Engineer, or
other officer provided for by law, having Jurisdiction over Public
Sewers and parts thereof.
213-JOURNEYMAN PLUMBER.
A Journeyman Plumber is a person who installs, alters and/
or repairs plumbing and Drainage System or part thereof, as an
employee, b~t who does not.furnish any materials or supplies, and
who is Registered and the legal possessor of a Plumber's Certifi-
cate of ComPetencY, as provided for in this Ordinance.
214-LOCAL VENT.
A Local Vent is a ventilating pipe throughwhich foul air
is removed from a room or plumbing fixture, to the outer air.
215-MAIN SE~'4ER-PUBLIC SE~'~ER.
The Main or Public Sewer is the Public Sewer in a street,
alley, or other premises under the Jurisdiction of the City of
Bake rsfield.
216-THE MAIN.
The Main, of any system of horizontal, vertical, or con-
tinuous piping, is that part of the system which receives wastes,
vents, or back-vents from fixture outlets or traps, direct or
through branch pipes.
21V-MASTER PLUMBER.
A Master Plumber, Merchant Plumber, or Licensed Plumber shall
mean any person who is engaged in the business of Plumbing at an
· established place of business within the corporate limits of the
City of Bakersfield, or who does, or who sets himself out as
~willing to do himself personally or through his employees, any
work or services in connection with the installation, alteration
ami/or repair of Plumbing and Drainage Systems or part thereof,
and who is Registered, Licensed and Bonded as provided for in
this Ordinance.
218-0WNER.
Owner shall mean any bona fide owner of a single family
dwelling used exclusively for living purposes, together with the
usual accessory buildings and quarters in connection with any
such dwelling, in the event that such dwelling and accessory
buildings and qua~ers are occupled by or arA~esl. gned, intended
and will be occupied 'by the owner thereof.
219-PLXN~BING. ":~.
Plumbing is the business, trade, aM/or work, having to do
with the installation, alteration, :and/or repair of gas and water
piping, .water heater, plumbing fixtures and all Plumbing and
Drainage System or part thereof.
22O-PLUMBING SYSTEM.
The Plumbing System is and includes all water supply and
distribution pipes; any sanitary plumbing, house drai-,.~ge, soil
pipe, waste .pipe, vent pipe, house sewer, cesspool"~septic .tank,
gas piping, gas water heater, gas water hea$'er vent, or any pipe
or piping for any similar purpose, together with all plumbin~
fixtures or other fixtures or appliances therefor. e .or any interior
rainwater leader, or downspout from the roof of a building and

than six (6) feet in length.
221-SANITARY PLUT~BING.
Sanitary Plumbing shall mean any house drainage, house sewer,
soil pipe, waste pipe, vent pipe, or other pipe or piping, for the
disposal or elimination of waste liquid or solid substances.
222-PLUMBING FIXTURES.
Plumbing fixtures are approved receptacles, and/or devices,
intended to receive water, liquids, or other permissible wastes,
and discharge same into a soil pipe, waste pipe, or special waste
pipe with which they are connected.
223-PLUMBING INSPECTOR.
The Plumbing Inspector, means the Plumbing Inspector of the
City of Bakersfield charged with the enforcement of the provisions
of .t~hiS-..O..r_din.snce.
224-PERSON.
Person means · a natural person, his heirs, executors, ad-
ministrators or assigns; and shall also include a firm, partner-
ship or corporation, its or their successors or assigns. Singu-
lar includes plural; male includes female.
225-SHALL.

226-STACK. g'~n
Stack, is a eral term for any vettics .ine of soil,
waste, special waste or vent pipe.
22V-SAND TRAP, SETTLING TANK, SL~P.
A water-tight receptacle, so designed and constructed as
to intercept and prevent the passage of solids or other objec-
tionable matter into the Drainage System to which it is directly
or indirectly connected.
228-SOIL PIPE.
A soil pipe is any pipe which conveys the discharge of water
closets, with or'without the discharge from other fixtures, to
the House Drain or House Sewer.
229-SEPPIC TANK.
A septic tank is a water-tight receptacle which receives
the discharge of a Drainage System or part thereof, designed
and constructed so as to retain solids, digest organic matter
through a period of detention, and allow the liquids to discharge
into the soil outside of the tank, through a system of open Joint
piping or cesspool.
230-SIZE AND LENGTH.
The given caliber or size of a pipe, means the nominal
inside diameter, except that other than iron pipe size, brass
pipe is measured by its outside diameter. The developed length
of a pipe, is its length along the center line of pipe and fittings.
231-TRAP SEAL'.
A trap seal, is the maximum vertical depth of liquid that
a trap will retain, measured between the crown weir and the dip
of the trap.
232-TRAP.
A trap, as pertaining to plumbing, is a fitting or device,
so designed and constructed as to provide a liquid trap seal,
~hich W~i~ prevent' the passage of air or gas through it, With-
out materially affecting the flow of sewage or liquid wastes.
233-UNSANITARY.
Conditions to which the word "unsanitary" shall apply,
include the following:
(a) Any trap which does not maintain a proper trap seal.
(b) Any opening in a Drainage System, except where lawful,
which is not provided with an approved water-sealed trap.·
(c) .Any plumbing fixture, or other waste discharging
receptacle or device, which is not supplied with water,
sufficient to flush it and maintain it in a clean condition.
(d) Any defective fixture, trap or pipe.
(e) Any trap, except where in this Ordinance exempted,
directly connected to a Drainage System, the seal of
which is not protected against syphonage and back pressure,
by a vent pipe.
(f) Any connection, cross-connection, construction or
condition, temporary or permanent, which would permit
or make possible, by any means whatsoever, for any
unapproved foreign matter to enter a water distribution
system used for domestic purposes.
(g) The foregoing enumeration of conditions to which
the term "unsanitary" shall apply, shall not preclude
the application of that term to conditions that are in
fact unsanitary.
234-VENT PIPE.
A vent pipe is any pipe provided to prevent the loss or
lowering of a trap seal by syphonage or back pressure, and to
allow a circulation of air through the soil or waste pipe to
which it is connected.
235-VERTICAL PIPE.
A vertical pipe shall mean any pipe or fitting which is
installed in a vertical position or which makes an angle of not
more than sixty (60) degrees with the vertical.
236-WATER DISTRIBUTION SMSTt~.
" '~he" water distribution system' pipes, are my pipes and/or
fittings that convey water from the water service pipe or other
source of supply, to pl~unbing fixtures, or other apparatus,
appurtenances or devices, in buildings and/or premises.

