AN E~KERGENCY ORDINANCE ESTABLISHING A
RABIES ~UARANTINE AGAINST DOGS AND
CATS WITHIN THE CITY OF BAKERSFIELD
AND PROVIDING A PENALTY FOR VIOLATION
THEREOF.
WHEREAS, rabies having been found to exist among dogs
living within the territorial limits of the City of Bakersfield,
AND WHEREAS, the health, safety and welfare of the
inhabitants of the City of Bakersfield require the passage of an
emergency ordinance establishing a quarantine against all dogs and
cats within the territorial limits of the City of Bakersfield,
NOW, THEREFORE, BE IT ORDAINEDBY THE COUNCIL OF THE
CITY OF BAERSFIELD, as follows:
SECTION 1.
In order to prevent the spread of the disease known as
rabies, a quarantine as hereinafter defined is hereby declared and
established against all dogs and cats within the City of Bakers-
field.
SECTION 2.
Quarantine under this ordinance means the strict confine-
ment, under restraint by leash or closed cage or paddock, upon the
private premises of the owner or those in possession of or harboring
dogs or cats within the territorial limits of the City of Bakersfield.
SECTION 3.
It shall be the duty of the Health Officer of the City of
Bakersfield and all Deputy Health Officers of the City of Bakersfield,
as well as all peace officers, to enforce the provisions of this
ordinance, and the Health Officer of the City of Bakersfield, or
other properly constituted officials may make inspection or examina-
tion and enter upon all private premises for the enforcement of this
quarantine.

SECTION 4.
Any person who owns, possesses or harbors any dog or
cat, held or maintained in violation of this quarantine, or who
violates any of the provisions of this ordinance, shall be deemed
guilty of a misdemeanor and upon conviction thereof shall be punish-
able by a fine of not less than five dollars ($5.00) nor more than
one hundred dollars ($100.00), or by imprisonment in the County Jail
of Kern County for not less than five (5) days nor more 'than fifty
(50) days, or by both such fine and imprisonment.
SECTION 5.
This ordinance is hereby declared to be an emergency
ordinance within the meaning of Section 24 of the Charter of the
City of Bakersfield, State of California, necessary for the' immediate
preservation of the public health, safety and welfare, and shall take
effect immediately.
SECTI ON 6.
All ordinances or parts of ordinances in conflict herewith
are hereby expressly repealed.
