STAGES TRUCKS, HACKS, COACHES AND TAXICABS
TO SECURE A PERMIT FOR A STAND, PROVIDING
THE REGULATIONS AND METHODS TO SECURE A STAND,
DEFINING WHAT VEHICLES SHALL SECURE A PERMIT, AND
MAKING THE VIOLATION THEREOF A MISDEMEANOR.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF BAKERSFIELD,
as follows:
SECTION 1.
It shall be unlawful for any person, firm or corporation
who drives or operates any rent car, automobile for hire, taxicab,
auto stage, truck, omnibus, hack, coach or other vehicle within
the City of Bakersfield, to solicit passengers, ~usiness, or employ-
ment as a carrier of passengers, from any stand or parking space
upon the streets of the City of Bakersfield, without first securing
from the City Manager of the City of Bakersfield, a permit to occupy
said stand or parking space as herein provided.
SECTION 2.
All applications for permits under the provisions of
this ordinance shall be made to the City Manager on forms furnished
by the City, and, amo~ other things, shall contain the name of the
person, firm or corporation making the application and to whom the
permit is to be granted, the kind of vehicle, the state license num-
ber of all vehicles which are proposed to be used in the enjoyment
of the permit, and the place at which a stand for such vehicles
is desired, and the kind of business for which such permit is
sought. The application shall also bear approval and written con-
sent of the occupant of the first floor of that portion of the
building upon the clearance immediately in front of which it is
desired such vehicle shall stand, or if there is no occupant of
such portion of the first floor of said building, or if there is
no building on said premises, then said application must be
endorsed by and have the written consent of the owner or lessee of
said premises.
SECTION 3.
At the time of making application for a permit as herein
provided for, the applicant shall verify, under oath, that he has
not, nor has anyone for him or on his behalf paid~ or promised to
pay~ or offered to pay~ nor agreed to pay, deliver or give anything
of value for obtainin~ the consent or endorsement by the occupant
or person required to give such consent to the grantin~ of a permit
to occupy any.stand upon the streets as required by Section 2 of
this ordinance~ and for the violation hereof such person shall be
deemed guilty of a ndsdemeanor.
SECTION' 4.
The City Manager may, at his discretion, grant or deny
said permit for a 'stand; provided, however, that in no case shall
a permit be granted for any such vehicle to stand on 19th Street
between F and M Streets, or on Baker Street between East 19th
Street and the Southern Pacific Railway tracks.
SECTION 5.
Permits shall not be granted for more than two such
vehicles upon a street within the limits of any block, nor for
more than one of such vehicles upon one side of such street
within the limits of any one-half block, nor for a vehicle to
stand wlthin forty (40) ~eet of the place where another vehicle
has been granted a permit, nor for a vehicle to stand within
twenty-five (25) feet of any alley intersection. During the time
any vehicle is absent from the place where such vehicle is permitted
to'stand as provided herein, the owner of the permit may substitute
another vehicle owned by hlm. Provided, however, the foregoing
restrictions in this section shall not apply to automobile stages
ruing on regular schedule between Bakersfield and other points,
and that no stage shall occupy its stand to exceed thirty minutes
prior to its schedule time f~r leaving Bikersfield.

SECTION 6.
The City Manager shall have the power to revoke or
suspend any permit issued hereunder in the event the holder thereof
shall be found guilty of a violation of any provision of this ordin-
ance, or if it shall appear to such City Manager, after an investiga-
tion, that the holder of same uses or operates said vehicle or
permits same to be used or operated in art unlawful manner, or for
lewd or immoral purposes, or for carrying passengers to or from
houses of prostitution or assignation, or upon good cause being
shown that it is for the best interests of the public that said
permit should be revoked. In determining said facts the City
Manager may act in his discretion, upon reports presented to him
after investigation by the Police Department. In the event of
such revocation or suspension of such permit, such certificate as
may be issued in connection therewith shall be, by the holder
thereof, forthwith surrendered to the City Manager.
Should any holder of a permit be dissatisfied with
the decision of the City Manager, he may make written application
to the City Council for a review of such decision, giving his
reasons for dissatisfaction therewith, whereupon the City'Council
shall fix a date for hearing, and the decision of the Council
upon said hearing shall be final.
From the time of the revocation of any such permit it
shall be unlawful for the person, firm or corporation whose permit
is so revoked to occupy any stand or parking space designated as
a stand, and designated in such permit, unless and until a new
permit to occupy such stand shall have been granted such person,
firm or corporation as herein provided, or unless upon a hearing
of a written application for a review the City Council overrules
the decision of the City Manager and reinstates the permit.
SECTION 7-
It shall be unlawful for any person, firm .or corporation,
their agents or employes, or any person on their own behalf, owning,
operating, driving or using automobiles for hire, or carrying on,
maintaining or conducting any business under or by authoritY of an
automobile rent car license or automobile stage license, except at
the stand for which a permit has been granted as herein provided,
to solicit for patronage or customers in or upon any street within
the City of Bakersfield or in or upon any other place within the
City of Bakersfield.
SECTION 8.
Any person, firm or corporation violating any of the
provisions of this ordinance shall be deemed guilty of a misdemeanor.
Each day such vehicle for hire is operated in violation of this
ordinance the person operating same shall be deemed guilty of a
separate offense.
SECTION 9.
All ordinances or parts of ordinances in conflict here-
with are hereby expressly repealed.
This ordinance shall not in any way affect or be deemed
to affect, modify, alter or change in any way Ordinance No.