A waste pipe is any pipe and/or fitting which directly
conveys the discharge of any plumbing fixture, receptacle,
apparatus or. device except water closets, to a soil pipe, house
drain or house sewer.
2BB-SPECIAL WASTE PIPE.
A special waste pipe, or indirect waste pipe is any pipe
or fitting which .indirectly conveys liquid wastes to a Drainage
System, by discharging into an approved plumbing fixture, or
receptacle which is directly Connected to a soil or waste pipe.

from defects.
The materials specified in this Ordinance are the .minimum
approved s~andards that shall be used in the construction,
installation, alteration and/or repair of any part of a p1Lmbing
and Drainage System hereafter constructed, except that the
Plumbing Inspector may allow the extension of, addition
· ~.relocation of existing Soil, waste and/or vent pipes with m~'r-
ials of like grade or quality, if such existing soil, waste and/
or vent pipes were installed and in uSe before the passage of
this Ordinance, but nothing in the above exception shall be
construed as allowing intervening sections of different types,

402-MARKINGS.
Each length Of cast iron pipe and each cast iron fitting
used in a Plumbing and Drainage System shall be stamped or
ind. elibly marked with the weight or grade thereof.
403-CAST IRON PIPE.
'All Extra Heavy Cast Iron 'Pipe and Fittings, shall conform
to 'the A. S. T. M. Standard Specifications for Cast Iron Soil
Pipe and Fittings, Serial Designation A-74-29.
All Medium Cast Iron Soil Pipe and Fittings, shall conform
· to the weights and quality, as adopted and established by the
American 'Soil Pipe Association, and commonly k~own to the

404-WROUGHT IRON PIPE.

(b) Seamless copper ferrules, may be used in lieu of cast
brass, provided they correspehd in size and weight.
412-SOLDER NIPPLES AND BUSHINGS.
(a) Solder nipples, shall be of brass pipe, iron pipe size,
or of best quality cast brass.
(b) Solder-thread fittings shall be brass, recessed for
cup soldering and shall have not less than four (4) standard
pipe threads.
41~-CLOSET FLOOR FLANGES.
Floor flanges for water closet.s, shall be not less than
one-£~.u~th (1/4) of an inch thick, and shall be of cast brass.
Closet screws and bolts shall be of brass.
414-CLEANOUT FITTINGS.
(a) Cleanout fitting ferrules shall be cast brass or cast
iron not less than one-eighth (1/8) of an inch in thickness,
and be provided with a brass flange-type cover not less than
three-sixteenths (~/16) of an inch in'khi~ckness having a
solid cast head not less than one (1) inch square and three-
fourths (~/4) of an inch in height. The cover may be fitted
with a countersunk opening in lieu of a head, if same is to
be used where a head would be impractical.
415-BRASS TUBING.
Brass tubing and brass tubing traps, shall be seamless drawn
brass, not less than number twenty (20) gauge.
416-BACK WATER AND GATE VALVES.
( a ~ Back water valves Shall have cast iron bodies, with
bearing parts of non-corrosive metal or material, be so con-
structed as to insure a positive mechanical seal, and remain
closed except when discharging wastes. Valve access-covers
shall be 'of the bolted type with gasket.
(b) Gate valves, when used on drainage work, shall be full-way
type with Working parts of non-corrosive metal. Sizes four (4)
inches or mor.~e,~.~n diameter shall have ca~ron bodies, and
sizes less tha~ four (4) inches, cast iron' or brass bodies..
ARTICLE 5
JOINTS AND CONNECTIONS
501-JOINTS AND CONNECTIONS". ~....
All Joints and connections. mentioned under this Article,
shall be made permanently gas and water tight.
502-CAULKED JOINTS.
All caulked Joints, shall be firmly packed with oakum or
hemp, and shall be secured only with pure molten lead not less
than one (1) inch deep, well caulked, and no paint, varnish,
putty, cement or similar material will be permitted until after
the Joint is tested.
503-SCREW JOINTS.
All screw joints, shall be American Standard Screw Joints,'
and all burrs or cuttings shall be removed.
504-CAST IRON.
Cast iron Joints, shall b e caulked Joints made in the
approved manner.,
505-SCREW PIPE TO CAST IRON.
Joints between Urought Iron, Steel, or Brass Pipe, and
Cast Iron Pipe, shall be caulked Joints made in the approved
marine r.
506-LEAD PIPE.
Joints in lead pipe, or between lead pipe and brass or
copper pipe, caulking ferrules, or traps, in all cases on the
sewer side of the trap, and on concealed Joints on the inlet side
of the trap, shall be full wipsd Joints, with an exposed surface
of the solder to each side of the Joint, of not less than three-
fourths (3/4) of an inch, and a minimum thickness of the thickest
part of the Joint, of not less than three-eights (3/8) of an inch.
50V-LEAD TO CAST IRON.
The' Joints shall be made by means of a caulking ferrule,
and there shall be a lead connsction at least six (6) inches in
length independent of ferrule and wiped Joint.

508-SLIP-JOINT FITTINGS.
Slip-Joint fittings will be permitted only on the inlet
side of traps in accessible locations. Unions on the sewer
side of a trap shall be ground' faced and shall not be concealed.

The joint at the roof, around vent pipes, shall be. made
water tight, by the use of lead, copper or galvanized iron

Where different sizes of pipes, or pipes and fittings are
to be connected, proper size increasers or reducers, pitched at
angle of forty-five (45) degrees between the two sizes,

and other waste discharging receptacles or devices, shall

traps, shall have a water seal of not less than one and one-
half (11/2) inches, and not more than four (4) inches. All
traps shall be set true with respect to their ~vater seals.

designed and located, as to be readily accessible for cleaning,
and shall have a trap seal of not less than eight (8) inches.

Larger grease traps may be used, but in no ease shall smaller
traps or those with lower rating in flowing capacity be used.
In restaurants, where vegetables are washed in sinks, a horizon-
tal baffle plate type trap shall be used.
A 24 gallon per minute rate of flow grease trap may be used
in a' 2" waste line which'serves two sinks, single or double o~m-
partment. A 40 gallon per minute rate of flow grease trap may
be used in a 3" waste line whi6h serves three and not over five
sin~s, or where it is considered that the water flowing through
this line will not be more than 40 gallons per minute; where the
rate of flow is more than 40 ~ons, and not more than 5~
gallons per minute, a grease' ~rap having a 5ff gallon per minute
rating should be installed. If the flow of waste water is more
than 52 gallons per minute, a grease trap of 100 gallons rate
of flOW shall be installed.

Every such grease trap shall be located as near as possible
to the fixture from which it receives the discharge, said trap
to be vented as provided in Section 1009 of this ordinance.
It shall be unlawful for any person, firm or corporation
managing, operating or having control of any premises, or por-
tion thereof, where a grease trap is installed, to fail, refuse
or neglect to clean, or cause to be cleaned every such grease
trap at least once each day when in use, except when and as
otherwise satisfactory tO the Plnmbing Inspector; and/or to
cause, permit or allow any such collected grease to be put or
discharged into any drainage pl}ing or public or private sewer,

Every trap, which is direetly sonnested to the Drainage
System, shall be provided. with a permanent water seal, fed
from an approved plumbing fixture, or by mea~s of an approve~
automatic priming device, designed and installed for that
purpose.
60S--KIND AND MINIMUM SIZE.
Every trap except sand traps and similar intercepting
traps shall be self-cleaning. Traps for bathtubs, showers,
wash basins, sinks. urinals, laundry tubs, hoppers, floor
drains, drinking fountains, dental units and other similar
fixtures shall be of lead, brass or cast iron.
The minimum size (nominal inside diameterl of the trap
for a single given fixture, shall be not less than that shown

All plumbing fixtures Shall be provided.with a sufficient
supply of water for flushing to keep them in a clean and sani-
tary condition. Every water closet and urinal shall be .flushed
by means of an approved tank or flush valve, of at least .four

two (~) gallons for urinals, a~t shall be adjusted to prevent
the waste of water. The flush pipe for water closes flush tanks

and of such construction, as to prevent any possibility of
polluting or contaminating the water supply, either by gravit~
flow, syphonage, back-pressure, or by any means whatsoever.
· No plumbing fixture, device or construction, or pipe dis-
charging therefrom or connected therewith, shall be installed
or maintained, which will provide a cross-connectionkbetween
a water distribution system used for drinking and domestic
purposes, and a drainage system.
V05-PIR~PS, TANKS, ~ELLS, ETC.
All water pumps, tanks, wells, hydrants, filters, softeners,
appliances and devices, shall be protected from surface water
and outside contamination, by approved covers, walls, or coptngs,
and where subject to freezing temperatures, shall be efficiently
protected from freezing.
V08-SHUT-0FF VALVES.
A shut-off valve, shall be installed on the main supply
line near the building on the house side of the meter. Supply
lines taken from pressure or gravity tanks, shall be valved
at or near their sources. All supply tanks, shall be provided
with valved drain lines located at their lowest point. An
accessible shut-off valve, shall be provided on the main supply
line, at or near the foundation wall, and if there be a basement,
such valve shall be accessible in the basement.
· Each hot water tank, water closet' tank, and lawn sprinkler
system, shall be provided with a separate shut-off valve.
707-PRESSURE RELIEF VALVES.
V~aenever a check valve, or any device functioning as a
check.valve is installed on the cold water supply .line between
a street main, or other source of supply, and a hot water heater,
or. hot water tank, thore shall be installed on the hot water
distribution system, an approved pressure relief valve.

All water service and distribution pipes, shall.be of lead,
galvanized wrou[ht iron, galvanized steel, brass, copper, or
cast'iron, with brass, copper, galvanized cast'iron, or galvanized

No pipe'or fitting, shall be used for the distribution of
water which has been used for purposes ·other than water distri-
bution.

ARTICLE 8
PLUMBIN~ FIXTURES
No water closet shall be installed or maintained, unless
constructed of vitrified earthenware. All other plumbing fix-
tures shall be constructed of glazed porcelain, vitreous china,
porcelain en_-~eled cast iron, or other materials of equal quall%y,
provided, however, that the Plumbing Inspector nmy approve
and permit the installation of fixtures that are constructed'! of
materials other than as above, when it is known that the materials
herein required would not be practical,. due to uses out of the
ordinary ·
802-INSTALLATION ·
All plumbing fixtures and connections shall be installed
in a manner to afford access for repairs and cleaning. When
practi'cal, all pipes from fixtures shall be run to the wall
at right angles thereto. All wall hung fixtures, shall be
rigidly supported by approved metal hangers or bolts, and all
floor outlet fixtures, shall be riBidly secured to the floor,
by approved screws or bolts. Water-tight Joints shall be made
where fixtures come in contact with walls and floors.
803-WATER CLOSET BOWLS.
Water closet bowls and traps shall be made in' one piece,
end be provided with Integral flushing rims, constructed so
as to flush the entire interior surfece of 'the bowl. The form
of the bowl shall be Such, that when filled to the trap over-
flow, the quantity of water retained will be sufficient to
prevent 'fouling of surfaces.
804-PROHIBITED FIXTURES.
Fixed wooden wash trays or sinks for domestic use, shall
not be installed or maintained, in any building designed or used
for human habitation. No sheet metal lined wooden bath tub
shall be installed or re-connected.
Pan and valve plunger, offset washout, long hopper, or
other type of water closet having invisible trap seals or un-
ventilated spaces, or surfaces not thoroughly washed at each
flush, shall not be installed. No dry, or chemical closet,
shall be installed in any building used for human habitation.
805-DRINKING FOUNTAINS.
Every drinking fotuntatn shall be a separate fixture, of
such form as to be easily cleaned. The drinking fountain head
shall be of the Shielded Angle Stream type, constructed of
non-corrosive material. The w'ater orifice shall be above the
extreme overflow level of the fountain bowl, and provisions
for regulating the flow of water shall be provided.
806 -FLOOR DRAINS.
A floor drain or floor shov.~er, shall be considered a fix-
ture', and must be provided with a strainer.
All floor showers 's~pported by wood floor Joists shall be
provided with cast iron enameled pans, or sheet lead pans
weighing not less than four (4) pounds per square foot painted
with liquid asphalt inside and outside where contact is made
with cement. Side walls of shower pans shall extend not less
than two ( 2 ) inches above curb.
80V-STRAINERS.
All fixtures other than water closets and syphon action
washdown urinals, shall be provided with fixed metallic strainers.
808-0VERFLOUS.
The overflov~ pipe from a fixture, shall be connected in
the inlet side of the trap, and be so arranged that it my be
readily and effectively cleaned.
ARTICLE 9

903-TOILET ROOM VENTILATION.
(a) Toilet, and/or urinal rooms or compartments,...tn
Apartment Houses, Hotels and Dwellings, shell be provided
'with ventilation, in accordance with the requirements of
the California State Housing Act.
'(b) Toilet, and/or-u~inal rooms or Compartments, in
buildings other than Apartment Houses, 'HOtels Or Dwellings,
shall be ventilated by means of a window opening on a
street, yaM, court, or vent Shaft,'a fan exhaust system
of ·ventilation, or a Local Vent Pipe.
(c) Fan exhaust system of ventilation, serving toilet,
and/or urinal rooms, shall be so designed and operated,
as' to provide a complete change .Of air in not to exceed
five (5) minutes'.
(d) Local Vent Pipes serving toilet, and/or urinal rooms
or compartments, shall be constructed of sheet metal, and
have not less than one hundred forty-four (144) square
inches of cross-sectional area, and shall extend from
the ceiling, to and above the roof.

SOIL, WASTE AND VENT PIPES
(a) All soil and waste pipes, shall be cast iron pipe,
with .cast iron fittings, or lead.
(b) All Special Waste Pipes, shall be cast iron pipe,
with cast iron fittings; galvanized wrought iro...n...~ or
galvanized steel pipe with cast iron drainage fittings;
lead, brass, or copper pipe, with 'cast iron, copper,
brass drainage fittings, except that no galvanized W~ought
iron, or galvanized steel pipe, shall be used underground.
( c ) All' Vent pipes shall be cast iron pipe, wi.~ :~ast
iron fittings; galvanized wrought iron, or galvanized steel

1003-SIZE OF DRAINAGE AND VENT PIPING.
The minimum sizes of vertical and/or horizontal drainage
and/or vent piping, shall be determined from the distribution
and total of all fixture units connected thereto, and additional,
in the case of vertical soil wast'e, and/or vent pipes in accord-
ance with their length.
The following table shows the maximum number of fixture
units allowed on any vertical or horizontal soil or waste pipe,
House drain and/or House Sewer of a given size; the maximum
number of fixture units allowed on any branch interval of a given
size; the maximum length (in feet) of any vertical soil, waste

No waste connection shall be made to a lead bend or branch
of a water' closet or similar fixture. No soil or' waste vent,

1009-TRAPS PROTECTED BY VENT PIPES.
Every plumbing fixture trap, except as provided for in
Sections 1015, 1016, and 1201 bf this Ordinance, shall be pro-
tected against syphonage and back pressure, and air circulation·
assured throughout' all parts of the drainage system, by mean~!''
of a vent pipe, installed in accordance with the requirements
of this Ordinance. In all cases, a. continuous soil or waste
vent shall be installed, ·when structural conditions will permit.
iO10-DISTANCE OF VENT PIPE FROM TRAP SEAL.
No trap shall be placed more than three (3) feet from its
vent pipe. The distance shall be measured along the ·central
line of the soil or waste pipe, from the center of the vertical
inlet of the trap, to the center of the vent pipe.
The vent pipe opening from a soil or waste pipe, except for
water closets and similar fixtures, shall not be below the dip
of the trap. It is provided, however, that in all cases, the
vent pipe shall be as close to the trap it serves, as structural
conditions· will permit.
1011-MAIN VENTS TO CONNECT AT BASE.
All main vents and vent stacks, shall connect full size at
their base to the main soil or waste pipe, at or below the lowest
fixture branch. All vent pipes, shall extend undiminished in
size above the roof, or shall be reconnected with the main soil
or waste vent, not less than three (3) feet above the finished
floor level of the story, on which is installed the highest

1012-80IL AND WASTE STACKS TEN OR MORE STORI.ES. IN HEIGHT.
In every building ten or more.,.~'tories in height, all soil
and waste stacks which are served by parallel vent stacks, shall
be cross connected to such vent stack at each fifth story, by
means of an independent, special vent pipe, the size of which,
shall not be less th_-n the size of the vent stack at that story,
The vent stack intersection shall be through a "WYE"-.branch
fitting, p~aced not less than four (4) feet above the floor
level, and the soil or waste stack intersection, shall be through
a "WYE" 'branch fitting, placed below a fixture branch serving
that floor.
/IO13-BRANOH AND INDIVIDUAL VENTS. - ....
No vent pipe shall be less than one and one-fourth (1
inches in diameter, no pa~t of which shall be horizontal. Not
· """ more than one (1) "one fixture unit" trap, shall be served with
a one and one-fourth (11/4) inch vent pipe. In no case shall
the length of a branch vent pipe of a given diameter, exceed
the maXinmm length permitted for the main vent serving the same
size soil or vent stack. No vent shall connect to or inte~sect
with another vent, less than three (3) feet above the finished
floor level at an angle of 4~ degrees.
IO14-VENT PIPE GRADES ~ CONNECTIONS.
All vent and branch vent pipes, shall be free from drops
or sags, and be so g~aded and connected as to drip back to the
soil or waste pipe by gravity. Where vent pipes connect to a
horizontal soil or waste pipe, the vent pipe shall be taken
off above the center line of such pipe, ahead of the trap being
served, and unless prohibited by structural conditions, shall
rise vertically to a point not less than six (6) inches above
the extreme overflow level of the fixture served, before .off-
setting horizontally. Unless impractical due to structural
conditions, all vents and branch vents shall be vertical, or
x~tn as near a 45 degree angle as possible.
1015-WHEN VENTS ARE NOT REQUIRED.
(a) No vent plpe will be required on a sand trap.
(b) Traps serving sinks, W..~eh are part of the ~quipment
of bars, soda fountains and counters, need not be vented
in the manner specified in Section 1009 of this 0rdinanee,
when the location and/or construction of such bars, soda
fountains and counters is such as to make it 'impossible
so to do. When such conditions exist, said sinks shall
discharge into a floor sink or hopper which is properly
trapped avi vented.
(c) No vent pipe will be required on a trap which connects
to a Special Waste Pipe.
1016-PIXTURE8 BAOK TO BAOK.
Two fixtures of the same kind, set back to back, or side
by side within the distance allowed between a trap and its vent,
may be served with one continuous soil or waste vent pipe, as
the case might be, provided that each fixture wastes separately
into an approved double fitting having inlet openings at the
same level.
ARTICLE 11
HOUSE DRAIN8 AND HOUSE SEWERS
llOi-INDEPEND:ENT SYSTEMS.
The Plumbing and Drainage System of each new building,
and of' new work installed in an existing building or premises,
shall have an independent connection with a public sewer if
such public sewer exists in the street or alley, upon which the
property'abuts, except, that one or more buildings located on
an interior lot, under the same ownership, may be connected to
the s_~_me House Drain or House Sewer. Should any building or
premises so connected change ownership, an independent public
sewer connection shall be provided for each premises.
ll02'OLD HOUSE SEWERS AND DRAINS.
Old house sewers and house drains, may be used in con-
nection with new buildings or new plumbing and drainage work
only when they are fo~_;nd on examination and test to conform in
all respects to the requirements govelming new house sewers
and house drains. If the old work is found defective, the
proper administrative authority shall notify the owner to make
the Changes necessary to conform to this Ordinance. No build-
ing or part thereof, shall be erected or placed over, any pa~t
of a Drainage System, which is constructed of Vitrified Clay Pipe.
ll03-OESSPOOLS AND SEPTIC TANKS.
When a public sewer is not available for use, drainage
piping from buildings and premises shall be connected to an
approved private sewage disposal works, a septic tank or cesspool.
ll04-EXOAVATIONS ·
All excavations required to be made for the installation
of a plumbing and drainage system, or part thereof, shall be
"' open trench work. .All trench work, within or without a building
shall be kept open, until the piping has been tested, inspected
and approved.
ll05-HOUSE SEWERS IN MADE GROUND.
The house sewer, or any other drainage. piping serving in
the capacity of a house sewer, when laid in made or filled in
..
ground shall be laid on a bed of. approvsd. grillage or concrete,
and shall be of cast iron pipe of approved standards.
ll06-DEPTH OF DRAINAGE PIPING.
No house sewer, or other drainage piping shall be installed
'within three (3) feet of any bearing wall. All underground
drainage piping shall be laid at 'sufficient depth to provide
protection from vehicle traffic.
lIOn-DRAINAGE BELOW'MAIN SEWER BEVEL.
Drainage piping serving fixtures located below the crown
level of the main sewer, shall discharge into an approved water
tight sump or receiving tank, so located as to receive the
sewage or other wastes by gravity. From such sump or receiving
tank, the sewage or other liquid wastes shall be lifted, and
discharged into the House Drain or House Sewer, by ejectors,
pumps or other equally efficient approved mechanical devices.
The discharge line from such ejector, pump, or other
mechanical device, shall be provided with an accessible back
water valve, and if the gravity drainage line to which such
discharge line connects is horizontal, the method of connection
shall be' from the top through a "WYE" branch fitting.
All back water valves., motors, compressors, air treks, or
other mechanical devices, shall be located where they will be
accessible for inspection and repair at all times, and unless
continuously exposed, shall be enclosed in a water-tight masonry
pit, fitted with a removable cover.
The drainage and venting system in connection with fix-
tures, sumps, receiving tanks and mechanical waste lifting
devices, shall be installed under the same requirements as pro-
vided for in this Ordinance for gravity system.
ll08-S'UMPS AND RECEIVING TANKS.
All sumps and receiving tanks, shall be constructed of
concrete or metal. If constructed of concrete, the walls and
bottom shall be not less than six (6) inches thick, plastered
on the inside with cement plaster, not less than one-half (1/2)
inch thick. 'Metal sumps and receiving tanks, shall be of such
·
thickness as to serve the purpose for which they are intended,
and shall be painted inside and outside with corrosion resist-
ing paint.
All such sumps and receiving tanks, shall be either auto-
matically discharged, or be of sufficient capacity to retain all
sewage and wastes discharging therein, for a period of not less.
than twenty-fo~w hours.
All sumps and receiving tanks, shall be provided with sub,
stantial air tight covers having a bolt and gasket type manhole,
that will peanit access to the tank for repairs and cleaning.
The cover shall be provided with a vent pipe, which shall extend
to the roof, either separately or combined with other vent
pipes, the size of which shall be in confox~ty with the require-
ments of Table No. 3, but in no case shall it be less than two
(2) inches in dimmeter.
Air tanks, shall be so proportioned as to be of equal
cubical capacity to the ejectors connected therewith in which
there shall be maintained an air pressv~e of not less than two
(2) 'pounds for each foot of height the sewage is to be raised.
llO9.,BACK WATER VAI~VES REQUIRED IN BA~~S OR CELLARS.
In every case where a plumbing outlet for a plumbing fixture
aM/or for any other purpose will be installed and/or located in
any cellar or basement, at the point where the house sewer and/
or sewer connection crosses under the curb or property line, an
approved type of back water trap or an approved type of back
water sewer valve shall be installed at such a location in the
soil pipe, waste pipe or house d~ain, extending £vom any such
outlet and/or plumbing fixture. Ever7 such valve shall be installed
in a box or manhole of concrete so that such valve will be read-
ily accessible, or shall be installed in some other approved
m~_uner so as to be readily accessible.
It shall be unlawful for any person, fin or corporation
to maintain any plumbing fixture in any case where the sewage
backs up and/or flows back from the public sewer in such a manner
· .as to cause such pl~mbing fixtures to overflow.
Whenever it sb,_ll come to the attention of the Plumbing
Inspector, that sewage is overflowing from any plumbing fix-
ture due to the backing up of sewage in the public. sewer, or
due to pressure in the public sewer, or due to any cause what-
soever, except temporary stoppage in any such plumbing fixture,
said inspector is hereby authorized and empowered to order and.
require such plumbing fixture to be disconnected and removed,
and the outlet thereto to be plugged up or capped up, or to
require the back water trap or back water sewer valve, required
by the first paragraph of this section, to be installed to pre-
vent such overflow.
An approved automatically operated nonelogging, and impellet
type of sewer ejector or similar appliance, and an approved
water and gas tight sump may be installed in lieu of such back
water trap or back water sewer valve, in the event that every
such installation complies with the following provisions
this section.
lllO-HOUSE DRAIN AND HODBE SEWER MATERIALS.
(a) The House Sewer, beginning three ($) feet outside
the building line, shall be of cast iron pipe of approved
standards, with a four (4") inch Test Tee and four (4)inch
cleanout at the property line for testing only.
(b) The House Drain shall be of cast iron pipe of approved
standards and there shall be no Joint under or in a foundation
wall.
llll-SIZES OF HODBE DRAINS, HOUSE SE~ERS, AND HORIZONTAL BRANCHES.
The minimum Size of any House Sewer, House Drain, Soil
Pipe, Waste Pipe, Special Waste Pipe, or other Drainage Pipe,
shall be determined on the basis of the total number of fixtures
units drained by them, in accordance with Table No. 3 of this
Ordinance.
lll2-RAIN WATER TO PUBLIC GUTTERS.
No rain water from roofs, or other rain water drainage
of premises, shall discharge upon a public sidewalk. When it
is desired to conduct rain water from a building or premises
to a public street gutter, the outside underground drainage
piping shall be galvanized Wrought iron or steel pipe, or east
iron pipe. Water leaders connecting to such underground drain-
age piping, which are on the outsi_d~_.~-.l of a building wall tha~
abuts on a public thoroughfare, shall be constructed of galvan-
ized wrought iron or steel pipe, or cast iron pipe, for a dis-
tance not less than five (5) feet vertically above official grade.
lll3-SKEET METAL vEERS AND DOWNSPOUTS.
No sheet metal water leader shall be installed on the in-
side of a building, inner court or vent shaft.
No sheet metal water leader shall be connected to any
drainage system, which connects with a Public Sewer, Septic
Tank or Cesspool.
lll4-DEFECTIVE SHEET METAL WATER IAEADERS.
When an existing sheet metal water leader pipe within the
walls of any building becomes defective such water leader shall
be replaced with one which conforms to this Ordinance.
illS-RAIN WATER DRAINAGE PIPING MATERIALS.
All underground roof and area rain water drainage piping
within the walls of a building, shall be cast iron pipe and
fittings, and all such piping above ground shall be east iron
pipe ~d fittings, or galvanized wrought iron or steel pipe,
with drainage fittings of approved standards.
lll6-0VERPLOW PIPES.
No overflow pipe from a roof, tank, expansion tank, drip-
pan or other device shall be directly connected to any soil,
waste or vent pipe, House Drain or House Sewer.
lllV-INNER COURT, VENT SHAFT AND LIGHT WE~L DRAINS.
Inner courts, vent shafts, light wells, or similar areas
having rain water .drains, shall discharge into the Public
Street Gutter.
ARTICLE 12
SPECIAL WASTES
1201-SPECIAL WASTE PIPES FOR FOOD OR DRINK REOEPTAOLES.
No refrigerator, cooling counter, compartment, receptacle,
appurtenance or device, which is used, designed or intended to

be used for the manufactur, preparation, storage, or handling
of foods or drinks shall have any drain pipe in connection
therewith directly connected to any soil, waste or vent' pipe.
Such pipes are Special Waste Pipes as defined in Section 236
of this Ordinance, and all wastes. drained by them shall discharge
into an open floor sink or hopper, which is properly connected
to the drainage system.
All Plumbing fixtures receiving the discharge of Special
Waste Pipes shall be of such shape and capacity as to prevent
splashing or flooding, and be located where t~ey are readily
accessible for inspection and cleaning. No pl,_;mbing fixture,
shall be used
which is used for domestic or culinary purposes,
to receive the discharge of a Special Waste Pipe.
Each drainage outlet which connects to a Special Waste
Pipe exceeding twenty-four (24) inches in length, shall be
effectively trapped, but such traps need not be vented. Angles
and changes of direction of Special Waste Pipes shall be provided
With cleanout plugs so as to permit flushing avi cleaning.

Drain pipes from water tanks, and exhaust pipes from hydraulic
elevator~ shall not be directly connected to the drainage system.
Such pipes may discharge into an open fixture or aump.
1206-INDIRECT WASTES FOR SPECIAL APPLIANCES.
Appliances, devices, or apparatus not regularly classed as
plumbing fixtures, but which have drips, or drainage outlets,
shall be drained by Special Waste Pipes discharging into an ap-
proved open plumbing fixture, sump, or floor drain.
Clean running water, used exclusively as a cooling medium
in an appliance, device, or apparatus, may discharge into the
inlet side of a fixture trap, in the event that a suitable fixture,
sump, or floor drain is not available to receive such discharge.
Such trap connection shall be by means of a pipe connected to
the inlet side of an approved fixture trap, the upper end ter-
minating in a. funnel-shaped receptacle, set adjacent to, and not
less than six (6) inches above the overflow rim of the fixture
into which the water shall discharge.
1206-STEAM AND HOT WATER DRAINAGE:
CONDENSORS AND SUMPS.
No steam pipe shall connect to any part of a drainage or
plumbing system, nor shall any water above one hundred and forty
(140) degrees Fahrenheit, be discharged into any part of a drain-
age system. Such pipes my be indirectly connected, by discharg-
ing into an' open or closed condensor, or intercepting sump of
approved type,. that will prevent the entrance of steam or water
under pressure into the drainage system. All closed condensors
or sLmps shall be provided with a pressure relief pipe not less
than one pipe size larger than the largest inlet, which relief
pipe..shall be taken off' the top, and extemi separately, full
size above the roof. All condensors and sumps shall be properly
trapped at the outlet with a deep seal trap and the trap vented.
Outlets shall be taken off from the side in such manner as to
allow a water line to be maintained that will permanently occupy
not less than two-thirds (2/3) the capacity of the condensor or
sump. All inlets shall enter above the water line, and the out-
let size shall be not less than one (1) pipe size larger than the
largest inlet.
Bumps, condensors, or intercepting tanks which are constructed
of concrete, shall .have walls and bottom not less than four (4)
inches in thickness and the inside shall be cement plastered not
less than one-half (1/2) inch in thickness. Condensors constructed
of metal shall be not less than Number Twelve (12) U. S. Standard
· gauge and be provided with a manhole or other suitable means of
access for cleaning.
120V-WASH RACK AND SIMILAR DRAINAGE.
All floor drainage from public laundries, canneries, pack-
ing houses, slaug~bter houses, soap factories, bottling works,
dairies, milk or cream establishments, wash-racks, floors and/or
areas where automobiles, trucks, vehicles, cars, or locomotives
are washed, shall run to an intercepting settling tank or sump,
so designed and constructed that mud and other objectionable
materials will be retained therein. All such sumps or settling
tanks shall discharge the waste water only into a secondary sand
trap that is properly ccnnected to the drainage system and which
is so located, designed and constructed, as to prevent floor
drainage entering same, other than through its connection with
the settling tank or sump.
1208-O0NSTRUCTION OF SETTLING TANKS--BUMPS AND BAND TRAPS.
Settling tanks, sumps and/or sand traps shall be constructed
of concrete, with bottom and sides not less than six (6) inches
in thickness. The inside shall be cement plastered not less th~n
one-half (1/2) inch in thickness. All settling tanks and sumps
shall be provided with a trap, formed by turning down the outlet
pipe on the inside with a ninety (90) degree bend, so as to main-
tain a water seal not less than ten (10) inches.
No settling tank or sump shall be less than three (3) feet
deep, eighteen (18) inches wide and th~ity-six (36) inches long,
inside measurements, and shall be provided with heavy cast· iron
grates that may be removed for cleaning purposes.
No sand trap shall be less than three (3) feet deep, three
(3) feet wide and three (3) feet long, inside measurements, and
shall be provided with a tight fitting cover that may be removed
for cleaning purposes. All sand traps shall be provided with
a trap at its outlet, construc..ted the same as provided for in
this section for settling tanks and sumps. There shall be no
cleanout or removable plug inside of any settling tank, sump or
sand trap, but where cleanouts are required as provided for in
this Ordinance, they shall be installed so as to prevent their
being used for other than cleanout purposes.
All inlets to a sand trap shall enter above the water line
thereof, and the outlet size shall not be less than the largest
inlet and in no case less than four (4) inches.
All settling tanks and/or sumps that are installed to receive
floor drainage from canneries, packing plants, and/or similar
establishments, shall be provided with approved metal screens or
strainers, so constructed as to prevent the passage through them
of anything other than liquids. Such screens or ~trainers shall
be installed above the water line and below all inlets, and shall
be removable, or be provided with a manhole that will permit
entrance for Cleaning purposes.
1209-DRAINAGE FROM ACID AND CHEMICAL FIXTURES.
Drainage f~om fixtures, receptacles, apparatus or devices,
in which acids or ~hemicals are used shall be conveyed to the
public sewer through a drainage system that is separate and
distinct from any other drainage system. The vents shall be of
cast iron or lead.
1210-MATERIALS OF ACID FIXTURES AND DRAINAGE PIPING.
Sinks, tanks, or other receptacles, apparatus or devices
in which acids or chemicals are used, which are designed to dis-
charge waste~ shall be constructed of approved acid resisting
materials, or shall be lined with sheet lead weighing not less
than six (6) pounds per square foot. ...
All branches and Joints on lead acid wastes and sinks must
be made by means of b~ned lead joints.
Acid sinks, tanks, or other similar fixtures or devices,
shall directly connect to a separate system of waste pipes, con-
structed of medium lead or Dubion not less than two (2) inches
in diameter. Such special system shall run separately to a public
sewer in pipes of acid resisting material.
Vent pipes in connection with such systems shall be of cast
iron or lead pipe, and there shall be no connection between such ~.
vents, and any vent serving any other system.
1211-SWIMMING POOLS.
All swimming pools shall have the bottom and inner sides
constructed of smooth non'absorbent materials and be so constructed
as to be properly drained through' one or more metal grated openings.
All such drains shall have a gate valve installed therein, located
in an accessible room or masonry pit outside the walls of the
pool, and if the pool bottom is below street grade, or is other-
wise subject to back-flow of sewage, a back water valve shall
be installed next to, and on the sewer side, of the gate valve.
No pool designed to be supplied with water direct from the
domestic water supply shall have any water inlet thereto below
the extreme overflow level of the pool.
There shall be no direct connection between any domestic
water supply line and any circulating pump, filter,-ater softener,
or other apparatus or device, that comes in contact with the
water in or from the pool. Re-circulating system shall take
the water supply to the pool from an open surge tank. The supply
to the ~urge tank shall be above the extreme overflow level in
such a manner as to prevent water from the tank entering the
supply line.
Scum gutter drains, and/or floor drains serving the walks
around the pool, may be installed as special waste pipes, pro-
vided independent vent pipes are installed on the high ends of
mains in a manner that will assure a circulation of air.
1212-CESSP00LS AND SEPTIC TANKS.
When a public sewer is more than two hundred (200) feet fTom
the nearest property line, all drainage piping shall cmnect to
a cesspool or septic tank until such time as a public sewer is
available. When a cesspool is discontinued for use, it shall
be filled with earth or other suitable material and all pipes in
connection therewith shall be disconnected and plugged.
Every cesspool shall have a diameter of at least fou~
feet, six (8) inches inside measurement, and shall be located
at a distance not less than t~enty (20) feet from any dwelling,
nor less than ten (10) feet from any other building, without
special permission so to do from the Plumbing Inspector. The
side walls shall be at least eight (8) feet in height and four
(4) inches in thickness and shall be built of hard burned whole
brick, which shall be spaced no more than two and one-half
(2 1/2) inches apart. Each cesspool shall have a strong and
firm arched cover of brick and cement, not less than twenty-fou~
(24) inches below the surrounding surface of the ground,
No septic tank shall be installed, until plans and speci-
fications therefor have been filed with the Plumbing Inspector.
Such plans and specifications shall show the size of the property,
and the location and size of all buildings on such property,
the number a~i kind of plumbing fixtures proposed to be connected;
the character of the soil, and the proposed location of the septic
tank and disposal field, with drawings of the septic tank and
disposal field and a description of the materials to be used.
When the submitted plans and specifications are in compliance
with the rules and regulations of the Board of Health of the
State of California pertaining to septic tanks, the Plumbing
Inspector shall issue a Special Permit authorizing the installation.

1309-RAINWATER DRAINAGE SYSTEM TESTS.
Water Leader pipes and their roof connections within the
walls of buildings, ~__~d storm water drainage systems that con-
nect to a combined water drain system, or a system that drains
to a public gutter shall be tested and inspected, as provided
for in Section 1304.
I~iO-WATER DISTRIBUTION S'vSTEM TESTS.
Upon the completion of the entire water distribution systan,
including connections to appurtenances, devices, tanks, apparatus
or fixtures, it shall be tested a~ inspected, and shall prove
tight under a water pressure not less than the maximum pressure
under which it is to be used.
131~-FINAB FIXTURE TEST.
~pon the completion of the setting or installing of plumb-
ing fixtures ,. or other devices, apparatus, appurtenances or
appliances having waste and/or water connections, a~ prior to
the general use thereof, it shall be the duty of the person
doing such work to notify the Plumbing Inspector that sUCh work
is ready for inspection' and test. All water, gas and waste
withoUt leaks or defects. Upon
connections 'shall prove tight,
approval, the plumbing Inspector sh_~_ll issue a Final Certificate
of Approval to that effect.
13i2'-AIR TEST OF DEFECTIVE PLUMBING SYSTEMS.
The' air test shall be used in testing the sanitary condition
of the drainage or pl~_;mbing system of any building or premises
when there is reason to believe that it has become defective.
In buildings or premises condemned by the proper administrative
authority, because of an unsanitary condition of the plumbing
system or part thereof, the alterations in such systems shall
not be considered as repairs, but as new work. ..

be placed not less than fourteen (14) inches apart on centers.
(e) One drinking fountain in each story, including a
basement if used for school purposes, for each one'~undred (100')
pupiles, or fractional part thereof.

Whenever any. school building is more than two (2) stories
and basement in height,' plumbing.fixtures shall be provided ..o.n.'z
each floor above the second story, in sufficient number to pro-
vide accommodations for all male and female pupils in that story,
based on the number of persons in each story in accordance with
the number of plumbing fixtures hereintofore required in this
Beetion.
Toilet accommodations fop males, and for females, shall
be placed in separate room, with a traveling distance' between
the doors thereof not less ·than twenty (20) linear feet. Toilet
rooms for males shall be plainly marked BOYS OR MEN, and toilet
rooms for females shall be plainly marked GIRLB OR WOMEN.
In any school building for male and female pupils where
each sex will constitute approximately one-half of the number
of such pupils, the plumbing fixtures required by this ·section
shall be approtioned on the basis of fifty (50) per cent for
males, and fifty per cent for female pupils. In all other
cases, the number of plumbing fixtures for each sex shall be
based upon the m-ximum number of m-le pupils, and the maximum
number of female pupils who will be in the building at any one
time o ~
140V-TEMPORARY TOILET FACILITIES.
Suitable approVed toilet facilities shall be provided
for the use of workmen du~ing the construction of buildings
when deemed necessary by the Health Officer; such toilet
facilities shall be maintained in a sanitary condition.
ARTICLE 1~'°
GAS APPLIANCES, FLUES, .~ENTILATION'
1501-FLUES AND VENTS FOR GAS APPLIANCES.
Every gas burning kitchen range, water heater, bath room
wall heater, floor furnace, central heating plant or heater in
false fireplace hereinafter installed must be provided with a
flue, not less than 12 square inches in area, to be carried at
'~least one foot above the roof (except as hereinafter provided),
and in no case shall the vent from any gas burning appliance
terminate less than ten (10) feet from any openable window or
door unless said vent shall be two (2) feet above said opening.
When flues are concealed the enclosing lath shall be either metal
or gypsum. Such flues shall be placed not closer than one (1)
inch to any wood or combustible material and shall be securely
supported. The least internal dimension of such flue shall be
not less than two (~) inches. Flues shall be made of tetra cotta
or concrete (of bell .and spigot type) or brick or other approved
material.
No vent sbsll be smaller th~n the vent opening on appliance
it serves. All flues must be properly fastened and supported
and protected by proper back draft cap of copper or galvanized
ir on.
· When more than one vent connects ~o the same flue, said
flue must be increased 60% of area of all additional connections.
Exposed metal flues may be made of galvanized iron of not
less than number twenty-six (28) gauge. Flues shall be installed
with male end pointing to appliance, and shall have a rise of
1/2" vertical to every foot horizontal. No horizontal flue shall
exceed twenty feet (~-0') in length, except by Special Permit by
the B~ilding Department, provided however appliances using fuel
other than gas that are converted to burn gas may use original
flue or smokepipe if the said flue or smokepipe is not defectiVe
Where architectural conditions are such that it is impractic-
able to carry flues above roof they ,_-_y terminate at a point to
be determined by the Plumbing Inspector.
All flues shall have Joints made gas tight and shall be
installed with male end pointing to appliance.
No vent connection to any gas appliance having pilot pro .... ,"
· vision for automatic or remote control shall be connected to any
chimney flue which is used as smoke flue for any stove, boiler,
heater or other apparatus designed to burn wood, coal, oil. or
any fuel other than gas unless such pilot provision is so designed
that the supply of gas to burners in connection therewith will
be automatically shut off when combustion of gas ia not taking
p~ace at pilot, said device to be approved by the American Gas
Association, provided, however, vents from gas ranges with
incinerators attached may be connected to chimney provided for
said incinerator. In all installations when said automatic de-
vice is used an approved type of back draft hood must be provided .
Manually controlled appliance vents shall not be connected
to chimney serving apparatus using fuel other than gas, provided
however, no gas appliance can be connected to chimney serving
a steam or hot water system or warm air furnace using fuel other
than gas.

piping or gas appliance may appear to be defective or otherwise
thought to endanger life or property, the Plumbing Inspector
may order meter taken out or gas shut off or refused as case
may be and shall notify owner, tenant or occupant of premises
or building, where such gas supply is discontinued or refused,
and said notice shall state reasons for such refusal or dis-
continuance.
Gas shall not be again supplied or connections made until
such time as said installations are changed and approved by
Plumbing Inspector.
It shall be unlawful for any Gas Company or other Utility
to set or cause to be connected any gas meter to any house gas
piping unless said house piping has been approved by the Plumb-
ing Inspector. This, however, does not prohibit the connecting
of meters to any house gas piping that has been previously served
with gas where no alterations or changes.have been made in said
Gas water heaters shall not'be installed in bath rooms,
sleeping rooms, closets or garages.
Gas burning appliances installed in bath rooms prior to the
date on which this ordinance becomes effective may be renewed
or replaced with new appliances, providing said appliances are
properly vented.
Where gas outlets are provided in the room in which a gas
appliance is to be placed, said appliance may be connected to
outlet by other than registered plumbers (water heaters excepted.)
Every appliance shall be rigidly connected to house gas
piping by means of rigid metal pipe or by solid copper or brass
tubing. No flexible gas tubing shall be used.
When two or more inlets are provided in a gas appliance
flue such inlets shall be so placed that no inlet shall be
opposite to other inlets. All inlets to flues shall be made
by branch fittings of same material as fl~e.
This Ordinance shall not be construed as imposing on the
City of Bakersfield any liability or responsibility for damages
to any person injured by any defect in any house gas piping or
appliance or by the installation thereof, nor shall the City of
Bakersfield or any official or employee thereof be held as asstun-
ing any such liability or responsibility by reason of the inspec-
tion authorized by this Ordinance.
If any section, sub-section, sentence, clause or ptn~ase of
this Ordinance is fo~ any reason declared to be unconstitutional
or void, such decision shallnot affect the validity of the
mining portion.
Gas appliances installed in buildings where a ventilation
system is provided my be vented into such ventilation system
subject to approval of Plumbing Inspector.
The inspectors are instructed to observe the following
rules, regulations and specifications governing the piping of
· .'buildings, for~trtbution of' gas for lightSeat and fuel.
For a given size pipe 1/4 of length will deliver twiae the
discharge or four (4) times the length 1/~ the discharge.
Provided that outlets designed to serve gas appliances shall
be not less in size than the inlet pipes to such appliances.
The total number of outlets allowed in the above mentioned table·
for such pipe size shall be used for computing the size of the
house gas piping.
1502-RISERS.
All risers must extend to a point within 24 inches of the
proposed location of the meter. Where there are two or mor~
risers they must be 14 inches apart..
Risers in any building must not be less than:
2' from floor for 2 to 10 openings.
2'-8" from floor for 10 to S0 openings.
4' from floor for S0 to 80 openings.
Risers must be plainly marked with tags, wired on, to
designate the section of the building supplied.
Risers must never end in such a place that 1~enma, ·girders
or heater pipes to be put on subsequently, will prevent making
connections to meter.
No risers will be allowed to be built in brick or concrete
work, walls must be recessed to receive them.
No gas pipe will be aXlowed to be installed in concrete
floors.
150S-PIPING.
No house pipe less than S/4 inch diameter will be permitted.
Wall brackets ~nd base plug outlets not to be less than 1/2 inch.
Pipe must be free from obstructions.
Pipe must be free from traps. All pipes must grade toward
the riser.
Pipe mat be rigidly supported by hooks and straps.
LOn~ runs of horizontal pipe must be firmly supported at
ten (10) foot intervals to prevent sagging.
Piping must not be run so as to suppo~ any weight exoept
